Re: Downtown Nashua’s Jersey Barriers

| write this letter as a 4-generation downtown business owner located one block from Main Street in
Nashua. Our business has been at the same location since June 1, 1928. My family and our business
have been longtime supporters and members of the Downtown Nashua Association and The Greater
Nashua Chamber of Commerce. Recently, | was informed that the Board of Alderman is considering
extending the use of Jersey barriers on Main Street downtown for another year. | write this letter
because my schedule does not allow me to appear in person at the upcoming hearing regarding this
matter.

First let me state, | appreciate the many hours people volunteer their time to bring vitality back to the
downtown area. | and my family all enjoy the many restaurants and shops on Main Street frequently.
As a business owner however, sending my employees out for deliveries or to the bank has been less
than enjoyable as the traffic flow has been slower since the Jersey barriers were implemented. Luckily
snowstorms have been minimal since the Jersey barriers were set up, but driving down Main St, with a
UPS or FED EX or another type of large delivery vehicle double parked...just affects the flow of traffic
even more. This has definitely cost our business and many other “non-restaurant businesses” lots of
inconveniences, time and money.

During the Pandemic, | supported the installation of the Jersey barriers to provide all downtown
restaurants the opportunity for more outdoor seating. With masks mandates recently lifted and
knowing what we know about Covid at this time, there is no reason why all restaurants can’t return to
serving their customers inside their restaurants and on their sidewalks. For this reason, | do not support
the extension of keeping the Jersey barriers in the downtown area.

I am writing to you as a business owner on Main Street in opposition of the proposed barriers to be reinstalled. I
have occupied a large space on the corner of Temple St and Main Street (144 Main) for the last 4.5 years as a
high-end beauty salon. Prior to this location, I operated my business up on the third floor at 174 Main Street for
almost 2 years. Many years ago, my mother owned a business on Main Street, Blackbird Books and Café. I also
grew up dancing at the top of Main Street at The Dancing Corner. Main Street has held a special place in my
heart my entire life and owning a business downtown has been a huge accomplishment, however, my time
downtown is unfortunately coming to an end.

I have made the terribly difficult decision to leave downtown after being here for 6 years and to instead relocate
my business. I made this decision for many reasons, but one of the main reasons is the issue surrounding
parking and the idea of having barriers for another 3+ years has really sealed the deal for me. Our clients have
continuously complained about the lack of parking to be found downtown, especially when the barriers are up.

It should be noted that we are fortunate enough to have a very large bridal clientele, doing makeup and hair for
over 100 weddings a year. Part of this service is having brides come to our salon to have a ‘trial run’ of their
hair and makeup prior to their big day. We have brides not only from the Southern New Hampshire area, but
from all over the country who come to Nashua for their appointment. While here, they ask where they can go
for lunch or shopping after their appointment, but oftentimes are swayed away from actually going out to eat or
to shop because their parking is limited on time, and they don’t want to risk driving around aimlessly to find
another spot and deal with working around the barriers. It’s truly a shame to turn away people who are visiting
the area, who want to spend their time and money at other downtown establishments, strictly because of the

parking issue.

My opposition is not to take away from the restaurants and the benefit that expanded seating has had for them,
but for a downtown to really thrive, we must consider ALL businesses. The restaurants make up just small
percentage of the total businesses on Main Street, some of which don’t even open until 4pm. The sidewalks
were expanded years ago to help with allowing for more outdoor dining and to make room for more foot traffic.
There is no reason we cannot utilize the sidewalks as we always have.

To consider putting up the unsightly Jersey Barriers again is not only detrimental to the large percentage of non-
restaurant businesses but it is also a large deterrent for people to even come downtown. The traffic caused by
these barriers is asinine, the businesses are hurting and closing/moving, and it will only get worse as the PAC
opens.

It pains me to leave downtown, but I fear I am not going to be the only one making this decision if these barriers
go back up. I urge you to reconsider this decision and to let downtown go back to the way it was before Covid;
busy without barriers.

I am an employee of a downtown business and want to inform you that I am AGAINST the new ordinance
being voted upon by the alderman this month of March. I am AGAINST the continuation of the barricades
which reduce parking spaces. I am AGAINST reducing the four traffic lanes going north and south through
downtown to two. It creates a bottleneck for my commute in the morning and in the evening. It is frustrating
for both employees and our loyal customers to have all this congestion with only two lanes of continuous
traffic. Downtown roads have commercial trucks; freight companies like UPS, FedEx, Amazon, USPS, etc;
plus customer and employee traffic.

I continue to enjoy the outdoor dining of the restaurants on the sidewalk. I am for having the tables and
chairs in front of the boundaries of the restaurant. I am AGAINST the extended outdoor dining which places
tables and chairs in the parking areas. It crowds out our customers who are patronizing the many downtown
businesses.

We want an active and vibrant downtown. We want ALL local businesses to succeed. Restaurants are not the
only businesses downtown. The rest of us deserve a chance too.

for emergency vehicles is a red herring that is being used to stop outdoor dining. Can we counter that argument?

Air Intake and Exhaust System:
¢ Check air filter restriction gauge (if equipped with gauge)
for amount of filter restriction.
¢ Inspect filter element visually.
¢ Inspect air intake system for any loose components or
signs of wear/rubbing.
¢ Inspect turbocharger(s) (if equipped} for loose intake or
exhaust components.
Lube Oil System:
¢ Verify oil level is between “add” and “full” marks on dipstick.
¢ Inspect crankcase breather and related tubing for signs of leaks or excessive pressure.
¢ Crankcase fumes disposal tube/piping should be extended beyond radiator to prevent
oil mist contamination of radiator core.
© Note and record oil pressure on gauge with engine running.
¢ Obtain oil sample (via sample port with engine running) and send out for laboratory
analysis.
e Check for any signs of oil leaks.

Good afternoon,

I am an employee of a downtown business and would like to inform you that 1 am AGAINST the new
ordinance being voted upon by the alderman this month in March. I am Against the continuation of the
barricades which reduce parking spaces for our customers. I also highly disagree that the barricades block the
handicap spaces and the city of nashua does nothing to accommodate them. This is a disgrace. ] am AGAINST
the barricades blocking the lanes of traffic for north and south bound traveling. It is extremely frustrating not
only for the customers, but myself. I travel over an hour to work for a family owned downtown business and it
is an added annoyance that I have to deal with such horrendous unnecessary traffic due to the barricades. Not
only do they cause much frustration to travelers, they look hideous. I am for having outdoor dining of the
restaurants on the sidewalks. I am AGAINST the extended outdoor dining which places tables and chairs in the
parking areas. It is not fair for our business and our loyal customers. We want an active downtown for all
business not just restaurants, and I tell you these barricades push people away!! We want all local businesses to
succeed.

I am emailing you in regards to the barriers that you've been putting out in the summertime on Main Street I
think is very unnecessary to clog the main street in Nashua to put it down to one lane I've seen emergency
vehicles having a tough time getting through I seen people getting stuck on Main Street getting hit from the rear
it's so unnecessary to put all those tables outside for people to eat last summer they want really used at all it just
clogged up Nashua is Main Street it made life very difficult but most of all for police department and fire
emergency it makes it of nightmare please don't put them up this year it's very unnecessary it makes a Main
Street look nasty dirty before you guys put those various out on Main Street in Nashua was absolutely beautiful
you could walk at night down the sidewalks and for a beautiful summer night walk I'm going to one of the
restaurants or to the bars and you can sit down and eat I have a nice drink and it was pleasant with the Barry is
out there that's taken away from us we can't walk down the Main Street and enjoy our city my name is Rachel
Gilbert I live on Blossom Street right off Main Street here in Nashua again I ask you the please not dirty on
Main Street with all those barriers and tables hanging out please give us back our beautiful Main Street that we

Hello,

I am writing in favor of the outdoor dining proposal. I have been so proud of how Nashua adapted to the
pandemic and innovated to have outdoor seating and more walkable downtown. If it were not for that, I would
not have visited downtown during the pandemic days. I’ve tried new restaurants and gone to shops I’ve never
stopped by before because of it. As a homeowner in south nashua | am hopeful that this will pass- I think it’s
the future of the vibe of Nashua and critical to attracting people who want a vibrant, walkable downtown to visit
(and work in!)
