PERIOD FOR GENERAL PUBLIC COMMENT - None
REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman Klee

Thank you. | Know this sounds silly but my first bill 18-017 passed and | would just like to thank
everybody for their help in doing that. Thank you.

Alderman Lopez

First | would like to remind the public that there is a free movie night for veterans that the public is
welcome to attend too. It is at French Park along the river. Itis this Wednesday and next Wednesday
at 6:30.

| also wanted to extend condolences to the friends and family of Dave Smith who passed away very
recently.

Alderman Caron

I'd like to remind everyone that Holman Stadium’s 80" birthday, not mine, is next Tuesday, July 17",
they start with the Scout’s Meeting, the Ballplayers and there will be activities for the kids during the
day; magic shows, balloon makers, face painting. There will be a performance by a concert band for a
couple hours. The speaking portion of the event starts at 6:15 after the Spartans, hopefully we are
getting the Spartans to come to perform for about 20 minutes before the speaking program.

If you haven't gotten your ticket, please RSVP to the appropriate number, | think that was on the
invitation. Right now there are over 1,000 tickets that have already been given out to our local
community. The program book, we saw a sample of it today, and it was absolutely gorgeous. It really
reminisces about 1938 to today for Holman Stadium and | think you will all enjoy it. You will have a
wonderful time.

Also, | would like to give my condolences to the LaFlamme family for the passing of Joan LaFlamme
who was very involved with her husband Berdie with the Spartans Drum & Bugle Corp. Thank you.

Alderman Schmidt
The Airpower History Tour is visiting the Nashua airport starting Wednesday, July 11" and it goes

through Sunday. To get on the ramp to see all of these planes it is $10.00 for adults and $5.00 for
children 10 to 17 and kids under that age are free. So come on down.

Alderman O’Brien

Thank you Mr. President. | just want to say something just for food for thought. We have had a couple
of resolutions that have come up with filling vacancies and as we know, we all serve here. But anything
can happen, somebody’s job could change and the elected official would have to move and therefore
can no longer serve. Or, also too, that there could be a death in office or many other different things
that can happen. It calls for if there is enough time within a certain allowance of having a special
election.

The City did have a policy in the past, and correct me if I’m wrong, where they were able to appoint
somebody. | think this also applies too to our State Representatives. If there was a State
Representative that couldn’t fill the position within a certain time, there would also be the need beside
the municipal, with the State position.

The food for thought part is that it costs money to hold a special election and it is money that could be
better spent and frugal and | think we have a lot of people that would be willing to serve. So | would just
like to throw it out there, that if anybody wants to consider that and to look at it, would it be time now to
go back to the old days and to look at and maybe come up with an appointment until the next election
where that person would serve and fill out the rest of that particular term?

| don’t know exactly how much, we could probably find out how much to fill this Fire Commissioner’s
spot, but it is going to cost something to the municipality. So the more frugal way would probably be an
appointment and I'll leave it at that. Thank you Mr. President.

Alderman Harriott-Gathright

The Department of Justice for NH Diversity & Inclusion Committee will be in Nashua on July 26 at
Nashua High School South at 6:00 p.m. and the public is welcome.

Chairman McCarthy

| would like to thank Public Works for the July 4"" performance. The fireworks were spectacular as was
mentioned before. I’d like to also mention that Kim Kleiner asked me to remind those of you who
haven't responded to tell her if you were coming to the box on Tuesday evening and how many tickets
you need. She hasn’t heard back from a lot of people.

Committee announcements:

Alderwoman Melizzi-Golja

| announced this at the last Board Meeting, but once again, PEDC is cancelled, it was scheduled for the
Tuesday of the Holman Celebration. Since we have no business, we will not reschedule it. Thank you.

Alderman Lopez

We do have a meeting scheduled for the Substandard Living Committee this Thursday.

Chairman McCarthy

Remember, we don’t have a meeting in two weeks. The next one is in August.

Street Parkway we will get that equal amount of paving on these repurposed projects. We will come out even
and if this works out, we in a way are better off because had this not occurred the Millyard parcels that we
acquired, NIMCO and the like, we would have had to sell those and give the money to the federal government.

Alderman McCarthy

| assume that this means that we own the police training facility.

Mayor Donchess

This means that there is no obligation to pay the federal government with respect to any of these parcels that
have been ruled ineligible. So the NIMCO parcel: there are other legal problems with respect to that with the
current occupant but the NIMCO parcel, the police training facility and the large parking lot that is adjacent and
city owned, near Bagshaw owned by Steve Bonnet. Those parcels will be owned by the city free and clear and
we can dispose of those as we wish under this scenario which we would have been able to do had this
problem not arisen. Is that clear?

Alderman Siegel

So just to reiterate, we had an overhang and the federal government wanted their money back. We figured out
a difference purpose and it turned out to be paving and so rather than give the federal government back money
we managed to use the federal government money to pay for local municipal paving rather than paying for that
local municipal paving out of strictly local municipal tax payer dollars, is that correct?

Mayor Donchess

Correct.

Alderman Siegel

So, the entire United States of America is helping to pave part of Nashua.

Mayor Donchess

| mentioned this at the beginning but let me reiterate that this has been a team effort over a long period of time
and there have been a lot of city employees involved; public works, finance, legal and of course John Vancor
who led the effort. This has been a successful result as a result of people working very hard to come up with a
creative solution over quite a long period of time so | would like to thank everyone who helped in hopefully
making this a reality.
