I am emailing today regarding the use of downtown barriers on Main Street. I urge you all to please vote
against this!

I would like to introduce myself (I am a lifelong resident of Nashua, born and raised):

| have seen a lot of growth and evolution in the city in my life and for the most part have agreed with the
majority, however, I cannot support these barriers any longer. Not only are the barriers an eyesore (despite
being painted), the use of taxpayer money/space; in parking spaces/lanes is outrageous. While at the height of
the Pandemic I could support this but not now.

Not to mention the safety of ail of Nashua Citizens with Main Street being 2 lanes? It is my understanding that
the NPD and NFD have weighed in on this and spoke against it and this is a HUGE safety concern from both

NPD and NFD!

Beyond that: I have handicap placards issued from the State of New Hampshire for a walking

disability! During a non barrier time it is hard enough for me to find parking downtown close enough to where
I needed to visit. Are there days I can walk a bit longer, yes, but most days NO! Why is the handicap parking
not accessible? Why do these barriers prevent parking of Handicap? This is very disturbing . . . In fact last year
during a social event (I was gathered with friends for a going away party for | participant, an Alderman was in
attendance--FAR from Main Street but still in Nashua), I had the opportunity to speak to an alderman and this
issue came up and he advised me to park at Elm Street Garage and walk??? Even after I let him know I had
handicap tags for a walking disability... I was very upset and dang near told him off, to be honest, but I
refrained--very disrespectful as a City of Nashua Representative to say that to a handicap person! Holy
Smokes! If] could walk that far from ESPG to let's say Martha's as an example, why would I need Handicap
tags? I could go on and on about the folks walking their dogs and dog fights ensuing down the middle of the
expanded area, the extra folks walking through who are smoking or when dining being placed against said
barrieres with exhaust, loud car music and other extras going on. At least prior to the barriers there was a line
of cars parked minimal distarations and roped off.

All these downtown Main Street restaurants, because that is what this is all about, survived for how many years
prior to COVID with their then outside dining designation? This is just about the restaurants and nothing
more! This is very much not keeping all businesses in mind that operate on Main Street.

Do these barriers go against the ADA? I don't know .. . has the BOA ever looked into it in terms of going
against the ADA? I am going to reach out to the ADA directly and perhaps there will be more to come on that

front.

As a whole [ would kindly ask the Nashua BOA to consider my thoughts particularly when it comes to the input
from NPD/NFD and the lack of handicap parking and not allow this to continue!

Aldermen Jette, including you as well as a separate entity on this email, please as a resident of your ward
PLEASE hear my plea and do not allow this to continue with the barrier issue, please let the city not
continue with this going forward!

I] am available to speak via phone or email as required. I would also kindly appreciate a confirmation of receipt
of this email.

when they could not function at full capacity but now that they are able to work at full capacity, we do not need

I don't like the barriers on main St. It looks awful. Sidewalks are crowded with people eating and blocked so
you have to walk in the street which also is very dangerous and emergency vehicles can't get through. My
opinion is there are to many dangers to have them and it doesn't look good. I always enjoyed walking main St
but not anymore. There people in wheelchairs that have to go in the road to get to where they are going.
Unnecessary money spent for putting the barriers there. We pay enough in taxes already. I would like to see
money spent differently like fixing sidewalks and roads. Also the homeless need help. I] know a lot of homeless
people are druggies but there are a lot of people are homeless because it is impossible to pay rents around here. I
just wish we could do better helping these people. I've seen elderly people sleeping in their cars it's pretty sad.

Good Morning Alderman O'Brien, Director Cummings, and Mayor Donchess,

I am concerned that the Downtown Barrier Issue is a done deal. The Mayor continues to
use his personal email account to solicit support for the downtown barrier, pushing a
personal agenda, rather than supporting a democratic process. This is the work of a
tyrant and similar to how the police charter change issue was handled. It is regrettable
that it appears no lessons were learned.

Additionally, it appears as if the Mayor barrier survey and data will not be available until
March 24, 2021. Let's be sure that this issue is not voted on at the board table until a
new and complete survey is conducted and ALL downtown business owners are asked to
participate and all results are available for public review.

I am concerned that somehow safety concerns have been ignored because Alderman
O'Brien and Director Cumning have not stated a word about these concerns in a public
meeting. I simply cannot understand how this is ignored. When I attended a parking
committee meeting, the Chamber of Commerce dialed into the meeting and stated the
Chamber took no position but did recognize the importance of the safety issue. Folks on
social media have written about the safety concerns.

I am concerned that asking only downtown "stakeholders" to provide their opinions
reeks of an autocratic process despite the fact the tax base of the entire

community supports ail this improvement and building initiatives happening downtown.
The full community must have a voice in this.

Additionally, it is easy for the political powers to ask residents at cotton mills or
clocktower to flood emails to the Board. As downtown residents they may well support
the barriers because they are within walking distance of Main Street. They chose to live
downtown where the walking access was desirable. That may not be the case with
residents and some businesses encompassing the rest of Nashua.

From what I can see as of now, a handful of people developed this 2022 plan. No one
has provided me with the information I requested on the barrier count form 2021 to
2022 as a comparison. Clearly, based on public input at the February 23, 2022

Infrastructure Committee Meeting, some business owners feel slighted and left out
because they were never contacted or asked to participate in the planning.

There is a very fundamental issue of why taxpayers must pay for all of this. We are
allowing all businesses to take, at no cost, sidewalk and road space at no cost. Can I
decide to take the sidewalk and tract the of land to the road and treat that space as
mine personal property? Are there any ordinances that prohibit me from running a daily
business on the sidewalk and using the space for personal business? Are there any
ordinances that prohibit businesses from taking sidewalk and road space? IT IS NOT
CORRECT TO ALLOW ALL THIS SPACE TO BE TAKEN WITHOUT COLLECTING TAXES.

« Has the City emailed or sent letters to all downtown business owners regarding
next week's meeting?

« Has the City developed a new survey to send to ALL business owners on or around
Main street for input?

« Has the parking study been released with the parking survey which, based on
information and belief, has a lot of comments on the barriers with regard to
downtown traffic? (This was supposed to be completed in February)

e« Has the City agreed that "stakeholders" consist of all Nashua residents of equal
weight?

« Did the City address the safety concerns and input of the police and fire
departments?

« Has the City developed a tax schedule to account for lost space if barriers are to
remain?

These are the topics I am interested in hearing addressed at the March 9, 2021 meeting.

Ladies and gentlemen:

I am an employee of a downtown business, and want to inform you that [am AGAINST the new ordinance
being voted upon BY the alderman this month of March. I am AGAINST the continuation of the barricades
which reduce parking spaces. I am AGAINST reducing the traffic lanes going north and south through
downtown to two lanes, It creates a bottleneck for my commute in the morning and in the evening. It is
frustrating for both employees and our loyal customers to have all this congestion with only two lanes of
continuous traffic. Downtown roads have commercial trucks; freight companies like UPS, FedEx, Amazon,
USPS, etc; plus customer and employee traffic.

I continue to enjoy the outdoor dining of the restaurants on the sidewalk. ] am so happy to have tables and
chairs in front of the restaurant on the sidewalk. I am AGAINST the extended outdoor dining which places
tables and chairs in the parking areas. It crowds out our customers who are patronizing the many downtown
businesses.

We want an active and vibrant downtown. We want all local businesses to succeed. Restaurants are not the only
businesses downtown. The rest of us deserve a chance, too.
