PROJECT MANAGEMENT APPROACH

As a Civil Engineering firm which specializes in the design athletic facilities, NESRA has
established a proven management approach to facilitate the projects from conception to
completion. Arsen Hambardzumian, P.E. is the direct contact for the company and prides
himself on his responsiveness. Most of our clients are ones we have worked with in the past.
The reason they continue to work with us for the past 10+ years is a combination of our
responsiveness, communication, consistent delivery of a high-quality design, and follow-
through. Below are the key aspects of our approach as it relates to the conceptual field study.

At a high level, our approach entails the following:

Detailed Scope of Services

Below is a detailed outline of the phases involved for this project. Depending on the size, scope,
and completion deadline of a particular project, our team will tailor the timeline accordingly to
ensure proper research and design are achieved and deadlines are met. For this project, the
longest lead item will be the availability of a Geoprobe/Drill Rig.

Task 1 — Existing Conditions

Project Initiation:

Once NESRA is contacted regarding a potential project, we complete a preliminary review of
online resources for the specific site. These sources include but are not limited to GIS, USGS,
FEMA, LiDAR, USDA etc. This allows us to be more familiar with the facility, property limits, the
nearby resource areas, habitats, flooding conditions, historical site features, potential
contamination, general soil characteristics etc. Any key items are noted and a printout prepared
for reference during the Kickoff meeting and Site Walk.

Kickoff Meeting and Site Walk:

We initiate the projects with a “kick-off” meeting to review the project, scope of work, vision
for the facility, intended use, identify user groups and subcommittees, budget, schedule,
funding sources, grants, etc. Typically, we will conclude the meeting with a site walk which
allows the clients the additional ability to detail potential improvements they would like to see
implemented in the proposed renovations. We review the potential resource areas and any
other pertinent information determined by our research and preparation. We document all
meetings and provide meeting minutes to all stakeholders.

Detailed Research:

If authorized to do so, we contact the various municipal departments which may hold pertinent
background information for the site. Generally, we will contact Engineering, Planning,
Conservation, Board of Health and Department of Public Works. The more record information
gathered at this stage in the process produces a better and more accurate record plan. This
limits unknown conditions during construction and reduces the potential for contractor-
initiated change orders significantly.

Utility Investigation and Dig-Safe Marking:

Equipped with record information obtained from various departments listed above, we conduct
site visits to locate the utility structures, inspect the interior conditions and complete an
inspection form. Simultaneously, we will mark out the site for dig safe in preparation for our
geotechnical investigation. The dig safe markings by the utility companies will provide
additional information regarding the existence of subsurface utilities that our survey crew will
field-locate during their survey (if needed).

Geotechnical Investigation:

Having investigated the existing utilities and performed dig safe, we are now able to conduct
safe geotechnical investigations to determine the soil characteristics, subsurface materials,
bearing capacities, groundwater depths, infiltration rates, etc. The level of geotechnical effort
will vary depending on the general scope of each project. Given the size, scope and history of
this project site, we will conduct two days of geo-probes across the site and obtain
approximately 18 probes. Our geotechnical subconsultant will prepare a detailed report with
graphics and stamped by a professional engineer. The report will include their findings, general
recommendations for design, and anticipated challenges for the project.

We are aware that the site is built over previously abandoned wastewater
treatment lagoons. The Geotechnical investigation will obtain sufficient
information necessary for the planning and future construction of the
Synthetic Turf Fields above the closed facility. Of significant_importance is

the consistency of the materials used for fill during the 1960s.

Based on our initial research, the site is in close proximity to
the Nashua River. We will utilize GIS data to determine the
proximity of the river to the site and any wetland resources.
Furthermore, we will import the FEMA flood mapping
information to our base plan and ensure the proposed

renovations are outside of the flood plain and floodway.

Survey and Existing Conditions Mapping:
We understand that field survey is not included for the Study. We will however utilize online
resources to obtain elevations and contour data. This information will be included in the base

mapping for the site and will be utilized for determining the proposed locations and schematic
grading associated with each schematic alternative. If necessary, Nesra will utilize our GPS
survey equipment to obtain field elevations and prepare a more accurate base plan at no
additional cost to the City of Nashua. All datum will be on the NAD83 (North American Datum)
New Hampshire State Plane Coordinate system. Elevations will be on NAVD 88 (North American
Vertical Datum)

Quality Assurance and Quality Control:

Arsen Hambardzumian, a Professional Engineer for over 10 years will review the work
completed above to ensure all the required information necessary for the schematic design and
feasibility study has been obtained to this point. Because Mr. Hambardzumian has extensive
experience in each of the categories listed above, he is uniquely suited to review the
information and determine their validity and accurateness. Mr. Hambardzumian is a licensed
soil evaluator, he has been trained in means and methods of wetland delineation, has a
Surveyor-In-Training license obtained in 2007and over 15 years of experience doing each. Mr.
Hambardzumian has personally completed research on hundreds of projects and established a
checklist of resource material to be referenced during the investigation.

Task 2 — Conceptual Option Development

Schematic Design:

Using the design program, base plan and existing conditions information developed in
phase one of the design, we will prepare three (3) alternative layouts for the proposed
renovations. Each alternative will be generally consistent with the design program
development. Some of the many criteria used to prepare and evaluate these alternatives
include:

e Achieve the recommended filed dimensions for all sports included in the program.

e Achieve all safety distances recommended by the sports governing body. (NFHS,
NCAA etc.)

e Organize the field and site amenities to make efficient use of available space and
resources.

e Layout the fields relative to prevailing wind and solar orientation if possible.

e Layout the fields relative to subsurface conditions.

e Develop a code - compliant ADA (Americans with Disabilities Act) and AAB
(Architectural Access Board) for pedestrians.

e Develop access for construction.

e Develop access for service vehicles and emergency access.

e Layout seating areas to provide the best vantage points.

Provide a shade/storm shelter, if desired, and place at a central location.

e Create Lighting and photometric plans.

e Game management requirements, locations, conduits, source of power, etc.

e Design perimeter walkways.

e Design connectivity to adjacent trails.

e Site furniture and amenities.

e Storage considerations including field-built structures, prefabricated structures,
utilization of available storage under grandstand/spectator seating areas, etc.

We understand that not all of the initial design parameters may work for the site; however,
all of them will be analyzed and discussed in the various alternatives. We will meet with the
City to discuss the layout alternatives and provide our assessment regarding the
advantages and disadvantages of each, cost, and schedule impacts of each, and attempt to
build a strong consensus among the various stakeholders.

Schematic Level Cost Estimates:

Nesra will prepare a schematic level cost estimate for each design alternative to aid in
determining construction budget, grant requests, and fiscal planning. We complete the cost
estimates in house and have a detailed price list for sitework, materials, installation,
synthetic turf, alternatives, and environmentally friendly infill materials, padding, etc. With
each completed project, we update our costs lists to reflect the changes in the industry,
account for inflation, and more recently—factor for post pandemic changes. We are
extremely proud of our ability to provide accurate construction estimates which stay in
tune with the ever-changing construction costs.

Phasing Considerations:

Nesra will provide Phasing considerations and detail the cost implications associated with
phasing the project. The intent of the phasing plan will be to structure the layout in order
for the contractor to “work his way out” from the site to limit disturbance to previous
phases. Conduits will be designed and included in initial phases to accommodate future
lighting, scoreboards, timing systems, etc. Consideration will be given to installation of light
pole foundations and grandstand foundations in advance of the lighting and the bleacher
systems to fit available budgets and timing constraints.

Permitting and Constructability Report:

With the completion of schematic designs, cost estimating, and phasing considerations,
Nesra will provide a memorandum detailing the permitting requirements associated with
the designs, probability of approval and anticipated duration. We will evaluate the

construction access and routes to determine the allowable load capacity for the access
bridge. If needed, we will evaluate any other accessible routes.

Presentation Meeting:

We will meet with the group to present the various alternatives, discuss the advantages
and disadvantages of each alternative and associated permitting implications, present the
construction cost estimates, and discuss the construction requirements. We will work with
the team to build a consensus for a particular option or combinations thereof.

Task 3 — Preferred Option

Selection Option Development:

Based on review comments of the various schematic layout options presented above, we
will produce a final concept layout alternative and present our analysis, findings, and
conclusions to support why it represents the best use of the parcel and funding available.
The most successful aspects of the various layout alternatives will be combined to produce
a facility that best fits the site, budget and available physical resources.

Updated Cost Estimate:
We will update the cost estimate to reflect any modifications through the review process.
Furthermore, the updated estimate will reflect any phasing requirements.

Quality Assurance and Quality Control:

Arsen Hambardzumian, will meet with the City and review the approved schematic, notes and
project approach moving forward. All ambiguities, inconsistences in community input will be
reviewed and addressed prior to moving forward. This will eliminate confusion during the next
stages and insure a smooth transition to the next Task.

Presentation Meeting:
We will meet with working group to present the final product and solicit any further input.
We will then refine the option as necessary prior to generating final graphics.

Task 4 — Project Memorandum

Project Narrative:

Nesra will compile a comprehensive report with our findings, analysis, design, estimates
and recommendations. The report will detail the results of the soil investigation, permitting
requirements, construction phasing strategies and timelines.

2D Rendering:
We will prepare a 2D color graphic of the final schematic design for presentation purposes.

3D Rendering:

If desired, Nesra will prepare a 3D color graphic of the final schematic design alternative at
no additional cost. Often times the model will be utilized by municipalities to build support
for a project and solicit funding.
