4. InsulFast Fasteners: A threaded #12 fastener with #3 phillips drive used for insulation attachment into steel
or wood decks.

5. HP Term Bar Nail-Ins: A 1-1/4” long expansion anchor with a zinc plated steel drive pin used for fastening
the Carlisle Termination Bar or Seam Fastening Plates to concrete, brick, or block walls.

6. Seam Fastening Plate: a 2” diameter metal fastening plate used in conjunction with RUSS or EPDM
membrane for additional membrane securement.

7. Polymer Seam Plate: a2” diameter plastic fastening plate incorporating barbs on the underside of the plate.
This plate is required for membrane and RUSS attachment installed in conjunction with steel roof decks.
May also be used for insulation attachment.

8. Insulation Fastening Plates: a nominal 3 inch diameter plastic or metal plate used for insulation attachment.

9. Sure-Seal Pressure-Sensitive RUSS™ (Reinforced Universal Securement Strip): a 6” wide, nominal 45-
mil thick clean, cured black reinforced EPDM membrane with 3” wide SecurTAPE laminated along one
edge. The 6” wide Pressure-Sensitive RUSS is used horizontally or vertically at the base of walls, curbs,
etc., in conjunction with 2” diameter securement plates or bars below the EPDM deck membrane for
additional membrane securement.

Insulation Adhesives - None

ADHESIVES, CLEANERS AND SEALANTS

All products shall be furnished by Carlisle and specifically formulated for the intended purpose.

A.

90-8-30A Bonding Adhesive: A high-strength, yellow colored, synthetic rubber adhesive used for bonding Sure-
Seal/Sure-White EPDM membranes to various surfaces. Available in 5 gallon pails.

Carlisle Weathered Membrane Cleaner: A clear, solvent-based cleaner used to loosen and remove dirt and
other contaminants from the surface of exposed EPDM membrane (for repairs, etc.) prior to applying EPDM
Primer. Weathered Membrane Cleaner can also be used when applying Splicing Cement. Available in 1 and 5-
gallon pails.

Sure-Seal SecurTAPE™ (Factory Applied): A 3" or 6" wide by 100' long splice tape used for splicing
adjoining sections of EPDM membrane. Complies with the South Coast Air Quality Management District Rule
1168.

EPDM Primer: A solvent-based primer used to prepare the surface of EPDM membrane for application of
Splice Tape or Pressure-Sensitive products. Available in 1 gallon pails.

Lap Sealant: A heavy-bodied material used to seal the exposed edges of a membrane splice. Available in tubes.
1. Sure-Seal Lap Sealant is a black sealant for use with Sure-Seal (black) Roofing Systems.
2. Sure-White Lap Sealant is a white sealant for use with Sure-White (white-on-black) Roofing Systems.
Water Cut-Off Mastic: A one-component, low viscosity, self wetting, Butyl blend mastic used to achieve a
compression seal between the EPDM membrane or Elastoform Flashing and applicable substrates. Available in

tubes.

Universal Single-Ply Sealant A one-part polyether, non-sagging sealant designed for sealing expansion joints,
control joints and counterflashings. Available in white only.

CCW 702 or CCW 702-LV: a single component, solvent based, high tack primer used to provide adhesion

2.06 METAL EDGING AND MEMBRANE TERMINATIONS

A. General: All metal edgings shall be tested and meet ANSI/SPRI ES-1 standards and comply with

International Building Code. All metal work is to be supplied and warranted by the manufacturer.

B. SecurEdge One Supplied —

1. SecurEdge One Fascia: A snap-on edge system consisting of an extruded aluminum retainer bar,
corrosion resistant fasteners and a 24 gauge or 0.040 Kynar finished aluminum fascia cover. Available
with a 3” fascia height 12’ long. Metal fascia color shall be designated by the Owner’s Representative.
ANSI/SPRI ES-1 Certified.

2. SecurEdge One Edge: A snap-on edge system consisting of a 24 gauge retainer bar, corrosion resistant
fasteners and a 24 gauge or 0.040 aluminum Kynar finished fascia cover. A spring clip holds the fascia
cover in place. Available in sizes up to 8” fascia height 12° long. Metal fascia color shall be designated
by the Owner’s Representative. ANSI/SPRI ES-1 Certified.

3. SecurEdge One Coping: A snap-on coping edge system consisting of a 24 gauge retainer bar (face side
only), corrosion resistant fasteners and a 24 gauge or 0.040 aluminum Kynar finished coping cover. The
coping cover is secured by clipping on the retainer bar and fastened on the backside with corrosion
resistant fasteners (with rubber washer). Available for wall thicknesses up to 30”. Metal coping cap
color shall be as designated by the Owner's Representative. ANSI/SPRI ES-1 Certified.

C. Drip Edge: a metal fascia/edge system with a 22 or 24 gauge continuous anchor cleat and .032 inch thick
aluminum or 24 gauge steel fascia. Metal fascia color shall be as designated by the Owner's Representative.

D. SecurEdge Coping: incorporates a 20 gauge anchor cleat with 4 pre-slotted holes, a concealed joint cover
and 10 foot continuous sections of coping cap; can accommodate minimum 5 “ wide parapet walls. Metal
coping cap color shall be as designated by the Owner's Representative.

E. Termination Bar: a 1” wide and .098” thick extruded aluminum bar pre-punched 6” on center; incorporates

a sealant ledge to support Lap Sealant and provide increased stability for membrane terminations.

2.07 WALKWAYS
Protective surfacing for roof traffic shall be Sure-Seal Pressure-Sensitive Walkway Pads (with Factory-Applied Tape
on the underside of the walkway) adhered to the membrane surface in conjunction with Sure-Seal Primer.
2.08 OTHER MATERIALS

PART 3 EXECUTION
3.01 GENERAL
A. Comply with the manufacturer’s published instructions for the installation of the membrane roofing system
including proper substrate preparation, jobsite considerations and weather restrictions.
B. Position sheets to accommodate contours of the roof deck and shingle splices to avoid bucking water.

INSULATION PLACEMENT

A. Install insulation or membrane underlayment over the substrate with boards butted tightly together with no
joints or gaps greater than 1/4 inch. Stagger joints both horizontally and vertically if multiple layers are
provided.

MEMBRANE PLACEMENT AND BONDING

A. Unroll and position membrane without stretching. Allow the membrane to relax for approximately 1/2 hour
before bonding. Fold the sheet back onto itself so half the underside of the membrane is exposed.

B. Apply the Bonding Adhesive in accordance with the manufacturer’s published instructions and coverage
rates, to both the underside of the membrane and the substrate. Allow the adhesive to dry until it is tacky but
will not string or stick to a dry finger touch.

1. Roll the coated membrane into the coated substrate while avoiding wrinkles. Brush down the bonded
half of the membrane sheet with a soft bristle push broom to achieve maximum contact.

2. Fold back the unbonded half of the membrane sheet and repeat the bonding procedure.

C. Install adjoining membrane sheets in the same manner, overlapping edges approximately 4 inches. Do not
apply bonding adhesive to the splice area.

MEMBRANE SPLICING

A. Position membrane sheet to allow for required splice overlap. Mark the bottom sheets with an indelible
marker approximately 1/4” to 1/2” from the top sheet edge. The pre-marked line on the membrane edge can
also be used as a guide for positioning splice tape.

B. When the membrane is contaminated with dirt, fold the top sheet back and clean the dry splice area (minimum
3” wide) of both membrane sheets by scrubbing with clean natural fiber rags saturated with Sure-Seal
Weathered Membrane Cleaner. When using Sure-Seal (black) PRE-KLEENED membrane, cleaning the
splice area is not required unless contaminated with field dirt or other residue.

C. Apply EPDM Primer to splice area and permit to flash off.
D. When adhering Factory Applied Tape (FAT), pull the poly backing from FAT beneath the top sheet and
allow the top sheet to fall freely onto the exposed primed surface. Press top sheet on to the bottom sheet using

firm even hand pressure across the splice towards the splice edge

E. For end laps, apply 3” or 6” SecurTAPE to the primed membrane surface in accordance with the
manufacturer’s specifications. Remove the poly backing and roll the top sheet onto the mating surface.

F. Tape splices must be a minimum of 2-1/2” wide using 3” wide SecurTAPE extending 1/8” minimum to 1/2”
maximum beyond the splice edge. Field splices at roof drains must be located outside the drain sump.

Note: For projects where a 90-mil membrane OR 20-year or longer System Warranty is specified, splice
enhancements are required. Refer to Carlisle Sure-Seal/Sure-White Roofing System Specificaiton.

G. Immediately roll the splice using positive pressure when using a 2” wide steel roller. Roll across the splice
edge, not parallel to it. When FAT is used, Carlisle’s Stand-Up Seam Roller can be used to roll parallel to
the splice edge.

H. At all field splice intersections, apply Lap Sealant along the edge of the membrane splice to cover the

exposed SecurTAPE 2” in each direction from the splice intersection. Install Carlisle’s Pressure-Sensitive
“T” Joint Covers or a 6” wide section (with rounded comers) of Sure-Seal Pressure-Sensitive Elastoform

Flashing over the field splice intersection.

FLASHING

A. Wall and curb flashing shall be cured EPDM membrane. Continue the deck membrane as wall flashing
where practicable. Use Pressure-Sensitive Curb Wrap when possible to flash curb units.

B. Follow manufacturer’s typical flashing procedures for all wall, curb, and penetration flashing including metal
edging/coping and roof drain applications.

WALKWAYS

A. Install walkways at all traffic concentration points (such as roof hatches, access doors, rooftop ladders, etc.)
and all locations as identified on the specifier’s drawing.

B. Adhere walkways pads or rubber pavers to the EPDM membrane in accordance with the manufacturer’s
specifications.

DAILY SEAL

A. On phased roofing, when the completion of flashings and terminations is not achieved by the end of the work

day, a daily seal must be performed.

CLEAN UP

A. Perform daily clean-up to collect all wrappings, empty containers, paper, and other debris from the project
site. Upon completion, all debris must be disposed of in a legally acceptable manner.

B. Prior to the manufacturer’s inspection for warranty, the applicator must perform a pre-inspection to review
all work and to verify all flashing has been completed as well as the application of all caulking.

Mayor Donchess may have some wisdom.

Mayor Donchess

For context, what the amendment would suggest is that the representatives of the City, namely David Fredette,
particularly, and Alderman Caron as well, would not be limited to two terms serving on the board. Right now,
Treasurer Fredette is completing his second term and would be disqualified from the board if the lease is not
amended. The request that we make this amendment came to us from the President of the Board of the
Senior Activity Center, namely Barney Barbera, and | believe he was speaking for the board when he brought
this to us, suggesting that he and the board would like Dave Fredette, the city Treasurer, to continue to serve
because he’s been a very constructive member of the board. | think Alderman Caron will ultimately possibly
face this but maybe not quite yet; maybe in another year or something like that. Their comments were the
same regarding Alderman Caron, that they wouldn't want her participation to be terminated as a result of this
lease provision.

So at least from everything Mr. Barbera said, the Senior Activity Board had reviewed this and had instructed
him to request that we undertake this amendment.

So Alderman McCarthy, | guess my question then becomes, again, based on Mr. Broderick’s comments, the
anticipation would be that each one of these current designees from the city would ultimately become
members of their full board, and in fact, expanding their board rather than limiting the size. So my
understanding is that they want to grow their board and they want more good people. How does this

eliminating the term limits allow them to grow the board and continue to keep Treasurer Fredette and Alderman
Caron on the board?

President McCarthy
Attorney Bolton? Do you want to try and answer that?

From what | understand, it has no impact as to whether the board grows or shrinks or stays the same. It
doesn’t interfere with that, it doesn’t require it, and it doesn’t prevent it.

Alderman Cookson
But continuing to work in accordance with their by-laws, they would be able to grow their board by two

members and have two additional members of the city designation brought forward, and that would be a short-
term growth of additional members, and keeping the highly qualified people that are currently on the board.

President McCarthy

| don’t see how that’s possible if the term limits apply to the city members as well as the other board members.
It would not be possible for Mr. Fredette to continue without an amendment to the by-laws.

1.7 PROJECT CONDITIONS

A. Anticipate and observe environmental conditions (temperature, humidity
and moisture) within limits recommended by manufacturer for optimum
results. Do not install products under environment conditions outside
manufacturer’s absolute limits.

B. Extra Material — Furnish under provision of section 01 70 00

C. Provide 20 square feet (_10____ square m) of extra shingles of each
color specified.

D. Take special care when applying Winterguard Waterproofing Shingle
Underlayment and shingles when ambient or wind chill temperature is
below 45 degrees F (7 degrees C). Tack WinterGuard in place if it does
not adhere immediately to the deck.

1.8 WARRANTY
A. Manufacturer’s Warranty: Furnish shingle manufacturer’s warranty for the product
listed below:

1. CertainTeed Landmark Pro Lifetime Limited Warranty
B. Warranty Supplement: Provide manufacturer’s supplemental warranty

(CertainTeed’s Surestart or Surestart Plus) to cover labor and materials in the event of a material
defect for the following period after completion of application of shingles:

1. First Ten Years (All Lifetime Warranty products)

2. First Seven Years (Symphony Slate Shingles)

3, First Five Years (All 25 to 30 year Shingles including Independence)

4. First Three Years (CT20 and CT20 AR)

5. No Surestart or Surestart Plus for any shingle applied to inadequately ventilated
roof deck.

C. Extended Warranty Protection (can only be provided by a CertainTeed Credentialed
Contractor): Provide NON-PRO-RATED SureStart Plus protections as follows:

1. 3Star Coverage (20 years) material and labor costs for repair or
replacement

2. 4Star Coverage (50 years) material and labor costs for repair or
replacement tear off and disposal costs.

2.3 SHEET MATERIALS
A. Eaves Protection: CertainTeed “WinterGuard’;ASTM D1970 sheet barrier of
self-adhering rubberized asphalt membrane shingle underlayment having internal reinforcement
and “split” back plastic release film; provide material warranty equal in duration to that of shingles
being applied.

B. Underlayment: CertainTeed “Roofers’ Select”, ASTM D 6757; asphalt-
impregnated fiberglass-reinforced organic felt designed for use on roof decks as a water-resistant
layer beneath roofing shingles

C. Underlayment: CertainTeed Diamond Deck ASTM D 226 and ASTM D 4869
synthetic polymer-based scrim reinforced underlayment designed for use on roof decks as a
water-resistant layer beneath asphalt shingles, wood shingles, and shakes, metal shingles or
slate.

D. Underlayment: ASTM D 4869, Asphalt saturated felt.
