INTRODUCTION

Bartis Russcll Broadcasting TV, LLC (hereafter BRBTV) submits our proposal in response to
RFP 0718-022322, Public Television Operations and Maintenance Services dated 28 January,
2022 and Addendum | dated February 10, 2022 and Addendum 2 dated February 23, 2022.

Our proposal is fully responsive to the RFP.

BRBTYV is a for-profit limited liability company registered in New Hampshire with a legal
address of 102 Amherst Street, Nashua, NH and was specifically created for this proposal/RFP
by Bob Bartis and George Russell, who also own and operate Bartis-Russell Broadcasting, LLC
(BRB) since Sept 2016.

The BRB entity operates WSMN radio since acquiring ownership of the station in March 2017.
Since that time, BRB has expanded their radio broadcasting footprint, created a new studio,
added an FM platform and has fully functioned as a self-funded, private radio station through the
pandemic including producing relevant and timely broadcasts surrounding, physical & mental
health, economy, politics, veterans’ affairs, old time radio shows and quality and contemporary
music shows.

BRB TV, LLC was created as a separate legal entity from its affiliate BRB for the same reason
Nashua’s Public Access Channel is contracted instead of being staffed by city employees like the
G- Channel and the E-Channel, to limit mutual exposure to liability.

The strength for successfully managing and operating the city’s public access channel lies not in
corporate history, but in the breadth of experience of those assigned to accomplish the job. We
offer a staff that is highly experienced in the radio and television broadcast industry:

= Our Project Manager is Mike Hemeon, who has 43 years of experience in management
and operations of commercial television and radio broadcasting.

= Our Engagement Manager is Bob Bartis, who has 7years experience in management and
operations of an AM and FM radio station, and 22 years as a licensed and practicing
attorney-at-law in New Hampshire

= Our Technical Services Manager is George Russell, who has 22 years experience in
management and operations of AM and FM radio stations, and is has received numerous
broadcast awards. .

This leadership team is backed up with experienced broadcast radio and television specialists.
We offer a diverse team, including two women, two Latinos, and two in their thirties.

We present in our proposal several innovative ideas. We also offer several initiatives and options
which aim to greatly enhance viewership of Nashua’s Public Access Channel. These are NOT
included within the proposed 3-year contract price. Rather, they are listed in an appendix as
options and come with additional costs, some of which will be priced given market rate and

scope of work at the time we are ready to implement and bearing in mind what options the city
would like to select.

We priced each year of our proposal separately, combined to $506,800 for the projected 3-year
contract. We recognize that this represents an increase of about $35,000 per year over what is
currently paid to the P-Channel contractor, but quite reasonable given the enhanced operation we
propose to reach a significantly increased viewership.

PART A. SCOPE OF WORK NARRATIVE

. Administration And Management

The Operation and Management of the Public Access Channel is not much different from
running a small commercial television station, with the exception that hosted programs are
prerecorded, and Nashua residents are allowed to borrow camera equipment and submit video
content for delayed broadcast.

The tasks called for in the RFP will be accomplished by a team of specialists:

(1) In-studio presence will be shared between three managers so there will always be a contact
person and studio board/camera operator present during posted scheduled hours for
recording hosted programs, scheduling programs using the automated scheduler, accepting
submittals from Nashua residents, and loaning out video equipment to Nashua residents.

(2) Editing and review of submitted programs will be performed by our Program Editors.

(3) Activity reporting and all financial reporting will be prepared, and presented to CTAB, by
our Engagement Manager. The Engagement Manager will ensure, through review and
approval of the Policy and Procedures Manual, through review of the documents signed by
the public who host or submit video product for broadcast, and through preview of content
identified by Program Editors, that all content broadcast on the P-Channel meet local
community standards. Our Engagement Manager is a licensed attorney in New Hampshire,
adding assurance that this critical task will be thoroughly and competently executed.

(4) Field and special productions will be assigned to and managed by our Technical Services
Manager. We propose the position of Technical Services Manager, given our experience with
the need to efficiently resolve studio and remote broadcast problems. The Technical Services
Manager will provide a technical point of contact for the public who need assistance using P-
Channel equipment, provide the technical interface with Comcast, and ensures compliance
with FCC technical requirements. The Technical Services Manager will be responsible for
on-line media content hosted on the city’s website as well as on YouTube, and ensure our
proposed innovative initiatives are correctly and efficiently implemented.

(5) We offer Spanish language staff who will promote participation by Nashua’s growing diverse
population.

(6) All managers and staff will be trained on all studio equipment so they will be able to
substitute for cach other’s assigned functions, and also perform all studio operations.
Supporting these managers are operating specialists.

» Mike Hemeon is the Project Manager. Mike has overall responsibility for P-Channel
management and operations and has a direct reporting function to the G-Channel and E-
Channel managers to ensure daily operation and scheduling is coordinated and works
smoothly. Mike will report to CTAB on technical operations when needed, in particular to
support any request for changes and improvements.

> Bob Bartis, Esq., the Engagement Manager, is the primary interface to CTAB for purpose of
presenting the P-Channel financial and activity reports during CTAB’s monthly meetings,
and reporting on any action items that may arise from CTAB meetings concerning P-
channel management and operations. Legal and accounting services will report to Bob.

> George Russell, the Technical Service Manager, is responsible for resolving technical
problems and implementing innovative initiatives. George is the technical interface with
Comcast.

Art Colvin and Jasmine Torres Allen are the Program Editors, responsible for reviewing and
editing program content using the studio’s editing stations, and assisting Nashua residents
who contribute video content for broadcast with editing their products.

Carolyn Choate and Gordon Jackson are the P-Channel trainers who will assure all staff are
proficient with all equipment and operations.

> Oscar Villacis will be responsible for ensuring the audience, hosts and contributing
producers serve Nashua’s growing diverse population. His backup is Jasmine Torres; both
speak fluent Spanish and English.

> Dan Alpert, Esq. will provide legal services concerning FCC regulatory issues and advice
for meeting community standards for operating a public access channel. We consider this of
particular concern in today’s cultural environment.

> The CPA firm Brayman, Houle, Keating & Albright (BHK&A) will provide accounting and
financial auditing services.

This organization chart applies to the first year of the contract. We may propose reassignment or
changes to the staff for the second and third year of the contract depending on experience with
the first year and preferences of our staff. For example, Mike Hemcon will be utilized as a
Project Manager and Trainer/Consultant extensively during the first six months. Thereafter,
George Russell will take over as Project Manager in addition to his duties as Technical Services
Manager. Carolyn Choate and Gordon Jackson shall also be utilized in the first year for training
and consulting. We expect that their services will be minimally required, if at all, in subsequent
years. We further expect that as Art and Jasmine become proficient in their craft that a new entry
level position may be needed to address the amount of increased programming.

Bob Bartis and George Russell are members of BRBTV, LLC. All other staff are independent
contractors under agreement with BRBTV. Legal and accounting services work under a retainer
fee agreement with BRBTV.
