Ill. Corporate Qualifications

BRBTV, LLC was specifically created for this proposal/RFP. We cannot therefore offer a history of
corporate financials and previous corporate contracting experience. The strength for successfully
managing and operating the city’s public access channel lies not in corporate history, but in the breadth
of expcricnce of those assigned to accomplish the job.

BRB TV, LLC is a two-member limited liability for-profit company formed in 2022 and is in good
standing with the secretary of state for NH. Its two members are Bob Bartis and George Russell, who
also own and operate Bartis-Russell Broadcasting, LLC (BRB) since Sept 2016.

BRB TV, LLC was created as a separate legal entity from its affiliate BRB for the same reason Nashua’s
Public Access Channel is contracted instead of being staffed by city employees like the G- Channel and
the E-Channel, to limit mutual exposure to liability.

The BRB entity operates WSMN radio since acquiring ownership of the station in March 2017. Since
that time, BRB has expanded their radio broadcasting footprint, created a new studio, added an FM
platform and has fully functioned as a self-funded, private radio station through the pandemic including
producing relevant and timely broadcasts surrounding, physical & mental health, economy, politics,
veterans’ affairs, old time radio shows and quality and contemporary music shows.

We have since the formation of the BRB radio entity completely, effectively and efficiently complied
with all FCC reporting requirement whether it be Annual Reporting, Quarterly logs, Programs and
Issues Lists, Engineering reports for the tower and frequency, along with all licensing reports/fees and
annual broadcasting fees paid to the FCC.

Attorney Dan J. Alpert of Arlington Dan has been FCC counsel to BRB since 2016. Atty Alpert will
advise and assist BRBTV, LLC in this project. Attorney Alpert’s resume is attached to our proposal.

Mark Feraco of the CPA firm Brayman, Houle, Keating & Albright (BHKA, PLLC) in Nashua, NH has
been preparing our BRB corporate tax records and filings for both state and federal reports since 2017. ,
BRB TV, LLC will continue to utilize that firm to provide CPA services for this project. BHKA’s
qualifications and contacts can be found under www.bhka.com

I have seen George Russell and Bob Bartis apply imagination, talent, business acumen and
empathy to enhance the quality of life of Nashua area residents over many years.

Today, traditional electronic media - radio and tv - are well suited to provide easy access for
diverse segments of the community to express their perspectives toward advancing a public
service oriented dialog.

Bob and George have already demonstrated their dedication to facilitating responsible local
content creation by and for Nashua area residents.

What Bartis and Russell also bring to the effort is a spark with just the right emphasis on
entertainment, as well as information. They know how to attract and grow an audience -
strengthening a channel’s overall effectiveness as well as its reputation as a trusted community
resource.

John Kosian
Retired broadcast manager; local and national; public and private.
New Hampshire and Boston area.

EMIR.

A Global Medical Response Solution

February 10, 2022

To Whom It May Concern:

lam happy to provide a professional reference for George Russell and Bob Bartis. | have known and worked
with both of them for over a decade.

Our company has advertised with Bartis-Russell Broadcasting for many years, and we value the message that
they bring to Nashua and the manner in which they promote our mission and our company. Their broad reach
has allowed us to successfully promote important community health and safety messages and continuously
inform the public about the on-going opioid epidemic.

| have been on air with both Bob and George many times and personally observed their professional
broadcasting skills. They are both highly skilled and qualified broadcasters who truly care about their
community and the format in which their programs are delivered to the public.

While | am aware that the job that they are bidding on requires skill sets beyond what | have observed on the
radio, | believe in their ability to work as a team, educate and train themselves, utilize their resources for
promoting and enhancing the job at hand and the tasks required of them.

They have successfully developed a local Nashua iconic AM radio station into a FM station that supports
Nashua and southern NH. The station has been and is consistently on air to provide important information,
local news, education, entertainment, and music to thousands. The station is well run, financially stable and
looked upon by its diverse audience as a valuable part of the community to hear different opinions, topics and
points of view.

| am confident that their skills in broadcasting and extensive knowledge of broadcast equipment/technology
are entirely applicable in the video/tv space. Most importantly, their extensive and successful business

management skills will serve them well to maintain the fiscal integrity of a critical public information access
point.

| am happy to provide any additional information that may be needed as you evaluate their proposal. Please do
not hesitate to contact me directly at 603.494.5001 or cstawasz@gmr.net

Respectfully,

Christopher H. Stawasz

Northeast Regional Director of Government Affairs
