Re: AFG Vehicle Award

Honorable Board Members,

We have been notified (verbal) by the federal government that our AFG Vehicle Grant Request
has been approved. Written confirmation should arrive in the next two weeks. This grant is in
the amount of $ 650,000 with a 10% match. The plan for this vehicle (Heavy Duty Rescue style)
is to consolidate the tools and equipment that are currently on three separate NFR vehicles. It is
our intention to trade in two of the vehicles and repurpose one. This new vehicle, as well as the
current vehicles, will not be staffed but will be used on an as needed basis by on duty staff to
enhance our service delivery to our internal and external customers. Upon delivery of this new
vehicle, the listed vehicles would then be removed from our fleet as well as future CERF
liability.

2. T26, IHTSDAAN71H389335, G04979, Haz-Mat I, FY 21, $ 71,863.

3. T38, IHTWCAAR24J087827, G04965, Haz-Mat IL, FY 24, $ 223,184.
Vehicles 1 and 2 will be traded in towards the new vehicle. The cab and chassis on vehicle 3
will be repurposed for the Fire Alarm Bucket Truck that was due for replacement in FY 18 but
was deferred. This plan will save approximately $ 100,000 on the future replacement of the
Bucket Truck.
I am respectfully requesting funds, not to exceed $ 65,000 for the match. Please reach out if you

need additional information or explanation.

Please see the attached communication from Jeff Lafleur, Solid Waste Department Superintendent dated
June 28, 2018 for the information related to this contract.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be

purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.
The Solid Waste Department Superintendent, Board of Public Works (June 28, 2018 meeting) and the

Purchasing Department recommend the award of this contract in an amount not-to-exceed $104,190 to
Chemserve Environmental Analysts of Milford, NH.

RE: Sheet E/Lot 2249 (not yet approved) AND Sheet E/Lot 188 7 Dawn Street

CPC Investments LLC has submitted an application for Subdivision of 3 Dawn Street, 1
lot into 3, one existing and the creation of 2 undeveloped lots. This proposed Subdivision
is scheduled to go before the Planning Board at the May 17" meeting. This neighborhood
has existed since the mid 1950’s with the current addressing.

In Accordance with RSA 231:133-a and NRO 190-213, the Board of Alderman have the
sole authority to assign or alter address numbers of buildings and other property along
any public or private way in the municipality. The New Hampshire Addressing Standards
Guide developed by NH E91 1defines the universal safety standards for addressing in NH.
The City of Nashua has not yet started the process for becoming E911 compliant, but has
been notified that the Department of Safety, Division of Emergency Services Bureau is in
the Data Collection/In Progress stage in Nashua. A complete listing of 200+
municipalities that are E911 compliant is listed on the Bureau’s website.

It is this Committee’s recommendation to continue to move forward in a way that will not
create a noncompliant situation for future residents. We recommend Sheet E lot 2249 is
assigned the address of 7 Dawn Street and Sheet E/188 reassigned to 9 Dawn Street,
indicated by the attached map of the neighborhood.

If the Board determines that special unique circumstances warrant a diversion from E911
Standards this committee recommends the Sheet E/Lot 2249 be assigned the number 9.
We do not recommend using fractions, decimals. Nor do we recommend the use of the
letter “A” as an assigned address as this is reserved for Accessory Dwelling Units.

Dear Chairman McCarthy:

This letter regards the subdivision of one lot at 3 Dawn St into 3 lots and an
addressing issue. We have been directed by Adam Pouliot, Nashua Fire Marshall, to
petition the BOA to resolve this issue.

It is our intension to subdivide 3 Dawn St into 3 conforming lots and two new
homes. We are currently scheduled to be on the Planning Board’s May 2018
meeting agenda. The adjacent property, the last house on the street, is 7 Dawn St.
The Fire Marshall and the States E911 ordinance requires sequential, whole numbers
be assigned to new construction. The Fire Marshall recommends the two new
houses be numbered 5 and 7 Dawn St and the current 7 Dawn St be assigned 9
Dawn St. | have had discussions with the owner of 7 Dawn St and he is unwilling to
change his address. | am asking the BOA to assign the two new lots on Dawn St an
address of 5 and 7 and the 4" lot an address of 9 Dawn St.

The Boards attention to this matter would be greatly appreciated.
