DETAILED PROJECT SCOPE

The scope of the work for the design includes those elements specifically included in the City of
Nashua’s original CMAQ grant application, as approved by the NHDOT to further expand the Heritage
Rail Trail, alleviate congestion on East Hollis Street, and enhance pedestrian/bicycle facilities in one of

the most densely populated areas in the Nashua region. The project will construct a 10’ wide paved
multi-use trail along the former rail line from Main Street to the Denton Street intersection, provide
safe ADA compliant crossings, provide lighting along the trail, and restore/repurpose the Commercial
Street Bridge for pedestrian/bicycle use. The scope is additionally supplemented by the City’s Request
tor Qualification (RFQ02676-021519, 1/3/2019; RFQ0276-041919, 3/15/2019); review of City supplied
project related information and reviewed against the Local Public Agency Manual of the Development
of Projects (Version 3.0, March 2017). The proposed project will allow the City to complete the long
sought-after Nashua Heritage Rail Trail East.

Projeci Kickofi Meeting 2 Fieicd Review

An initial meeting with the City and potentially NHDOT will be held to review the purpose and
goals of the project, issues and concerns, and discuss the project schedule. All pertinent
information related to the project (City GIS and utility information, historic plans, conceptual
plans, base mapping, previous environmental NEPA documents, etc.) will be turned over for
CMA Engineer’s use. CMA Engineers will also conduct a field review at this time.

Topographic and Right-of-Way Survey

Hayner/Swanson (HSI) shall perform on-the-ground topographic survey as directed by CMA
Engineers of the area as outlined on Exhibit "A" attached. Topographic survey will be
conducted within the limits of the railroad ROW for the length of the new trail, and additional
areas at intersections to support the design of sidewalks, crosswalks, ramps, and pedestrian
signals. The services are limited to location and elevation of surface features (bridge, rails,
drainage culverts, signs, etc., including visible evidence of utilities). Horizontal Datum shall be
NAD83 NH State Plane. The Vertical Datum shall be NAVD88 US Survey Feet. Work shall be
performed for a proposed 20 scale plan with one (1) foot contours.

HSI shall perform the necessary research required to determine the limits of the former B&M
Railroad Right-of-Way. The research shall include research at the City Assessors Office, City
Engineering Department, Hillsborough County Registry of Deeds, NHDOT Bureau of Rail &
Transit, NHDOT ROW, B&M railroad records, and NH State Archives. HSI will locate physical
monumentation along the route as to be able to determine the limits of the Right-of-Way.
