This November 7" meeting is coming up and it will be prior to our next Board of Aldermen meeting. Do

we know if we are going to be able to schedule that as a joint PAC/BOA meeting? And the 14" actually
will be the day after our first November meeting.

The 14" meeting is being re-scheduled.

Yes because it overlaps the Chamber Gala. The November 7" meeting | am still working on the format
that meeting will take.

Thank you. | would like to remind you all that tomorrow night there is a Joint Special Committee with
Infrastructure and we welcome the Planning & Economic Development Committee to sit in joint session
with us. We are going to receive a presentation on the East Hollis Street and Bridge Street
Transportation Improvement Project. It is a lot of information so you are all welcome. That will be at
7:00 and from what | understand it is going to be right here in the Chamber. Thank you.

Yes to that meeting and in that same spirit, | am going to request that when the Infrastructure meeting
regarding R-18-087 gets posted it also be posted as a Joint Infrastructure PEDC meeting. Certainly
looking at the construction of a boat ramp at Greeley Park is related to economic development in
Nashua and the downtown area, so | am requesting that be a joint meeting also. So if it could be
posted in that matter please. Thank you.

| just have a question about the Infrastructure meeting on the 24". | got a message that boat ramp
would be discussed at that meeting, is that not correct?

Alderman O’Brien

That boat ramp, if | may through the Chair, the boat ramp is another separate issue, it comes down to a
public announcement with it. It also has to do with scheduling to a professional that is going to make
the presentation. So we are still working on it and my guesstimation is it going to be at the November
meeting.

We scheduled a Public Hearing for the 28".

Alderman O’Brien

The 28", the Public Hearing will be the 28". And If | may Mr. President, there are a lot of things coming
relatively quickly with these committees and so | would like to have a cleaner schedule but we are trying
to make allowances. The Gala and other events that are coming and meeting the criteria to announce

meetings, so we are doing our best. Sue and | are working on that so please bear with us, thank you.

Yes I’m sorry. Just regarding the meeting around the boat ramp and also around tomorrow night’s
meeting, if things have been sent out or are going to be sent out to Infrastructure, | am requesting that
they also be sent out to PEDC so members who come will be up on whatever prior reading is being
provided. So if that could be provided please, thank you. | am just saying if it should between now and
November for the Greeley Park Boat Ramp, anything that gets sent out if it would be sent to PEDC
also, thank you.

avoid a Tax Deeding up here in Gilmanton yesterday, but that they redacted the names so | cannot contact
them * to alert them of what The Town is doing unlawfully to them too! They owe as due by invoice for the
goods and services received by the Town &; County BUT that of NOT for the school should they be in that
condition of: "No Taxation without Representation" of no child nor children in the school,. and even IF so, it
supposed to be paid for from at the State level by the GENERAL Taxes! not Sxx.xx per $1,000 of real estate
valuation!

The * = not right away, as Town Office closed today to look on Tax Map to get their names by their Map and
Lot # like tomorrow.

"Furthermore, without a substantive definition of constitutional adequacy, it will remain impossible for school
districts, parents, and courts, not to mention the legislative and executive branches themselves, to know
where the State’s obligations to fund the cost of a constitutionally adequate education begin and end.

"We note, however, that if the current system of delivery in combination with the statutory definition
establishes a constitutionally adequate education, there would be no need for any local education taxes as the
State would be required to pay for implementing the entire statutory scheme.

"Any definition of constitutional adequacy crafted by the political branches must be sufficiently clear to permit
common understanding and allow for an objective determination of costs. Whatever the State identifies as
comprising constitutional adequacy it must pay for. None of that financial obligation can be shifted to local
school districts, regardless of their relative wealth or need.
