Wheelabrator — Claremont NH (Environmental Auditor (AIR): 2012)

Part of a larger auditing team to perform an internal audit of the complete
operations of the Wheelabrator Claremont facility. My role was the compliance
with all air regulations including both state and federal. Reviewed their trainin
records and all submissions to the NHDEP to insure their completeness. Went
through their maintenance and operation records for their continuous monitoring
system to again insure compliance with Part 60, Part 75 and current operation
permits.

AES — Various Locations (Environmental Auditor: 2010 - 2012)

Responsible for updating AES’s internal audit database for TRC performed
audits. Mr. Gill would input all the findings from the various auditors into the
database while relating them to the current AES's audit protocols. All the findings
would be then submitted to the facility for their comments. | would then finalize
the audit with both the auditor and the facility.

Air Permitting

MWRA, Emission Control Plan - Deer Island, MA (Field Team Member:
2005)

Mr. Gill served as Field Team Member who developed an emissions control plan
for compliance with the NOx budgeting program. The control plan contains
operating parameters for the turbines, schematic drawings, NOx monitoring
equipment, and testing protocols to determine the accuracy and precision of the
monitoring plan.

LG-Caltex, Yochon, Emission Inventory — South Korea (Team Member:
2004)

Mr. Gill served as part of a team sent to South Korea to perform a complete
emission inventory for an oil refinery. Reviewed piping and instrumentation
drawings (P&IDs) for the entire facility to speciate the different process streams
and count all valves, pumps, flanges, and other possible sources of fugitive
emissions. These counts were then used to estimate total fugitive emissions
from each of the process areas. Worked on a tanks database to estimate the

loading areas.

General Motors Corp, Titie V Permitting — Ml, OH, and NY (Field Team
Member: 2003)

Mr. Gill served as Field Team Member who assisted in comprehensive Title V
permitting effort for twenty different facilities. Performed on-site inventories and
gathered data for compliance audits. Developed electronic emission inventories
complete with actual and potential emission calculations for future updates.
Determined the applicability of state and federal regulations to each facility based
on the inventory reports. Entered data electronically onto permit application

Mr. Gill served as Field Team Member who assisted in comprehensive Title V
permitting effort. Entered data electronically onto DEP forms. Helped with final
review of permit, ensuring that all information was correct and complete.

General Electric, Title V Permit Application Development — Lynn, MA
(Field Team Member: 2003)

Mr. Gill served as Field Team Member who updated emissions inventory and
emission calculations for combustion sources, boilers, emergency generators,
degreasers, small paint booths and metal grinding operations. Assisted in filling
out the Title V application. It is currently under final review for submittal to the
state.

Textron Defense Systems, Comprehensive Title V Permitting — Wilmington,
MA (Field Team Member: 2004)

Mr. Gill served as Field Team Member who completed updating emissions
inventories and emission caiculations for the three facilities ((2) research and
development, and (1) production). Completed Restricted Emission Status Permit
forms for two of three facilities restricting fuel use in the boilers to avoid Title V
permitting. Filled out the Title V application for the third facility which has been
received by the state and waiting final approval.

Santee Cooper, Grainger and Jefferies Power Generating Stations,
Comprehensive Title V Permitting — South Carolina (Field Team Member:
2004)

Mr. Gill served as Field Team Member who performed all emission calculations
and assisted in the state and federal regulations review. Organized all the
information and compiled two different complete South Carolina Title V
applications for the different facilities.

Sturm and Ruger, Title V Permit Application Development — Newport, NH
(Field Team Member: 2005)

Mr. Gill served as Field Team Member who developed an emissions inventory
including casting and foundry activities. Also worked on determining the
applicability of the state and federal regulations to the facility in preparation for
filing a Title V application.

Miscellaneous Permitting Work

Other Title V work, Performed a complete plant surrey checking for possible
noncompliance issues while conducting an intensive emissions inventory for
General Motors in preparing them for filing a Title V application. Set up emission
calculation spreadsheets in Excel and Lotus for the City of Vineland Municipal

Services Colorado. Set up air modeling for Arco Channelview.

Emissions Testing

PPL Landfill Gas Recovery (now EPP) — Various Locations (Project
Manager 2000 - Present)

Worked with PPL to test engines and flares burring landfill gas. Optimized
engine operation to maximize power generation and minimum emissions. Flare
testing was to maximize methane production from landfill to minimize
supplemental fuel use.

BFI Gas Recovery Services (now Fortistar) — Various Locations (Project
Manager 2000 - Present)

Worked with BFI to test engines and flares burring landfill gas. Optimized engine
operation to maximize power generation and minimum emissions. Flare testing
was to maximize methane production from landfill to minimize supplemental fuel
use.

Newington Power Generation Station — Initial Compliance/Performance
Testing (Key Operator: 2002)

Part of the air emission testing team to demonstrate compliance with the state
operating permit and the manufacture performance guarantee. Performed the
testing while the plant was operating on natural gas then repeated the testing
while firing oil. Parameters monitored were NOx, CO, Oz, PMio, Opacity, SOz2,
VOC, and NH3.

Newington Power Generation Station — Annual Compliance Testing (Field
Team Leader: 2003 - 2007)

Mr. Gill served as Field Team Leader. TRC conducted compliance emissions
testing on the unit to demonstrate compliance with the state permit emission
limits (CO, NOx, SOz, and NHs) from the New Hampshire Air Resource Division
(NHARD). Responsible for the analytical instruments used during all the gas
RATAs. The EPA test methods utilized during the program are found in the 40
CFR Part 60, Appendix A.

Mt. Tom Power Generation Station - RATAs and Mercury Testing (Field
Team Leader: 2006 - 2011)

Worked on the mercury monitoring system by collecting samples from the
calibrator to verify its output calibration concentration. Performed several gas
RATAs to demonstrate the mercury monitoring system was functioning properly.
Also was the field team lead in several other gas and flow RATA testing
programs.

Mt. Tom Power Generation Station — Turbo-Sorb Initial Compliance (Key
Operator: 2009)

Worked on the team to commission the new Turbo-Sorb System. My role was
the onsite mercury analyst. | collected the stack gas on the carbon tubes then
using the Ohio-Lummex analyzed the tubes to report the mercury concentrations.

New England Power Plants, FTIR —- Ammonia — NE (Key Operator: 2001 -
2011)

Mr. Gill served as the key operator during diagnostic testing on newly installed
SCR units. Specifically, the FTIR was used to determine the ammonia slip on
several new power plants with ammonia injection for NOx control. The sample
probe was traversed across the catalyst to tune the injection grid to minimize the
ammonia slip.

Data Validation

Lisa Krowitz has over 25 years of experience in environmental analytical chemistry, providing
QA/QC oversight related to laboratory analysis, data review, data validation, and data usability.
She performs data validation and/or data usability evaluations of VOCs, SVOCs, PAHs, PCBs,
petroleum hydrocarbons, pesticides, metals, wet chemistry (e.g., cyanide and hexavalent
chromium), and radiclogical isotopes on a variety of matrices (aqueous, soil, sediment, air, and
tissue samples). Ms. Krowitz has extensive experience with oversight of analytical laboratories.
She also has experience in field sampling, soil gas surveys, field audits, and laboratory audits, and
in preparing QAPPs, specifically under the Uniform Federal Policy for QAPPs.

Provided data review and usability technical oversight on the investigation, assessment, and
remediation of soil and aqueous matrices contaminated with hexavalent chromium. Responsible
for providing oversight of two analytical laboratories and for coordination of data review, DV, and
data usability for all parameters based on the NJDEP and EPA Region 2 DV Standard Operating
Procedures (SOPs) and/or the NJDEP Data of Known Quality Data Quality Assessment (DQA)/Data
Usability Evaluation (DUE) protocols. Communicated frequently with the laboratories to ensure

Assisted in the preparation of the QAPP and updated as applicable for multiple phases of the

Air Quality and Landfill Gas Testing
shady Lane Landfill & New Searles School

1. What is the duration of the samples to be performed?

The indoor air quality samples from the New Searles School are typically collected over a 7 to 8 hour time period.
Landfill gas samples are grab samples.

2. At the Shady Lane Gas Collection location, how many sources are there to sample?

There are three sample locations. They are: SP-1 {pre-blower inlet gas from the gas collection trench and wells}:
$P-2 (discharge gas after the blower); and one of the following monitoring locations in the gas collection trench
— GWP-1, GWP-2 or GWP-3.

3. {sit just one of the GWPs or multiple?
Just one GWP is sampled.
4. Are the GWPs gas wells? Ground water wells?

The GWPs are monitoring locations in the gas interceptor trench located in front of the school. They are nat
ground water monitoring wells. They consist of capped 2-inch PVC pipes in flush mount road boxes in the
pavement in front of the school.
