notential issues and concerns. This meeting will be facilitated by CMA Engineers in
conjunction with City staff and aid in the development of the project purpose and need
statement. An overview plan based on City GIS and/or available aerial imagery will be
prepared for the meeting.

1.04 Purpose cing Need Sictemen!
A purpose and need statement will be prepared from information collected at the Local
Concerns Meeting. This statement will clearly define the project goals and objectives, without
proposing project solutions. This statement will be used to measure the alternatives
developed as part of the design process.

7.05 Engineering Anaiysis
Feasibility level design plans with only minimal/essential design/detail elements will be
developed based on the project information and CMAQ application package provided by the
City, field reconnaissance, and input from the public and other stakeholders. The rail trail will
be evaluated to address minor trail profile improvements, surface improvements, drainage
improvements, ADA compliant pedestrian crossings, ROW issues/impacts, appropriate
incorporation of pedestrian scale lighting and lighting at crossings, utility issues/impacts and
to improve connectivity. The information from this analysis will be used in the development
of proposed alternatives.

Structural Evciuation and Recommencations
The existing rail bridge crossing over Commercial Street is currently barricaded but is
intended to be repurposed for use as a pedestrian overpass to connect the adjacent
sections of trail. Conceptual review has indicated that a 10-foot wide walking surface along
the bridge will be required to provide a consistent clear width along this section of the trail.
Key design criteria will be based on the requirements of the AASHTO Guide Specification for
the Design of Pedestrian Bridges and the NHDOT Bridge Design Manual. Review of
alternatives will consider safety, serviceability, materials, maintenance, constructability,
permitting requirements, economics, and aesthetics for each proposed structural element.
The following tasks will be performed during the study phase:

a. Site Inspection and Condition Assessment
A team of two structural engineers will perform a detailed inspection of the existing
bridge superstructure members. The results of the condition assessment will be used to
determine what loading the bridge is rated to carry and whether structural repairs to
existing members will be required.

b. Structural Alternative Analysis
Based on the results of the tasks described above, feasibility level alternatives and
designs with only minimal/essential design/detail elements will be developed using the
requirements of the City and design criteria from the applicable codes.

1.87 Environmental Assessrneni
a. Initial Site Reconnaissance; Data Review; Develop Recommended Sampling Plan
Terracon will conduct a site walk-reconnaissance to visually assess the planned project
easement/alignment. Current conditions in the proposed project area will be inspected
