"The Gate City”

February 12, 2020
TO: MAYOR Donchess
FINANCE COMMITTEE

SUBJECT: Aldermanic Chamber Technology upgrades

The Aldermanic Chamber is being completely remodeled. As a result, Information Technology will be upgrading all of the

technology used to broadcast the meetings and improve the means of doing presentations.

As you know the Chamber is critical to the City and this project is very time sensitive.

We received three proposals for the technology upgrade.

We would like to award the contract to Access AV af Concord NH. They are the lowest bidder of the three.

Re: Wastewater Chemicals Change Order #1: Polymer & Sodium Hypochlorite in the amount not to exceed $67,000
funded from account 61156 Chemicals/Wastewater Fund (Wastewater)

MOTION BY ALDERMAN COMEAU TO PLACE ON FILE AND APPROVE CHANGE ORDER #1 FOR THE
PURCHASE OF CHEMICAL SODIUM HYPOCHLORITE IN AN AMOUNT NOT TO EXCEED $67,000.00 FROM
BORDEN & REMINGTON OF FALL RIVER, MA. FUNDING WILL BE THROUGH: DEPARTMENT: 169
WASTEWATER; FUND: WASTEWATER; ACCOUNT CLASSIFICATION: 61 SUPPLIES & MATERIALS

ON THE QUESTION

Chairman Clemons

Thank you. Do we have someone here from Wastewater?

Dave Boucher, Superintendent of Wastewater

Yes, Dave Boucher, Wastewater Superintendent.

Chairman Clemons

Hi, Mr. Boucher. Can you go over this one for us?

Dave Boucher, Superintendent of Wastewater

Yes, thank you. This is for the purchase of two chemicals. One's a polymer. It helps separate the water from the sludge
at the wastewater facility and sodium hypochlorite, which is a disinfectant which we use to treat the treated water before it
goes to the river.

Initially at the beginning of the fiscal year we had budgeted an annual cost based off of historical data. Unfortunately, we
had a heavy rains at the beginning of the fiscal year which caused us to use more sodium hypochlorite than expected.
The polymer we had some supply chain issues. In order to get the polymer, we had to purchase smaller totes of polymers
versus the larger truckloads which came at a higher expense, but it was in order for us not to run out. So this money
being requested is for finishing off the fiscal year with these two chemicals - purchasing them for the rest of the fiscal year.
I'd be happy to answer any questions.

Chairman Clemons

Any questions or comments? Okay, seeing none.

REPORT OF THE FINANCE COMMITTEE

FEBRUARY 5, 2020

Room 208.

Mayor Jim Donchess, Chairman, presided.

Members of the Committee present: Alderman Patricia Klee, Vice Chair

Alderman-at-Large Brandon Michael Laws
Alderwoman-at-Large Shoshanna Kelly
Alderman Linda Harriott-Gathright
Alderwoman Elizabeth Lu

Nick Caggiano, Superintendent of Parks & Rec
Doria Brown, Energy Manager

PUBLIC COMMENT
COMMUNICATIONS

From: Doria Brown, Energy Manager
Re: Pre-approval to enter into contracts with 3“ party suppliers for natural gas and electricity supplies

MOTION BY ALDERMAN HARRIOTT-GATHRIGHT TO ACCEPT, PLACE ON FILE, AND AUTHORIZE THE
ENERGY MANAGER TO ENTER INTO CONTRACTS WITH 3°° PARTY SUPPLIERS FOR NATURAL GAS
AND ELECTRICYT SUPPLIES

ON THE QUESTION

Mayor Donchess

This is Ms. Brown, the City’s Energy Manager and she is going to give you more of the details but we are
following the same procedure that we’ve done in the past. The City bids for, in this case, energy/natural gas
and because you need to bid at a specific moment we typically have authorized the bid to be submitted in
advance. Because if she had to wait a week or month the price is gone. In any event, why don’t we let Doria
explain, Ms. Brown explain more of the details.

Doria Brown, Energy Manager

Alright so it’s energy season, every season is energy season though and it’s time to lock in on some prices for
our municipal buildings. I’m also going out to bid for natural gas for the schools. This is the opportunity to lock
in at lower rates from third party supplies, instead of staying on the Eversource rates which are substantially
higher. So we will be looking to lock in on third party supply; but the thing about the third party supply market
is that is fluctuates very quickly. So one day prices could be at an 8-year low and the next day they could be
extremely high. So the ability to lock in on those prices the day that they are low and the hour they are low is
very important to get the best value in these contracts. So being able to lock in then and then deliver you the
contracts afterwards would be extremely helpful to get the lowest rates possible.
