Dear Jason,

Hayner/Swanson, Inc. (HSI) is pleased to submit this proposal for surveying
services to CMA Engineers, Inc. (Client) for the above referenced project. It is our
understanding the our work consists of performing a ground survey of approximately
4000 linear feet of proposed rail trail as shown on the attached Exhibit. Furthermore, it
is our understanding that this scope of work and fees, outlined below, will be included in
a formal Contract Agreement to be prepared by the Client and executed by both parties
prior to the commencement of work.

Scope of Work

TOPOGRAPHIC and RIGHT-OF-WAY SURVEY

A. HSI shall perform on-the-ground topographic survey as directed by the
Client of the area as outlined on Exhibit “A” attached. Topographic survey
will be conducted within the limits of the railroad ROW for the length of
the new path, and additional areas at intersections to support design of
sidewalks, crosswalks, ramps, and pedestrian signals. The services are
limited to location and elevation of surface features (bridge, rails,
drainage culverts, signs, etc., including visible evidence of utilities).
Horizontal Datum shall be NAD83 NH State Plane. The Vertical Datum
shall be NAVD88 US Survey Feet. Work shall be performed for a
proposed 40 scale plan with one (1) foot contours.

B. HSI shall perform the necessary research required to determine the limits
of the former B&M Railroad Right-of Way. The research shail include
research at the City Assessors Office, City Engineering Department,
Hillsborough County Registry of Deeds, NHDOT Bureau of Rail & Transit,
NHDOT ROW, B&M railroad records and NH State Archives. HSI will
locate physical monumentation along the route as to be able to
determine the limits of the Right of Way.

DELIVERABLES:

HSI shall prepare a topographic base map of the data collected from the above
tasks to be used for planning and design purposes. Upon completion of the
topographic base map, Hayner/Swanson, Inc. will deliver to you an electronic
copy of the drawing in an AutoCAD 2016 format with the associated Land XML
files if needed.

SCHEDULE:

We propose to begin work within one week of notification to proceed. HSI
expects to deliver an AutoCAD.dwg file to the Client within 6 weeks from the
Notice to proceed.

ADDITIONAL SERVICES:

The following items are specifically not included in our Scope of Work and would be
provided by the Client, or performed as additional services by our firm in accordance
with the attached 2019 Fee Schedule or at an agreed upon fee.

1. Survey of additional properties not identified in this proposal.

2. Boundary dispute resolution services

3. Court appearance preparation and testimony.

4. Representation to the City of Nashua for site plan, subdivision or lot line
adjustment permitting processes.

5. Easement plans or recordable boundary plans.

6. Wetland delineation or mapping.

7. Police detail costs

FEES FOR SERVICES:

HSI agrees to perform the work on Not to Exceed Basis in accordance with Labor
Hours Matrix attached. Reimbursable expenses will be billed per the attached
Fee Schedule.

uiformation. If you choose to submit a paper response it must be submiited in a sealed envelope
with one (1) origmal and two (2) copies clearly marked “Heritage Rail Trait East REO
Response”. The names of those agencies that submit a response will be posted on the website,
under Bid Results, within three (3) hours of opening.

Regardless of the method of submission, responses shall be submitted. as outlined in the
preceding paragraph, no iater than 3:00PM on Vriday, April 19, 2019, co Central Purchasing
Otfice, City Hall, Room 128, 229 Main Street, Nashua NH, 03061-2019. Responses must be
submitted in the format provided and address the tems specificd in the Request for
Qualifications. Postmarks or other timestamps will not be accepted in lieu of actual delivery, The
firm can use whatever delivery mechanism if chooses as long as it remains clear that the firm is

A. introduction

The City of Nashua is sending out this Request for Qualitications for comprehensive engineering
services, 1ncluding civil cngincering design and construction adminisiration, which involves
completing the construction of the Heritage Rail Trail fast. This project would extend the bike
and pedestrian trai! trom the Herttage Rail Trail West's terminus at Main Street in downiown
Nashua and continue the trail to East Hollis Streei/Denton Strect intersection.

This project will result in approximate % of a mile bicyele and pedestrian trail trom Main Street
io Denton Street, next fo the 25 Crowa Street future rail station. The project is tunded by Federal
Highway funds with the maich provided by the City of Nashua, through the Congestion
Mitigation and Air Quality (CMAQ) grant and, as a result, will follow the NH Department of
Transportation's “Local Public Agency Manual for the Development of Projects”. The manual
can be found at www nhdotcom under Quick links, “LPA Program” and specifically te Section

13, which focuses on Consultant Selection.

The project timeline includes feasibility and final design engineering im ihe spring through fall of
2019, bid construction advertised through the winter and consiruction starting in the spring of

2020.

B. Project Development Background

The Heritage Rail Trail project was siarted in the late 2000s to reduce congestion alang East and
West Hollis Streci, one of the most congested corriders in the City of Nashua and the Nashua
Region (Nashua Region Metropolitan Plan, 2014). by providing an alternative bievcie and
pedesirian iransportation roule through the heart of the City’s most densely papulated
neighborhoods. The City has consistently moved this project torward over the last 10+ years
through the acquisition of all necessary land or easements along the entire corridor, and
completed construction of the Heritage Rail Trail West from City Hail to Will Sireet/Simon
Street. Most recently the Department of Public Works installed needed new lighting along the
heavily used western trail through a FY2017 budget appropriation.

C. Project Description

The purpose of this project 1s to design, permut and construct a ten foot wide paved trail known

as the Heritage Rai} Trail East. This project will extend the bike and pedestrian trail from the
Heritage Rail Trail West's terminus at Main Street in downtown Nashua and continue the trail to
Fast Hollis Strect/Denton Street intersection. The City owns or has easements over all land along
the % of a mile future trail, so no right-of-way acquistiion is anticipated with this project. Once

completed, the trail will provide an alternative bicycle and pedestrian route connecting
downtown Nashua and the Transit Center with the 25 Crown Street Park-n-Ride and future
commuter rai train station, without requiring a single-ovcupant vehicle trip on this heavily
congested corridor. This trail will parallel East Hollis Street, an important East/West
transportation cormidor for the Nashua region, which averages about 12,000 vehicle trips per day
(NRPC Transportation Data Viewer, 10/13/17). However, this corridor is not simply a throuph
road, it is surrounded by three of the City’s most densely populated census tracts, containiny
20% of the City’s population (US Census American Community Survey (2008-20124) and thus
has some of the highest rates of bicycle and pedestrian vehicle crashes in the Nashua region
(Regional Pedestrian and Bicycle Plan for the Nashua Region, July, 2015, NRPC). The goa! of
this project is to provide a safe, connected, bicycle and pedesirian trail to rectice short vehicle
trips (ess than | mile) along the corridor, which make up an average of 14% of all vehicle trips
in the Nashua region (Regional Pedestrian and Bicycle Plan for the Nashua Region, Jiny, 2615,
NRPC), reducing congestion along the corridor.

D. Review Services to be Provided

Engineering Services will cncompass the following three phases:

l. Eneincering tf castbilny Study/Preliminary Plans — Following field survey work.
prehmunary drawings will be developed, including the lecation of the trail, drainage.
preliminary drainage calculations, elevation drawings, and a lighting plan with clectrical
connections, and also including an initial estimate of construction costs. This phase will
also include the submission of any required applications or permits including but new
limited to the Planning Board, NH Cultural Resources Board, NH Natural Resource
Board, and NH Department of Transportation (NHDOT), Attendance ai pertinent
meetings is required. The preliminary plans will be presented at a City Aldermanic
infrastructure Committee meeting.

e Survey and Wetland Flagging — Topographic detail including wetland flagging, if
necessary, is required at property,

e WMectings - The consultant will be expected to budget an adequate number of
meetings to review the plans with City staffand to represent the City at hearings
in obtaining of permits and approvals.

@ Preliminary Plans will be completed by July 2019 or sooner.

calculations and construction details. Contract documents including all technical
specifications will be in final form. A detailed estimate of construction costs will be
provided. Final plan details shall meet NHDOT and City specifications. Three paper
