Please see attached communications from Jeff Lafleur, Superintendent of Solid Waste, dated November
18, 2021 for project specific details related to this purchase. Below please find a summary of the purchase
approval request:

Item: International HV607 tandem axel water tank truck equipped with a 4,000 gallon
tank, piping/valves for front & rear spraying and a two-way radio to be used for
dust and fire control at the landfill.

Value: Truck: $127,997 & Radio: $5,000 to total $132,997
Vendor: Truck to be purchased from Allegiance Trucks and radio to be purchased from
Motorola

Department: 168 Solid Waste
Source Fund: 81500 Vehicles/CERF

Ordinance: Pursuant to § 5-84 Special purchase procedures A/(3) Purchases which can be
procured through cooperative intergovernmental purchase agreements with
other governmental jurisdictions

It’s going to be monitored by the Community Development Department and will be plowed like we plow all of
our other parking lots.

So when it needs paving, any repairs, striping, anything like that the Community Development Department is
the division that’s going to take care of all of that?

Well of course Community Development will monitor the project. Plowing of parking lots is done by the Traffic
Department. They would undertake this in the same way that we plow all the other parking lots.

Purchase of one International HV607 Tandem Axle Water Tank Truck

To approve the purchase of one 2021 International HV607 Tandem Axle Water
Tank Truck from Allegiance Trucks in Manchester New Hampshire for $127,997
pursuant to the current New Hampshire State Bid and the purchase and installation
of radio system from Motorola Solutions Inc. in an amount not-to-exceed $5,000.
Funding will be through Department: 168 Solid Waste; Fund: Trust; Activity:
CERF.

Quote from Allegiance Trucks, CERF Memo, Vehicle history report.

This is a new addition to FY22 CERF. The water truck is needed for both dust
control at the landfill, and for supplying water within the landfill in the case of a
fire.

The new truck will be equipped with a 4000 gallon tank with piping and valves to
spray water to the front and rear. The truck will come with a 7 year engine and
powertrain warranty, automatic transmission and a 300hp diesel engine.
