PROHIBITING PLACING OR BLOWING YARD DEBRIS IN THE STREET

CITY OF NASHUA

In the Year Two Thousand and Eighteen

The City of Nashua ordains that Part Il “General Legislation”, Chapter 285 “Streets and
Sidewalks”, Article [V “General Street and Sidewalk Regulation”, Section 285-28 “Placing snow
in street” of the Nashua Revised Ordinances, as amended, be hereby further amended by deleting
the struck-through language and adding the new underlined language as follows:

“§ 285-28. Placing snow or yard debris in street.

No person shall by himself ef or by his agent or agents throw, push, blow or put any
snow, et-ice, or yard debris, including but not limited to leaves, branches, and grass
clippings. into oraeross-the right- “oF way of any way, street, lane, oralley or sidewalk.

So we did let some of the bonds up front to get enough cash in the account to do that.

Alderman Moriarty

Okay so | understand that so let me go a little bit further. Remind me again, so the amount is $80 million and
we are paying less than half so if we are paying less than half then we don’t have the ability to sort of spend
our money twice. Let’s say we have a $60 million project and they are paying half, we spend $30 million and
they reimburse $30 million and then we spend $30 million again. That equals $60 million but if it's an $80
million project and we are bonding $35 million we could spend $35 million but we don’t have any money left to
spend out of the bond fund because it’s already been spent. Is the federal government push greater than half
of the total amount of the project?

Alderman McCarthy

| think the part that is missing there is the total budget that was expended is less than what the estimates were
and therefore the amount that we are getting in reimbursements plus what we had for the bond authorization
comes to less than the total of the project plus what we wind up having to pay them.

Alderman Moriarty

Okay so that’s half the answer but is the total amount that the federal government paying less than how much
we bonded, total?

Alderman McCarthy

The net effect is going to be that we are essentially repurposing the bonds to pay for pavement because we
are going to pay for a part of the parkway that we didn’t expect to pay for and the feds are going to pay for
paving in return in the same amount.

Alderman Moriarty

Right, | get that but if at any point the federal government's share is more than half of the total cost then we
don’t have enough money in our bond account to spend it twice.

Alderman McCarthy

If the federal government's share is less than what we have bonded...

| will start over; did we bond an amount that is at least as much as the federal government share?

MEMORANDUM

RE: Warrant to be Committed to Chief of Police for Unlicensed Dogs

Pursuant to RSA 466:14, | am requesting the Board of Aldermen commit the warrant to the
Chief of Police so that either he or his designee will issue the Notice of Civil Forfeiture to those
dog owners who have failed to renew or license their dog(s) as required under RSA 466:1.
Those owners identified on the warrant are required to license their dog(s) and pay a $25 civil
forfeiture fee per dog and a $7 cost of service fee within 15 calendar days of the notice.

In March of this year we forwarded 11,272 notices (5,287 by email and 5,985 by mail) to dog
owners to license their dog. On May 17** we mailed reminder postcards to 4,033 owners of
which 5,107 dogs remained unlicensed. Since the postcard mailing, we were able to license or
remove from our database 2,108 dogs. We currently have 2,388 owners of which 2,999 dogs
still remain unlicensed.

Time permitting, we will start making reminder phone calls to any owners who still have not
licensed their dog in order to provide every opportunity possible to avoid charging the civil

forfeiture fee.

Re: Purchase replacement for the Community Outreach Ford Motor Home
Capital Equipment Reserve Fund (CERF)

The purpose of this communication is to request approval from the Board of Aldermen for an item that
was not listed on the FY2018 or FY2019 vehicle replace schedule due to an anticipated public-private
partnership that would have paid for the entire cost of the vehicle. Unfortunately the partnership did
not materialize, therefore leaving the Community Outreach Motor Home without a replacement year in
the CERF schedule. Since this time, the Public Health department has secured a grant from the NH
Charitable Foundation for the purchase of a new mobile van unit.

Currently, the city has to date purchased three (3) of the approved items listed on the planned FY 2019
CERF replacement schedule for $259,000 which is $43,374 below the planned replacement cost of
$302,374. Asa result, the CERF has sufficient funding for the city to purchase a 2018 Dodge
Promaster Van for a net cost to CERF of $12,654 ($32,644 less the $19,990 grant from the NH
Charitable Foundation).

Pursuant to NRO 5-127.1 D Capital Equipment Reserve Fund, which states: “During that fiscal year,
the city may purchase that equipment, or equipment that will serve the same stated purpose as the
listed equipment as long as the price does not vary by more than ten percent of the estimated
replacement value. All purchases from the Capital Equipment Reserve Fund must comply with the
city’s purchasing approval process. Any other requests to use funds from the Capital Equipment
Reserve Fund must be approved by the board of aldermen.”

The request to purchase the Mobile Van will be on the agenda of the Finance Committee for August
15, 2018, and I respectfully request the concurrence from the Board of Aldermen for this purchase.
