Hello. | don’t understand grouping of the Burke Street and the downtown theater together. | feel that’s apples
and oranges. Furthermore, | don’t understand making available money for the theater before exploring Daniel
Webster College where there’s plenty of parking and Paula Johnson suggested that. | agree with that. Or
improving the library, they need help or the Peacock that | suggested where there is enough parking. Many
people are enjoying the downtown without adding a theater and | was against all the improving of the
downtown. | thought it was too much money and everything but! do love it the way it is. | just think there’s
going to be too much traffic and extra money for extra parking. | just think we have other venues. Thank you.

Paula Johnson

Good evening again. Paula Johnson. | still live here in Nashua. A couple of things | just want to say. | notice
when some of the aldermen were co-endorsers on some of the legislation — R-17-122, 123, and 117. They
seem to be almost all the aldermen that love to spend our money continuously. | don’t think you ever vote no
on anything. | think it's sad. As my friend Barbara was talking about combining the money for the performance
arts center and | guess the Public Works building is going to be the Taj Mahal of Nashua now. | think it’s a little
bit outrageous. | was unable to go to the public meeting because some of us have to work and | work a lot at
night. | was unable to go. | think putting all those trucks down a neighborhood street, Burke Street, is going to

GPI Engineering | Design | Planning | Construction Management

October 29, 2021

Camille Correa

Nashua Transit System
11 Riverside Street
Nashua, NH 03060

SUBJECT: NTC Time Extension Recommendation
Dear Camille:

GPI has reviewed the time extension request from D.L. King & Associates, Inc. submitted and dated October 24,
2021. After review, there are some comments and recommendations GPI has on the merits of the request as are
described below:

Recommendation for Substantial Completion date

The current substantial completion date for the contract is currently October 24, 2021 and includes work
features related to the contractor binder paving City Hall Way and Garden Street. GPI recommends that this
date be extended to December 15, 2021 with no general conditions cost to the City. This date matches the
NHDOT winter shut down date. At that time, the contractor is to have the site secured, the Transit Center
exterior fully operational as per pre-construction use and bus/pedestrian movements. A future time extension in
the spring of 2022 to complete roadway work will be necessary, and the contractor shall demonstrate through an
updated schedule a new completion date for all exterior work items.

Recommendation for Final Completion and Interior work date

The current final completion date for the contract is currently November 23, 2021 and includes completion of
interior work to include the occupancy permit. GPI recommends that this date also be conditionally extended to
December 15, 2021 with no general conditions cost to the City. The Nashua Transit System (NTS) is agreeable
to a temporary occupancy permit for employee-only portions of the building such as, ticketing (without bullet
resistant glass), breakroom and employee restroom. Between December 1 and December 15, the expectation
is that the contractor can provide a progress report for outstanding items to complete the rooms by December
15. Also, it is expected that long lead items, such as the bullet resistant glass have expected arrival and
installation dates. Accordingly, a new completion date for interior work may be negotiated with the contractor
with updated schedule provided.

Understanding the contractor has requested time until May 31, 2022, there currently is no supporting
documentation provided to warrant such an extension. GPI recommends the above short-term extensions to
provide time for actual schedule impacts to be understood and documented. Also understanding the urgency to
eliminate the current displacement of NTS staff, a short-term extension leaves the possibly of liquidated
damages in place if they become necessary. If you have any questions on these issues, please do not hesitate
to contact me.

Sincerely,
GREENMAN-PEDERSEN, INC.

THE CITY OF NASHUA “ihe Cate

Economic Development

To: Kelly Parkinson, Purchasing Manager
From: T. Cummings, Economic Development Director

Ce: J. Donchess, C., Linder, L. Fauteux, C. O’Connor, K. Kleiner, J. Griffin
Date: November 19, 2021

Re: Memorandum Emergency Procurement: Purchase of Roof for DPW Administrative Office
Building

Purpose
The purpose of this memo is to memorialize the rational for using NRO 5-90 G. for the procurement of a

DPW Administrative Office Roof.

Background
The City is in the midst of designing a new administrative office building for the Department of Public

Works. The goal is to begin construction of said building in the spring of 2022. There was a
communication and request for approval of roofing material as an early release item on the Finance
Committee agenda on November 17, 2021 for the amount of $223,100.

This request had received prior approval from the Joint Committee on Infrastructure & Board of Public
Works, but also needed approval from the Finance Committee in order for the purchase to proceed.

Substantial Financial Loss Justification

The City’s Construction Manager has brought to our attention that due to supply chain issues procuring
roofing material is extremely difficult. Enclosed is an email communication that outlines the earliest
roofing material could arrive in Nashua if an order is placed.

Essentially, if a roofing order is not placed immediately there is a strong likelihood the building’s
construction will be delayed. This in tum will add additional time on to the project’s schedule that will in
turn trigger significant and substantial costs to the project in such areas as general conditions, escalation,
and roofing material along with other ancillary items. It is in the order of magnitude of hundreds of
thousands of dollars in additional unplanned on costs.

THANK YOU.

Enclosure
