9 Wagsys Capabilitics and References

A. Company Description: WAGsys has elite software engineering credentials. Our considerable experience in
government enables us to provide best-in-class solutions for our clients. For over 10 years, WAGsys has
delivered quality solutions at affordable pricing levels and backs each subscription with unbelievable support and
service. We have 10 full time staff and access to dozens of contract support personne] that work directly for
WAGsys.

The CIVIC gov cloud suite of software package and the included modules are designed with the end-user in mind.
Our philosophy of "Powerfully Simple", ensures that all our software meets the needs of the agency without
hindering the ability of the user to learn and operate the systems. Our credentials include: Almost 40 years of
experience in government with 35 years of experience as building officials, fire marshals, and code enforcement
officers. Our principals are trained FEMA Incident Command Staff. We are experienced government, public, &
private sector auditors and security risk analysts and have developed over 20 software titles. Our trainers are
experienced trainers who have provided training to thousands of employees. Our programming staff are trained in
the latest technology and infrastructure.

B. Experience: WAGsys’ past performance is a strong indicator of our future success. We have a solid record of
customer satisfaction and of efficient implementation and training for the CIVICgov solution. While not all our
customers utilize our fire and life safety system, over the past three years, we have completed fire and life safety
system implementations for 52 customers in 8 states. We provide a complete contingency plan to safeguard your
data and provide continuity of services plans.

Our software experience includes the development of over 20 software titles. We have over 35 years of
experience as actual fire inspectors, code enforcement officers, and building officials. Our principals hold
numerous ICC approved certificates and maintain their yearly educational requirements.

C. Key Personnel:
Pete Ackerson, Director of Training Operations: Pete is a founding member of WAGsys. He holds numerous
certifications in building inspection and code enforcement operations. Pete has over 35 years of experience in
both public and private sector operations. Pete’s construction experience includes major development planning
and project management to include schools, treatment plants, multi-family and condominium developments, and
large scale commercial projects. Pete is a well-respected inspector in Orange County, New York and a regular
contributor to many trade publications. Pete and his team support the training activities within WAGsys.
Training includes onsite, web-based, interactive html help systems, and PDF-based help guides.

William Gau, Director of Operations: Bill was named WAGsys’ Director of Operations in September 2005. In
this role he is responsible for the corporate strategy, IT marketing, expansion in the global business market,
customer support operations that are regionally based throughout the United States, and the cloud platform design
and development division. Prior to joining WAGsys, Bill worked for the federal government, with over 26 years’
experience in federal law enforcement. He held senior technology positions and is an expert in computer
forensics, information systems and security and computer network design including both wide and local area
network architectures. He has trained thousands of Federal law Enforcement personnel in the area of information
security technology. He holds instructor certifications for the National Crime Information Center (NCIC), and
the National Incident Command System (NIMS). He is an expert with disaster assessment and emergency
response operations. Bill and his team work directly with the clients to implement the CIVIC gov application.
Bill also continues to provide training services to the client’s and enjoys working directly with the end users.

Raoul Watson, Director of Technology Operations: Raoul is one of the founding executives at WAGsys. He
developed several of the company’s flagship software products. Raoul manages the customer implementation
group and the internal infrastructure that includes over 22 cloud-based servers, system security operations and

contingency planning. Raoul has over 30 years of experience in software engineering and development. His
experience includes programming IBM mainframes and developing award-winning software titles for Sunburst
Communications. He has developed over 40 commercial software programs including the development of the
navigation system coding for the first GPS device, Garmin. Raoul has trained thousands of federal, state and
local government employees and college students at the State University of New York. He holds numerous
certifications in law enforcement, terrorism response and information technology. He is a certified US
Department of Justice instructor for the National Crime Information Center (NCIC) and holds instructor-level
certifications for the National Incident Command System (NIMS). He has over 20 years’ experience is
emergency response and disaster and contingency planning at the federal government level. Raoul maintains a
top-secret federal law enforcement security clearance and is an expert in data and information security. Raoul
and his team provide data conversion, data and container implementation and , production release services to the

clients

Nikki Jackson, Senior Implementation/Project Manager: Nikki joined WAGsys is 2013 after a 24 year
career as a Manager of Information Systems for a Federal law enforcement agency. She holds a MIS Bachelor of
Sciences Degree from the State University of New York and maintains numerous Federal IT certificate and top-
secret clearances. She is a cloud and web-application security expert Nikki works directly with the customers to
implement the CIVIC gov solution and has managed the configuration and implementation of 100’s of servers for
clients at all levels of government.

D. References: WAGsys staff have over 80 years’ of combined experience working in government. We have over 35
years of direct experience as active building inspectors and code enforcement officer in the State of New York.
We have developed over 20 software titles and trained thousands of government employees. We are certified
National Incident Command Center Trainers for the Federal Government. Our senior partners hold top-secret
Federal Law Enforcement Technology Security Clearances. We have sufficient staffing levels to perform the
work described in the RFP.

E. Active Installs: At the time of the submittal of this RFP, our on-going projects that include the full module
implementation of CIVICgov (community development, fire/life safety operations, and code enforcement

operations) are as follows: County of Jefferson, New York, City of Norwich, CT, City of Kinston, NC, Town of

10 Terms of Service

Wagsys agrees with the following terms of service and insurance requirements.

Negotiation, if undertaken by the City, is intended to result in a contract, which is deemed by the City, in its sole
discretion, to be in the City's best interests. Any such negotiations will use the relevant quotes as a basis to reach a
final agreement. Any and all such negotiations shall be binding upon the vendor selected.

Terms and conditions of any final contract shall be negotiated after quotes have been received, and prior to award.
The City intends to award a contract to the vendor that possesses the required qualifications , demonstrated

experience , and best value overall for services to be provided.

The City reserves the right to renew or rebid this contract if the appropriated funds initially approved by Board
of

Alderman are exhausted before the contract expiration date.

INSURANCE
REQUIREMENTS

Prior to the City entering into a contract, the successful vendor shall provide the City with certificates of insurance
for coverage as listed below and endorsements affecting coverage required by the contract within ten (10) calendar

days after the City issues the notice of award.

The City requires thirty (30) days written notice of cancellation or material change in coverage. The certificates and
endorsements for each insurance policy are to be signed by a person authorized by the imsurer and who is licensed

by the State of New Hampshire.

The successful bidder must maintain the following lines of coverage and policy limits for the duration of the
contract. Any subcontractors used by the CONTRACTOR are subject to the same coverage and limits and is a
subcontractor of the CONTRACTOR and not the OWNER. It is the responsibility of the CONTRACTOR to update
Certificates of Insurance during the term of the contract with the City of Nashua Risk Management Department.

The City of Nashua must be named as an Additional Insured.

Provide coverage for not less than the following amounts or greater:

General Liability: $1,000,000 per Occurrence $2,000,000 Aggregate
Motor Vehicle Liability: $1,000,000 Combined Single Limit

Workers' Compensation Coverage according to Statute of the State of New Hampshire:

All bidders and subcontractors at every tier under the bidder will fully comply with NH RSA Chapter 281-
A , "Workers ' Compensation". It is the responsibility of the CONTRACTOR to submit to the OWNER
certificates of insurance for all subcontractors prior to the start of the project. It is the responsibility of the
CONTRACTOR to provide the OWNER with updated certificates of msurance for the CONTRACTOR and all
subcontractors 10 days prior to the expiration of coverage. The OWNER may, at any time, order the
CONTRACTOR to stop work , suspend the contract or terminate the contract for non-compliance . All
subcontractors are subject to the same insurance requirements asthe CONTRACTOR.

To be eligible for an award, a vendor must be deemed "responsible". A responsible bidder 1) has the ability,
capacity and skill to provide the goods or services required; 2) can provide the goods or services within the time
frame specified; 3) has a satisfactory record of integrity, reputation, judgment and exper ience; 4) has sufficient
financial resources to provide the goods or services; 5) has an ability to provide future maintenance and support as
required; and 6) has developed a positive track record with the City of Nashua to the extent the vendor has
previously provided goods or services .

Before making an award, an authorized City representative reserves the right to require a vendor to submit such
evidence of their qualifications ,as it may deem necessary. The following documentation may be required: financial
stability, technical expertise , experience , and other qualifications or abilities of a bidder, including past
performance with the City of Nashua, to assist in making the award in the best interest of the City of Nashua.

The project initiation step is an opportunity to ensure the project starts in a well-organized process. We
will review planning activities and the core project management documents and templates that will be
used for various departments to submit the data we need to complete your installation.

In cooperation with City representatives, Wagsys will perform the following tasks:
2.1. Conduct a formal kickoff meeting with key members of each department utilizing the CIVICgov

3.4 Gap Fit Process

The purpose of this section is to review the City’s current Government Process Management (GPM).
Each department involved with the CIVICgov implementation will be reviewed. Our team will ask to
review current processes, receive related documentation, wireframes of existing process management
and identify and clearly define the requirements based off the “RFP061 1-033116 Licensing Permitting
Code Enforcement Land Management Requirements.xlsx” as provided within the RFP.

This process ensures that the required processes are implemented. We will acquire all documents,
forms, checklists and other data required to implement the CIVICgov solution. The CIVICgov team
will work with the City’s Project Manager to identify each department contact that will be responsible
for providing the required documents and that will work with the implementation team as required. The
