| believe if one had the ability to write a pro statement and a con statement that satisfied 100 percent of
the people on both sides of the issue then one would be very safe from being accused of violating that
statute. However, human nature being what it is, my prediction would be that someone would not be
happy and would think that the pro statement was too pro or the con statement was too weak, or vice
versa. The possibility of having that statute waved around would be great. Whether a prosecutor would
bring a case, whether a jury would convict, that’s another question.

other ward aldermen, ask me where they can find information regarding the performing arts center study,
the minutes from the meetings, and the minutes from the special meeting that the board of aldermen had
regarding keno. At last week’s PEDC meeting, | suggested to Director Cummings that those at least be
posted on the home page because many people have difficulty navigating our website and don’t know
where to find this information. Would you view posting the links to that information, just public record
information that is out there, and making it more accessible to our residents and our voters,
electioneering?

TECHNICAL SPECIFICATIONS
ITEM 203.112 - ROAD EXCAVATION AND REGRADE
A. SCOPE
This work includes repairing the subgrade including regrading and replacing removed subgrade
material with binder pavement at specific locations as directed by the Engineer.
This item will only be used at locations identified by the Engineer. In other areas where
subgrade is exposed during milling, any grading and compaction of the disturbed subgrade will
be incidental to subsequent paving.
B. MATERIALS AND CONSTRUCTION
The Contractor shall furnish all materials, labor, equipment, and transportation necessary for
work in accordance with the latest approved City of Nashua Standard Specifications for Road
Construction, or the latest approved NHDOT Standard Specifications for Road and Bridge
Construction. The most stringent specification shall apply. Transportation and disposal of the
removed material shall be the responsibility of the Contractor.
This work includes removing 2” of exposed subbase, regrading as directed, and replacing with 2”
of %4” stone asphalt as per approved mix design. Prior to placing asphalt, subbase material shall
be compacted to required density. Locations of work shall be marked by the Engineer.
C. MEASUREMENT AND PAYMENT
This item will be measured per Square Yard of asphalt placed and compacted in the field.
Payment for this item shall be at the contract unit price per square yard and shall also include all
materials, labor, equipment, and all else needed to complete the work under this item. No
payment will be made for materials delivered but not placed.
