Alderman Wilshire

|, too, will not support re-referring. | went through this situation myself. | lived on Marshall Street. | lived on
the odd side the street with an even number. My alderman came to me one day and said we’re changing the
number of your house. My father-in-law had built the house on a small lot in between two other houses and he
gave it an even number. It is quite an inconvenience. If the best that can happen here is we made two parties
happy, I’m going to support the 25A.

Alderman Klee

After the election and prior to being sworn in, Mrs. Allard spoke to me right here in the gallery. After seeing the
anxiety and all the stress she was going through, and knowing that they have all come to this agreement, |
really believe we should not be re-referring. We should make a decision tonight. Let her have some piece of
mind and move on. | agree with Alderman Loepz. The cost and anxiety of having to change all of her
documents, her license and writing it down. The other day | wrote 2016. | really think we need to make a
decision tonight and re-refer this.

Alderman Dowd

| was on the Infrastructure Committee for the last Board. They came before us, and | thought we resolved this
pretty well. It carried over and the resolution came through, and | feel the same way. It’s one thing to deal with
local people’s addresses and changing addresses on a magazine, but | will tell you from personal experience
when you start changing addresses with banks and the federal government, you are going to have to provide
all kinds of data showing why the address changed. To me that’s a pain. We have buildings in Nashua that
have far more convoluted addressing on it than this. The other thing, the police and fire, if they don’t have it
already, I’m sure they will soon. When they get a call, they are going to have a map pop up on their computer.
That’s where it is. The other thing is, the mailboxes and the houses. If you have a good size number on it, why
are you going to miss it? They are right next to one another. | don’t want to re-refer this.

Alderman Gidge

| think this is the fourth meeting that we have had on 25A. We should give them 25A+ for putting up with all of
this. | would like to vote on this. Just get it over with.

Alderman Jette

I’ve said this at the previous committee meetings and at the public hearing, and | feel compelled to say it again.
| regret that | have to say that | am going to be voting against this. | explained before that when | was
campaigning, people asked me about the performing arts center because it was on the ballot at the same time.
They asked me how | felt. | told them that | was in favor of the performing arts center and these resolutions that
were before the voters at the election. But | also said that since the previous Board of Aldermen were unable to
get the votes necessary to adopt this, but placed it on the ballot to give the voters a chance to express their
opinion, | said that | would follow the vote of my ward. My ward voted against this. | feel that | gave my word
that that is what | would do and so | feel that is what | have to do. | have to vote against it.

| tried at the various committee meetings to present the questions and the concerns that people had expressed
to me who were opposed to this to the economic development director to take on these questions and concerns
and answer them. He brought the consultants back. We had a public hearing. The consultants spoke and |
think addressed all of the questions and concerns | think satisfactorily, but | was already in favor of this. | hope
that the people who had those concerns and questions have listened to the presentations, have looked at the
reports that have been made available by the city and have become convinced themselves that this would be a
gocd thing for the city. Unfortunately, you can’t go back and havfe another election. | promised the voters of
Ward 5 that | would vote in accordance with their vote. They voted against it so that is why | am voting against it
tonight.

Alderman Klee

| will be voting for the performing arts. Ward 3, my ward, did vote very favorably for the performing arts.
Although | had already gone in with this preconceived idea that | do like the performing arts, | had many, many
questions. | drove many, many people crazy including today. | visited a few people asking questions. | have
gone all the way up to Manchester and spoke with Mr. Ramsey to get questions answered about fundraising
and how it affects the community, much what Mayor Donchess had spoken to prior — are we robbing Peter to
pay Paul kind of thing in the community. | am convinced that we are not. | am also going to make a very bold
statement. | am hoping those in the downtown area that are supportive of this performing arts, dig deep into
their pocket for that $4 million. | hope they will be in the forefront writing those checks. Thank you.

Alderman Gidge

That young man, who made that speech was very clear. He made his point. It was very eloquent. | am sorry
that he mentioned my name in it, but it is that type of energy. Please, come this way when it passes. And,
when is it good to spend $15 million? It’s never good. If | remember, we were number one in Money magazine,
the first city to be number one. No other cities. We were also the last city to be the number one, with no other
cities before major cities took place. How much risk did everyone take to become number one. | know it is hard
for some, and it’s a lot of money but if | didn’t think we could do it and make a success out of it, | wouldn’t vote
for it. But! am going to vote for it. Thank you.

Alderman Loepz

Last time | voted for it, and then | got re-elected. | guess if | just leave everything the way it is, I'll continue to get
re-elected whether or not | want to be. What really gets me is the discussion that has been coming forth, | think
has been extremely productive. When you have people like Tyler, the younger speaker from earlier, who are
coming out and getting involved in local issues and reading through all of the minutes and presentations , that’s
a very good thing for the city regardless of whether | agree with all of his positions. | think that is important.
People are discussing downtown. People are engaging in conversations about economic development and the
arts. For what it is worth, | think this has been a very worthwhile exercise. As my colleague pointed out, we
should never spend $15 million without discussing it very, very, very thoroughly. | haven’t heard any new
arguments or concerns since the original presentation. | think a lot of it has been a lot of close study and
exploration of the discussions that were already had. There were some concerns raised today about a
backroom deal that | know nothing of. | can’t necessarily have my vote be changed by the accusation, but |
would certainly look forward to any kind of revelations or new information as it proposes.

For the decision-making part, it just falls down to us as aldermen to say what is the information that we have, we
were entrusted to make a decision, and it’s not going to be 100 percent popular. We need to do what’s right for
the city. | think downtown needs investment. | think this is an economic opportunity that has been
demonstrated with some statistics and with as predictive a model as you can do. | think it’s time to do it. | think
the energy is here. | think there are a lot of young people who are looking to see which way the wind is going to
blow in Nashua, whether we are going to start being progressive and developing and moving forward. | think a
lot of businesses with follow their lead as well. I’m hoping that this is the first step in many steps, not to spend
$15 million repeatedly but to start investing in a community that is able to bring in more revenue, bring in more
energy, bring in more people. I’m in support of it. | look forward to how it will unfold. | promise the taxpayers of
Nashua that | will be attentive to how it unfolds and the process that is being used.

Alderman Wilshire

| enjoy performing arts. | go to the Palace. | go to Boston. | go to New York City. | think it is time. There is
always going to be other things that need to be done in this city. | think we’ve taken pretty good care of our
schools. To Tyler’s comment about Mt. Pleasant and Elm Street, there are always going to be those projects.
Always. Once we are finished with all the schools, we have to start over again. You can’t keep pushing things
off like the arts. This is something that the majority of voters who went out to vote said they wanted, so | am
going to support that. That's my vote tonight.

Alderwoman Melizzi-Golja

|, too, am going to support this. As | stated during the campaign season and | know at least once in this
Chamber, as | look around this city we have many facilities for many different interests. We've invested in our
parks, we’ve invested in Stellos Stadium as well as Holman. We've got Conway with ice, and we even have ice
in the winter in some of our parks. The other night | came by Roby Park, and | was wondering what was going
on late at night with all these cars. Should | be calling the police? Then | realized that people were out there
playing hockey on the ice. When | look at the area of recreation and interest that we really haven’t addressed, it
seems to be the performing arts. | think this is one of those areas that we have really not addressed in a while
and this is the time to go forward and do that so | will be supporting this.

Alderwoman Kelly

| also will be voting in support of this. It’s been an interesting go of it through campaigning. Having it on the
ballot, | have had similar experience as Jette and Klee. | think we all had to kind of get up onboard and the
conversations again. | think everybody was really good at making sure that we got that information. That
presentation that was put together, making sure that the concerns that were coming to us, were being
addressed and yet again brought forward. | think there was a lot of good things that were said at that meeting.
The gentleman from the Palace Theatre talked about the arts being an investment and not looking at it as
something like ours parks, it’s not always going to be we’re going to make a profit. | think those things have
really come to light and we have done our due diligence on the questions that came to us when we were
campaigning and as new aldermen. | know we will continue to have that due diligence as well as we watch this
project go through.

Alderman Tencza

| also wanted to thank Tyler Gouveia for coming tonight and speaking on this issue. | think he put forward a lot
of the arguments that we have heard from other people. He was the one who came tonight, had the courage
to present these at what is going to be a final vote on this issue.

To echo what Alderman Wilshire said, there are always going to be reasons to say no. | think the last Board
passed a bonding bill for the roads which will take care of a lot of concerns in the future. Unfortunately that is
not something that can be done all at once. And, the schools will be cared for and have been cared for and will
continue to be cared for as well.

I’m not from Nashua, but when | was offered a job here what | did was | called a lawyer that | knew from the
town | grew up in. | said | got offered this job in Nashua; what do you think about moving to New Hampshire
and starting a practice up there? | didn’t Know that this lawyer who is pretty well Known down in Worcester, he
said Nashua? | love Nashua. | go up there and have lunch at Martha’s. It’s a great downtown. | sit there and
it’s a great feel to it. That is what sold me on coming here, on taking the job and starting my life and family up
here. | think this performing arts center is going to have the same effect on a lot of young people, a lot of
young families. They are going to see a vibrant downtown. They are going to see a community that they want
to be part of. | think it’s an investment that the city is making in the city. | think if we want other people to
invest money in the city as well, we need to take the lead and say we’re willing to put the infrastructure, support
the arts, support culture and want to attract other people and businesses to Nashua. | am supporting this
project. | hope once it passes that it is a full community project that everyone gets on board and it is
something that we can all do together and be proud of together.

Alderman Harriott-Gathright

| too am going to support the arts center. What has come into this with me is 38 years as a resident here, four
children, and ten grandchildren. Tyler, | just hope when this is all over tonight that you will come up and speak
with me. | was really happy to see that we had an 18 or 19 year old come and give us his spill as to what he felt
we should be doing. For me, as a person who has lived in this town for 38 years, | see this as an investment. |
see it as an improvement. | see it as jobs. | see it as an additional cultural venue. | can’t see us losing, only

3.8 Advise subcontractors on the interpretation of installation documents, and issue
supplementary details and instructions in the event of any Change Order;

3.9 Verify all subcontractor’s progress claim and final contractor invoices;

3.10 Identify infrastructure failure and provide a list of equipment at risk of failure in need of
replacement (poles, brackets, underground services, service wires).

3.11 Provide all necessary wiring within new fixture;

3.12 Be responsible for verifying all circuit voltage;

3.13 Provide all required safety equipment, as well as a Safety Plan where required. Such
Safety Plan shall include a traffic/construction plan to roadway usage during
construction hours;

3.14 Provide reasonable progress reports to the City at regular intervals and as reasonably
requested by the City;

3.15 Conduct site inspections, during construction, to ascertain that the Project Is being
executed in compliance of the approved construction documents and specifications;

3.16 Perform required product installation testing to ensure fixtures are installed correctly;

3.17. Provide a detailed schedule including hours of installation;

3.18 Process all required paperwork, Eversource pole number locations, and inventory
existing street lighting to update the City’s and Eversource GIS inventories;

3.19 Provide Eversource weekly reports to revise the rate schedule for the newly installed
LED lights;

3.20 Provide all reasonable trade consumables (wire nuts, junctions boxes, covers and
similar);

3.21 Provide “as-built” record documents of installed LED luminaires, including all applicable
warranties, digital GIS data shape files, service, maintenance, and operations manuals,
and similar information;

3.22. Prevent the areas of the Site in which the Project is occurring free from accumulation of
waste materials or rubbish caused by the installation services;

3.23 Arrange for recycling or disposal of waste materials from the Project in accordance with
Applicable State and Federal Laws;

3.24 Comply with all State and Federal laws and regulations, including wage, labor, OSHA
requirements, and appropriate safety measures;

4, PRODUCTS

Minimum product specifications are as follows:

Products are Design Light Consortium approved.
Products and components are warrantied for a minimum of ten (10) years.
Products must be low cost, durable, and aesthetically pleasing. Entities may submit two

(2) fixture “style” options.

winning as a city, as a whole. | sat here and listened and spoke with Webb when he was here. | think he
answered all the questions | needed answered at the time. | am going to go forward with this and vote for it.

Alderman Caron

As a longtime resident of the City of Nashua, and | have said this before, | was not for this. The city has had
several opportunities to do this. This has been a long time coming. If we don’t do it now, when will we do it?
We will always have repairs to our parks, to our buildings, to our streets. We have to think about that as a
whole. One of the reasons | changed my minds was to listen to the presentations and also that we put the
stipulation in there that $4 million had to come from the private sector before we put nail to hammer to wood. |
think that’s very important. | have to agree with Alderman Klee that all these wonderful business people
downtown, they will all be opening up their pocketbooks and writing a check. | am sure it will take less than 24
months to get that $4 million in the bank for us to move forward. | think it is time, and | am looking forward to it.
For me to flip my vote from no to yes took a lot of talking and listening. | will be voting in favor. Thank you.

Alderman Schmidt

When our governor was elected, he told us that he was going to go to 100 businesses throughout the country
and ask them to come to New Hampshire. He has done this. He has traveled around the country trying to help
us build a stronger New Hampshire. The problem is only one company so far has decided to come here. They
decided to go to Portsmouth. | took a look at Portsmouth. Yes, they have the ocean. It’s a nice thing to have.
But Nashua has really, really, really great things in it. It has a terrific river. We've got an airport. We've got a
downtown that we can be very proud of. But we are missing something. | was wondering if maybe it had
something to do with the tax base. Portsmouth taxes on their properties is remarkably lower than Nashua’s.
One of the things that Portsmouth has is lots of small business. They have lots of small businesses because
they have young, educated workforce there. It is attractive to businesses. That’s what you can find when you
invest in things like an arts center. What happens is you drop the arts center into the center of the city, it
creates a splash. But it also creates waves. The waves that will follow it will be more small businesses, more
mid-size businesses, more people coming here. | think it is a prosperity ladder that we are building. | am so
excited to see this coming. | will vote for it. Thank you, Mr. President.
