and photo-documented. We will also visually identify/confirm current property uses of
parcels that abut the planned project alignment and identify properties or observed
conditions that may represent potential higher risk conditions.
Terracon will review publicly available information from the New Hampshire
Department of Environmental Services (NHDES) to determine if prior contamination
and/or disposal of asbestos containing materials (ACMs) has been identified at high risk
properties located along the proposed bike path. Soil and groundwater contamination
can result from releases at various types of facilities including gas stations, dry cleaners,
and a variety of commercial/industrial operations. If contamination has been previously
identified, public records from prior investigations will be reviewed for soil profiles,
groundwater information, in-situ laboratory analytical results, geophysical surveys, and
bedrock topography.
The result of the review will be summarized in a letter report with supporting
documentation of prior investigations and exhibits depicting suspect areas of potential
impacts from contamination or ACMs. The letter report will provide recommendations
for soil sampling to be presented/called out on base/site maps of the proposed project
work zone to be provided by CMA Engineers.
b. Surficial Soil Sampling Program
Terracon’s recommended sampling plan will be determined by observations and
findings from the site inspection of the project work zone and review of publicly-
available documentation of environmental conditions in the project area. However,
based on the existing conditions, elements of the former rail bed and corresponding
ties appear to be present between sections of land from Commercial Street, easterly to
Temple Street. There is possibility that sampling may not be necessary, but due to the
desired schedule of this project it was felt that provisions should be included in the
scope to avoid delay related to attaining a contract amendment if the sampling is
needed.
Terracon will collect up to 25 soil samples by hand-tool methods to a depth of up to 1.5
feet below ground surface along the former rail bed in the previously mentioned
sections. This preliminary soil sampling program provides for the collection and
laboratory analysis of up to 25 soil samples each for Total RCRA 8 metals, polyaromatic
hydrocarbons (PAHs), volatile organic compounds (VOCs) and/or asbestos.
The results of the surficial sampling program and laboratory analyses will be
summarized in a letter report with supporting documentation of analytical data and
exhibits depicting areas of impact, if encountered, that may require special handling
and/or disposal during redevelopment activities.
