Request

I am requesting that the Finance Committee approve the following Recommendation To
Award (“RTA”) for a not to exceed figure of $223,100 to Academy Roofing Corp for the
DPW Administrative Office Building.

Background

Please find the attached paperwork from Harvey Construction seeking approval to award
a roofing contract to Academy Roofing Corp. early in an effort to maintain the project’s

schedule.

It is anticipated that an AIA 133-2009 Construction Manager Services contract is going to
be approved by the City of Nashua for the construction of an administrative office building
for the Department of Public Works.

Harvey Construction requested that they be able to award a roofing contract early to ensure
the material is on site on time. There is a long lead time (9+ months), which if not ordered
now could cause the whole construction schedule off. There is no harm in issuing this
contract early, because the roofing material would be re-programmed to another project
should this specific project not proceed, but an award of contract is necessary to place an

order.

The Joint Committee on Infrastructure & Board of Public Works approved this request.

Furnish and install two layers of *4” plywood at roof perimeter.

Furnish and install wood blocking at interior roof curbs as shown on A-103 dated
10/18/21.

be a heavy thing of the road to take. | kind of think about it. When our forefathers put that DW bond over there
at Exit 5, | think they did that for a reason because it was centrally located. There’s a reason why you need it
centrally located especially in the winter when you have to get the plows out then to start plowing the streets
here in the city and sanding. Now we’re going to put them down on Burke Street in a residential neighborhood
and to try to get the trucks out to sand. The other thing | look at is the building, and | know my opinion it’s a
toxic building if you’re doing all this renovation because | know there’s mold in the building because when | go
near mold, my glands swell instantly. I’m so allergic to it. So | knew the day when | was in there and a friend
of mine who used to work at that building starting pointing out. | could see some of the mold on the wall and
you could smell it. This project because our former Mayor bought it and it was supposed to be for the building |
guess if we needed it for the wastewater plant and now we're going to start housing everybody in there. Part
of this problem is so Conway ice could have another sheet of ice or another buck a year and have a nice long
lifetime lease like they do now. We all know that Conway ice wants another sheet. They’ve been wanting it for
a long time. The one building that’s standing in the way is the Public Works garage. How do | know, | used to
be an alderman. | used to sit on this board. | remember it. From the time | remember Attorney Bolton,
Alderman McCarthy, Alderman Wilshire, Alderman Deane, we knew it from the time that they put up that
building there wasn’t enough sheets and they needed more. So that’s just kind of the story behind that.

| want to talk about the rail also. Because again Attorney Bolton, Alderman McCarthy, Alderman Wilshire,
Alderman Deane, we all sat around this horseshoe when | believe it was $4.5 million that we got from the
federal government when Bernie Streeter was Mayor and because we didn’t use that money for the rail, we
had to send it back to Washington. Now the rail keeps coming up, and coming up, and coming up. |
personally don’t want to spend the money. Don’t use any more of my tax dollars to bring the rail to Nashua
and then give me a bill because I’m not going use the rail. | don’t go to Boston. | have no desire to go to
Boston. The only time | go to Boston is when | have to see the doctors and | try to stay away from there as
much as | can to see doctors. I’m paying for something because people chose to move to Nashua because
people cannot afford their homes in Massachusetts or afford to live there so they come up here. | remember
even when | was an alderman they come up here and then they want all the amenities that they left in
Massachusetts and then our taxes rise. We don’t care about anybody else but who will have to pay these
taxes. So we accommodate everybody who move to this city. They don’t want to drive to Lowell because it’s
20 minutes, they’re going to hit traffic, not my problem. You chose to live here, take the bus. The performing
arts center, a waste of money. Make it a private donations. If you want it badly enough, go out and raise the
money.

The other thing | think I’m going to end on that | happened to see in the Telegraph. Crews putting finishing
touches on relocated Nashua skate park. This is the same skate park that I’m still going to ask for the minutes
of those meetings that never were. How do you have a meeting and Mayor Donchess said to me well | didn’t
form that committee? It was Mayor Lozeau. It doesn’t matter. The committee was formed. The committee
reconvened. You voted on a location. Nobody knew about it except the members of the committee. | guess
when money is no object — coming soon — David W. Deane world class skate park. World class. When money
is no object, you only get how much was it like $30,000 some odd thousand dollars | think it was from the cell
towers and the whole thing cost us a half a million dollars combined. People quoted “it’s incredibly complex
and it will be the premiere” “premiere” we have to have in Nashua at the cost of the taxpayers. There’s people
who can’t afford their taxes. There’s people going to have a three percent increase this year. A premiere park
in the east. | couldn’t give a darn about the east. This is Nashua but we bring Merrimack — people want it, we
build it for them. They build for everybody except for the needs in this city and what this city can afford. If the
city can afford to build things, we wouldn't have to raise our taxes like this. When was the last time we had a
tax decrease? Mayor | remember back in the ‘90s when we started the spending cap, it was because of
spenders like you that keep spending and spending. Skate park wrap up this work within two BMX bikers said
“that we’ve been watching for it like since the beginning.” They were saying that this is more a bike park
versus a Skate park. The bottom line is | don’t know any skateboarders doing some 12 foot quarter pipes. So
we build this skate park the best in the east at the expense of the Nashua taxpayers who are not even going to
use it. You have cell towers. You're violating your own ordinance when you vote on it and yet you tell us the
citizens of this city that we have to abide by the ordinances that you write. It’s like the federal government. We
have to abide by the laws when Congress doesn’t abide by their own laws that they write. Isn’t this funny. Isn’t
this a joke on the people here?

Due to the continued and frequent rise in the costs of the majority of feedstocks and raw
materials used in the production of single ply roofing, and all associated materials (roof
insulation, membrane, accessories, fasteners, metal products, lumber etc) Academy Roofing will
issue a change order for all documented material price increases from the manufacturer after the
date of this bid. Before acceptance of this project, or any project, Academy Roofing will need to
confirm that it is understood that material pricing will be based on the date of delivery to the site,
and not the date of purchase. All roofing suppliers are not holding pricing at all when an order is
placed and all pricing is based on the day of shipment.

Note: We may withdraw this proposal if not accepted within thirty (30) days.

I’m going to end with this and this is what | can’t understand. If you live in Nashua, you have to be a resident
and you have to have an address basically on where you live so you can prove your residency | believe. Can
someone tell me how can you live at a PO Box Alderman Deane? | don’t understand how you can list a PO
Box and that should be an ordinance saying that any alderman, any elected official has to have a legal address
with a number on it and not a PO Box because then we don’t know where you're living. Thank you very much.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman O’Brien

I’d just like to congratulate the firefighter softball team. They beat the Police Department. | mention it only
because the Fire Department liaison is not present and take some umbrage with the Police Department liaison.
The real winner was the kids who went to CHAD and that’s a good thing. | support our men in blue and our
men in red that did something extraordinary and it sounds like it was a good time for all. Thank you.

Alderman Dowd

| just want to thank all the people involved in the paving of Tinker Road. The only complaint | heard was that
the people got caught off guard they started so soon which they all dismissed because the road is done. It’s
done quickly and it’s done right. It’s serving that area of the city and very, very well. | want to thank everybody
involved in that. We had the opening of Charron Avenue on Amherst Street today. That project was a good
example of public, private partnership coming together. The State project that was envisioned to do the same
thing was about $24 million more. Basically this project saved the taxpayers $24 million because we did it with
a public, private partnership and did just what we needed to do. The other thing is that | let people know today
at the ceremony that this construction was originally the idea of former Alderman Larose from Ward 2. When
he decided not to run again and he and | had a meeting, it was one of the things that he wanted to have
pursued. | think he would be very proud to see how it turned out. Thank you.

Alderman Caron

Alderman Melizzi-Golja isn’t here today but I’d like to remind everyone that the annual Nashua goes back to
school event takes place August 23" from 5 to 6:30 at the library. We already have about 30 vendors there
and it will be held rain or shine because of the extensive work that was done in the library to add the Chandler
portion to it, we will have room for all the venues this year. If you want to see people work real hard, come see
RSVP on Tuesday to bag 1,500 bags within less than 3 hours. Thank you.

Alderman Cookson

Just take a couple minutes this evening. | wanted to let the Board know | met a wonderful gentleman a couple
Tuesday nights ago by the name of Pat Patterson. One of the things that he’s doing for the baseball youth of
the city is he’s having over at Lincoln Park over in Ward 1, he’s having this Tuesday night summer night
baseball. It’s just a pickup game. Any youth that wants to come to the field, wants to be chosen its sandlot
style, and it’s under the lights. They keep score. It’s a wonderful, wonderful event. They’ve been doing it the
last couple of Tuesday nights. I’ve had the opportunity to go. I’ve taken my daughter. We've enjoyed watching
the game. The youth are pitching to themselves. The coaches are just coaching and the children are pitching
to themselves. It’s fantastic ball. If you get the opportunity to go out and you enjoy baseball, these volunteers
and these children are doing it right. They’re really coming together on a Tuesday night and just enjoying the
game. It’s a lot of fun. | encourage you all to come visit.

Also with regard to the library, | had a constituent call and Mr. Mayor you might be able to help with this
especially in light of this big event that we’re going to have at the end of the month for back to school. A
constituent had raised concern about the outside appearance, the upkeep of the building. So if there’s the
opportunity to — again | don’t know whether it would be grounds keeping, whether it be power washing,
cleaning, just making — and | know that the library has aged but if we can do something to keep up with the
upkeep of it. | think it would be more welcoming to the community especially as we’re expecting a tremendous
