Pursuant to § 5-88. Surplus stock.

[Amended 10-9-2012 by Ord. No. O-12-022]

With approval of the Finance Committee, the Purchasing Manager may donate, barter, gift or
otherwise dispose of surplus material, stock or equipment which has failed to be sold, exchanged
or traded pursuant to Subsection B.

The estimated value of this equipment is $500.

Nashua Fire Rescue, Board of Fire Commission (February 6, 2017 meeting) and the Purchasing
Department recommend the donation of this equipment to the Errol FD of Errol, NH Knox.

Re: Request to donate surplus equipment

Mr. Kooken,

Nashua Fire Rescue (NFR) has been approached by Mr. John Healey of Errol, NH inquiring if
we would be interested in donating one of our 20+ year old hydraulic rescue systems to the Errol,
FD. Mr. Healey is a retired Battalion Chief from Providence R.I. and part-time resident of Errol.
The Town of Errol has approximately 310 residents and is protected by a volunteer FD with
extremely limited means and no hydraulic rescue tool capabilities. In 2016 NFR was fortunate to
receive a federal grant that allowed us to replace our 20+ year equipment. We were able to
reduce the purchase price of the new systems by trading in our old equipment. Unfortunately
they would not honor all of our old equipment in trade. This equipment has been removed from
the asset rolls of the city and has fully depreciated. Do to the age and current state of technology
this equipment offers the city no possibility of financial compensation. We are confident this
equipment is serviceable and would provide the citizens and visitors of Errol with enhanced
capabilities for motor vehicle extrications and industrial accidents. I respectfully request your
consideration in this good will donation and would be glad to provide more information if
needed. The Board of Fire Commission granted their approval for this request at the February 6"
Meeting.

Alderman Siegel

We had roof work done not too, too long ago. What happened? It seems like it failed prematurely.

Mr. Kooken

There was some work done there in 2005, and some additional work in 2012 to patch that area. But they are

having leak problems. There’s water coming down the walls and damage to plaster and general leaks in two
or three different places.

Alderman Siegel

| have no issue whatsoever with the necessity of making repairs. You do roof work and then all of a sudden
you’re having major, major issues like that. Under 15 years is pretty unusual, so I’m surprised. That indicates
that it wasn’t installed properly.

Mr. Kooken

| think that’s a good generalization. There’s been some problems really going back to the original install.

If someone could find out if we’re following up on that and what’s actually gone on there. Something was
clearly done wrong from the jump. Let’s make sure that doesn’t happen again and figure out if this is even a
bigger problem.

Mr. Kooken

| can report back on when the repairs were originally done and what the follow up has been.

Alderman Cookson

| believe that | read that the temperature needed to be above 40 degrees in order for the work to be done. |
don't believe the forecast for 40 degrees is going to be met until later this month.

Mr. Kooken

It’s hard to tell when they are going to be able to do that. The reason we went ahead is as soon as we get
those days, they will be able to get in there and get that done. If we went through the regular bid process, we’d
be four or five weeks out.

Alderman Cookson

I’m nto suggesting that’s what we do. What precautions have been made between now and the time that the
work gets done and we actually reach a temperature of 40 degrees to minimize the amount of additional
damage that is going to be caused by the leak?

Mr. Kooken

The supplier we chose has been up there and got it tarped and protected. As long as we don’t get some big
deluge, we should be okay until they can get up there and get the repairs done.

Alderman O’Brien

At my house, | just got the roof done and they gave me a guarantee. Do we have a general file for schools or
different stuff like that? Do we have a separate file for that in case we have a situation like this so if it is under
the guarantee we can go back after the original installer?

Mr. Kooken

| do know the warranty is no longer in effect. Going forward, we would.

| understand currently the city uses Fairpoint. Is that correct, based on the fact that it says we have
renegotiated?

Yes.

We've been using FairPoint for a while. We also use Windstream as a backup, and our public Wi-Fi is not on
the same network so if we do have a failure, we can switch over. This is just a renewal of what we have for a
lower price and higher speed.

Alderman Siegel

We mentioned we’re not on the same network Wi-Fi, that’s fine. Is it a different VGP branch?
Director Codagnone

Yes.

Alderman Clemons

How long are these rates in effect for?

Director Codagnone

This one is only for a year. The last one was for three years. We decided to do only a year because
technology changes and we are hoping to negotiate again for a lower cost and higher speed.

l’ve heard news that FairPoint might not be our carrier in the future. | think a one-year contract makes sense in
that regard.

What’s the transport type for this contract?
