Coordination efforts will take place to identify all utilities within the project. Once
determined, a working directory of contact information, preferred interface, and plan
preference will be determined for ongoing coordination.
Environmenial Documeniation
a. Data Collection
In accordance with the NHDOT’s LPA guidelines for Municipally-Managed projects
and to satisfy Federal and State regulations, we will evaluate, and document cultural
and/or environmental impacts associated with the proposed project. This evaluation
will include early communication and contact with various state and local agencies
and may include attendance at one Monthly Resource Agency Meeting held at the
NHDOT to identify sensitive resources within the project corridor and to determine
the level of agency review that will be required. A visit to NHDHR to review their
files, and preparation of a Request for Project Review (RPR) form. A copy of the RPR
form will be submitted to the City for review prior to submittal. This scope does not
include historic or archaeological specialists. Additional historic or archeological
reviews (if required) would be completed by specialized sub-consultants under a
Contract Amendment.
Permitting/Environmental Coordination
The need for environmental permits will be reviewed as part of the Engineering
Study development. Due to the scope of the project, no NHDES Wetlands, Alteration
of Terrain, or Shoreland Protection Act permits are anticipated.
c. Environmental Documentation
Projects using federal funds require that findings of the environmental review be
documented in an Environmental Study/Tracking Form. CMA Engineers will prepare
the Environmental Study/Tracking Form documents for submission to the NHDOT
Bureau of Environment to determine the level of documentation required for the
project. We assume that a Programmatic Categorical Exclusion will be required as
the final NEPA documentation for the project.
Afermatives Aricilysis
Feasibility level designs and alternatives will be futher enhanced from the engineering
analysis task with associated bullet point summaries that describe the proposed solutions
and any environmental, ROW, and utility impacts. It is assumed that up to three
alternatives/options will be developed; one alternative being no-build. Conceptual level
plans associated with each alternative will be developed and include a typical section and
general roll plan. The following information will be evaluated as part of this process:
