Re: 0-22-012 - Authorizing a Stop Sign on Garden Street and Establishing a Portion of Garden Street
as One-Way in an Easterly Direction

As a component of the Nashua Transit System Transit Center Reconstruction Project, the Community
Development Division, in partnership with the City’s Engineering Department, propose the following
modifications to Garden Street in accordance with planned traffic circulation and pedestrian area
expansions.

= Modification to Article Vil, § 320-27, One-Way Streets, such that Garden Street is a one-way street
in an easterly direction as shown with the pink circulation arrows on the attached drawing. This one-
way configuration will include a 13.5’ wide Bus-Only lane and 12’ vehicle travel. Travel direction to
the south of the Transit Center, though not moditied by this legislation, will be a 20’ wide Bus-Only
lane.

= Modification to Article Vil, § 320-4, Stop and Yield Intersections, to extend an existing stop bar and
install a new stop sign at the intersection of the easterly-oriented and north-south-oriented portions
of Garden Street subject to the one-way conversion above. The proposed modifications are
highlighted in green in the attached drawing.

Dear Selectmen/Assessing Officials,

The Department of Revenue Administration is charged with the responsibility of annually equalizing the local assessed
valuation of municipalities and unincorporated places throughout the state. The Department has conducted a sales-
assessment ratio study using market sales, which have taken place in Nashua between October 1, 2020 and September 30,
2021. Based on this information, we have determined the average level of assessment of land, buildings and manufactured
housing as of April 1, 2021.

Based on the enclosed survey, we have determined a median ratio for the land, buildings and manufactured housing in
Nashua for Tax Year 2021 to be 71.9%. The median ratio is the generally preferred measure of central tendency for
assessment equity, monitoring appraisal performance, and determining reappraisal priorities, or evaluating the need for
reappraisal. The median ratio, therefore, should be the ratio used to modify the market value of properties under review for
abatement to adjust them in accordance with the overall ratio of all properties in Nashua.

We have also determined the overall equalization assessment - sales ratio for the land, buildings, utilities, and manufactured
housing in Nashua for Tax Year 2021 to be 69.0%. This ratio will be used to equalize the modified local assessed valuation
for all land, buildings, utilities, and manufactured housing in Nashua.

In an effort to provide municipalities with more detailed information regarding their level of assessment {i.e. equalization ratio)
and dispersion {i.e. coefficient of dispersion and price-related differential}, we have prepared separate analysis sheets for
various property types (stratum). See attached summary sheet showing Nashua's stratified figures and a further explanation
of the DRA’s stratified analysis.
