Street Re-Numbering Petition

RE: Sheet B/Lot 59, 27 New Searles Rd and Sheet B/Lot 1058 L New Searles Rd

The Assessing Department and Building Safety Property Account files have a limited
amount of history dating back to 1970, at which time the neighborhood was developed by
Hilton Development Inc. /Hilton Homes. In 1970 the lot currently addressed 27 New
Searles Rd was identified as lot 59, and given the address of 29 New Searles Rd. The
address within the Assessing records continued as #29 until 1978 when the owner started
using #27 as their mailing address. The vacant lot (Lot 1058) has always been owned by
the owners of 25 New Searles Rd since it was created in 1969.

In Accordance with RSA 231:133-a and NRO 190-213, the Board of Alderman have the
sole authority to assign or alter address numbers of buildings and other property along
any public or private way in the municipality. The New Hampshire Addressing Standards
Guide, developed by NH E911 defines the universal safety standards for addressing in
NH. The City of Nashua has not yet started the process for becoming E911 compliant,
but has been notified that the Department of Safety, Division of Emergency Services
Bureau is in the Data Collection/In Progress stage in Nashua. A complete listing of the
200+ municipalities that are E911 compliant is listed on the Bureau’s website.

It is this Committee’s strong recommendation to continue to move forward in a way that
will not create a noncompliant situation for future residents. We recommend that Sheet
B/Lot 59 be assigned the new address of 29 New Searles Rd, and that Sheet B/Lot 1058
be assigned the 27 New Searles Rd, indicated by the attached map of the neighborhood.

My name is Frank ‘Bud’ Philbrick and my Company, Leo Minor Property Group LLC is
the current owner of the property located at 25 New Searles Rd Nashua. | was directed
by the Fire Marshall Adam Pouliot to contact the Board of Aldermen to resolve an issue.

25 New Searles Rd is comprised of 2 parcels, lot 9 is parcel 1 and lot 11 is parcel 2. Lot
9 has a house on it and lot 11 has no existing structure. Per the Zoning department, Jot
11 meets all the requirements to build on and | would like to be able to put a house on
that lot. We are running into a street numbering issue and the States E911 ordinance
requiring sequential, whole numbers be assigned to new construction. Lot 11 parcel 2
was never numbered and to comply we need a number.

The Fire Marshall recommended | chat with the owner of #27 New Searles Rd to see if
they would be willing to change their house number from #27 to #29, #29 is not in use
on our street. After a letter and several discussions between Oct 12% — 15 2017, the
owners of #27 refuse to change their house number, so the next step is to petition the
BOA for review.

b. Seven hundred fifty (750) square feet in a one and one-half story house.

2 No trailer, mobile home, basement, tent, shack, garage, barn, other detached or
outbuilding, nor any structure not of a permanent character, shall at any time be
used as a residence, temporarily or permanently.

3. No trailer, tent, shack, garage, barn or other detached or outbuilding shall be used
primarily for storage, provided, however, that nothing herein shall be construed to
prohibit the use of the household garage for the storage of household items, tools,
machinery and equipment normally used within, about or upon the premises by

4. The maintenance of livestock or any farm animal or bird of any description, and

This conveyance is also subject to the further restriction that a home constructed on said
lot shall be a dwelling house costing not less than Twenty-Three Thousand an 00/100
($23,000.00) Dollars.

perform all work within the specified budget and within the required
timeframe. Installers shall have all requisite training, certifications and insurance
to safely perform the installations.

7.2.5 Recommendations on the best process to implement the conversion in order to
maximize utility savings immediately

7.2.6 Provide names of individuals who will be responsible for the project along with
a description of their roles, credentials, capabilities, past experience, anda
listing of projects similar to this project. Highlight the principal who will be
responsible for the project along with the project manager.

7.2.7 Provide a conceptual schedule showing staffing, product procurement lead
time, and proposed monthly minimum installation quotas.

7.3 A detailed Scope of Services and a detailed Cost Proposal, including, but not limited to:

7.3.1 The items outlined in the above sections.
7.3.2 Two (2) options regarding Traffic Control Allowance/Contingency:

a) One (1) option of traffic control costs if managed solely by the Entity. In
no case shall the gross hourly rate of Flaggers exceed $25.00/hour for
straight time work and $37.50/hour for overtime work.

b) One (1) option of traffic control costs if managed by the City in
coordination with the Entity

7.3.3 Two (2) options regarding Smart Control System:

a) One (1) option of installation without a smart control system

b) One (1) option with installation of a smart control system and all
associated hardware, software, training, et cetera.

7.3.4 Product costs in total and on a per-fixture basis

7.3.5 Installation (labor) costs in total and on a per-fixture basis

7.3.6 Quantity of fixtures by wattage and fixture type

7.3.7 Fixture lumens

7.3.8 Fixture kWs

7.3.9 Drive current (mA)

7.3.10 Driver manufacturer

7.3.11 Diode manufacturer

7.3.12 Proposed Kelvin Temperature

7.3.13 Full compensation to the Entity to complete all work as described in this RFP,

7.3.14 All costs associated with mobilization, demobilization, performance bonds,
insurance, permits, inspections, environmental compliance and all else
incidental shall be included in the detailed cost proposal.

Use “SCHEDULE B, Cost Proposal Sheet Template”.

Detailed Scope of Services and Cost Proposals shall be written on a company letterhead (input company
name on Schedule B), dated, and signed by authorized company personnel. The Scope of Services and
