bid summary, a copy of the winning bid from Weaver Bros. Const. Co., Inc. with their Certificate of Insurance and
documentation that supports ordinance O-20-015.

Once filed with the City Clerk's office the Requisition entered will be processed as a PO for the
work that has been completed...

Re: Memorandum Outlining Rational For Emergency Procurement of Barriers for Downtown

Purpose
The purpose of this memo is to memorialize the rational for recommending to the Mayor and on to the

Finance Committee that emergency procurement of the barriers is necessary for narrowing Main Street in
the Downtown area of Nashua.

Background

As you may know, due to the COVID-19 pandemic there has been significant loss of economic activity
with the declaration of a public health crisis and an order of non-essential businesses to close along with
guidance from the Governor for individuals to stay at home. It is only understandable that when restaurants
were given clear instructions on how they could re-open for business. We as a community have a duty to
provide as quickly as possible the environment to allow for such businesses to re-open up in a safe manner.
The state did not provide a lot of notice once an announcement was made that restaurants could host
patrons albeit outside.

Emergency Procurement Justification

This is a written finding that specifies that there was an immediate need to procure the barriers, which
were necessary in order for the restaurants to open There was an immediate public safety issue should
restaurants use the outdoor space and there not be adequate protection from vehicles. Furthermore, the
economic loss already inflicted by the COVID-19 pandemic is catastrophic and the city could have
potentially incurred immediately losses should these businesses not be able to re-open after being closed or
limited in their operations for such an extended period of time.

Amount: $55,700

support defined disaster recovery. This allows for a return to operation of not greater than 12 hours and recovery
point objective (maximum potential data loss) of not greater than 4 hours.

Special Backups - Whenever significant upgrades or fixes are planned for any server, CSC uses imaging
technology to take a snapshot of the current server. In the event the planned upgrade or fix malfunctions, the
image file can be quickly restored to the server, putting it back to its exact state prior to the changes. This allows
us a quick way to image a server and restore it without having to restore the last full tape, and then apply the
incremental tapes. Additional image snapshots can be scheduled upon 24-hour notice from Customer, including
any special procedures.

8. AWS Requirements

Acceptable Use Policy. CSC may suspend the hosting services immediately upon notice to Customer in the event
CSC reasonably determines that Customer (i) is not in compliance with AWS’ Acceptable Use Policy
(https://aws.amazon.com/aup/); or (ii) Customer’s use of the hosting services (A) poses a security risk to or may
adversely impact the cloud infrastructure or any other client of the cloud service provider, or (B) may subject CSC
or any third party to liability. CSC will use reasonable efforts to restore Customer’s access to the hosting services
once Customer has resolved the problem giving rise to the suspension.

Physical Audits, Security Audits and Inspections. Notwithstanding any provisions in the Work Order, the AWS
environment is not subject to physical audits, security audits and inspections unless the audit is (i) required by
applicable laws/regulations, and (ii) the audit is performed by the regulator.

Re: Request for Special Board of Aldermen Meeting to Seek Approval to Narrow Main Street

Context for Request
The Covid-19 pandemic is unprecedented in the challenge it has posed not only to our physical health, but

also to our economic health. I have been working closely with local businesses in an attempt to help them
Mitigate financial and economic damage during this difficult time.

The Governor of New Hampshire is now allowing restaurants to open with severe restrictions. The only
on-site dining that will be allowed for the foreseeable future, will be limited to outdoor dining. To that end,
my discussions with area dining establishments has been how to implement the re-opening of their
restaurants, while adhering to State Guidelines to maintain social distancing practices.

Main Street is the heart of our City both figuratively and economically. We have many fine food and drink
establishments that add quality of life for our residents. After much discussion and debate, our best plan
going forward would be to extend outdoor dining into the street/parking spaces, allowing for enough
distance between tables (8 feet table edge to table edge) and enough tables to make these businesses viable.

Proposal

The pian would call for the temporary blocking off of parking spaces; as well, as intermittently blocking
some travel lanes to facilitate this plan and allow for small businesses to begin to recover . Concrete
barriers will be placed along the edge of the road for pedestrian safety. Pedestrian egress and ADA
compliancy will be maintained. There will be one lane open m each direction for vehicular traffic along
with turning lanes. We worked with Nashua Police, Nashua Fire, Public Works, Public Health,
Community Development and the Mayor's Office to move forward with this plan.

1 facilitated two meetings with over sixty (60) participants of various downtown stakeholders. The initial
meeting occurred May 8" and created an opportunity for participants to give feedback on how Main Street
should be narrowed while providing commentary on differing issues and observations that narrowing Main
Street may bring about such as where deliveries need to occur or the amount of curbside/take out business
is part of an individual’s business plan. Based off of this information we developed a plan that adheres to
the concerns of city staff, The plan was refined by numerous individual conversations I had between the
first and second meeting. During the second meeting the draft plan was reviewed in detail and received
overall positive commentary.

Before you is the plan we are seeking to implement. There may need to be adjustments as time goes on and
some flexibility is going to be necessary to ensure timely recalibrations can occur, but the plan before you
has been reviewed and vetted receiving positive remarks to date.
