1. Description

A. The work covered by this section of the specifications consists of furnishing all labor,
materias, tools and equipment and performing al work required for the prevention of
environmental pollution during and as a result of construction operations under this
contract.

B. Therequirenents set forth in this section of the specifications apply to roadway
reconstruction areas, cross-country areas, river and stream crossings, and construction in and
adjacent to welands, unless otherwise specifically stated.

2. Notification

The Engineer will notify the Contractor in writing of any norm-compliance with the foregoing
provisions. The Contractor shall, after receipt of such notice immediately take corrective action.
Such notice when delivered to the Contractor or his authorized representative at the site of the
work, shal be deemed sufficient for the purpose. If the Contractor fals to act promptly, the
Engineer may order stoppage of all or part of the work until satisfactory corrective action has
been taken. No clam for an extension of time or for excess costs or damage incurred by the
Contractor as a result of time lost due to any stop work orders shall be made unless it was later
determined that the Contractor was in compliance.

3. Implementation

A.

Prior to commencement of work, the Contractor shall meet with representatives of the
Engineer to devdoo mutud understandings rddive to compliance of the environmenta
protection program.

The Contractor shdl submit for aoprova six sets of deals and literature fully describing
environmenta protection methods to be enployed in carrying out construction activities within
100 feet of wetlands or across areas desi gnated as wetlands.

4. Areaof Construction Activity

Insofar as possible, the Contractor shall confine his construction activities to those areas defined
by the plans and specifications. All land resources within the project bounderies and outside the
limits of permanent work performed under this contract snall be preserved in their present condition or
be restored to acondition after completion of construction at least equal to that which existed prior to
work under this contract.

5. — Protection of Water Resources

A.

The Contractor shal not pollute streams, lakes or reservoirs with fuels, oils, bitumen, cdcium
chloride, acids or other harmful materids It is the Contractor's regoonsibility to comply with
all applicable Federal, State, County and Municipal laws regarding pollution of rivers
and streans.

B. Specia measures should be ta&ken to insure against spillage of any pollutants into public waters

Construction in Areas Designated as Wetlands on the Drawings

A.

Insofar as possible, the Contractor shal make every effort to minimize disturbance within
areas designated as wetlands. Total easement widths shall be limited to the widths snown.

The Contractor shall perform his work in such a way that these areas are left in the
condition existing prior to construction.

The elevations of areas designated as wetlands shal not be unduly disturbed by the
Contractor's operations outside of the trench limits. If such disturbance does occur, the
Contractor shdl ta<e all meesures necessary to retum these areas to the elevations which existed
prior to construction.

In areas designated as wetlands, the Contractor shall carefully remove and stockpile the top 24
inches of soil. This topsoil material shall be used as backfill for the trench excavation top
layer. The devation of the trench shal be restored to the preconstruction elevations wherever
disturbed by the Contractor's operation.

The Contractor snd use a trench box, sheeting or bracing to support the excavation in arees
designated as wetlands.

Excavated materids shall not be permanently placed or temporarily stored in aeas

designated as wetlands. Temporary storage areas for excavated materia shall be as directed
by the Engineer.

The use of atenporary gravel roadway to construct the pipeline in the wetlands area is not
acceptable The Contractor will be required to utilize timber or rubber matting to support his
equipment in these areas. The timber or rubber matting shall be constructed in such away that
it is capable of supporting al equipment necessary to instal the pipdine The timber or
rubber matting shal be constructed of materids and placed in such a way that when
removed the material below the matting will not be unduly disturbed, mixed or compacted
so as to adversely affect recovery of the existing plant life

Bentonite dams shall be placed in wetlands to prevent dranage Locations for dans ave as
indiceted on the drawings or as directed by the Engineer.

During construction, easements within wetlands shall be lined with a continuous straw-
bad e/siltaion fence barrier.

Protecting and Minimizing Exposed Areas

A.

The Contractor shall limit the area of land which is exposed and free from vegetation during
construction. In areas where the period of exposure will be greeter than two (2) months,
temporary vegetation, mulching or other protective measures shall be provided as specified.

The Contractor shall take account of the conditions of the soil where temporary cover crop
will be used to insure that materials used for temporary vegetation are adaptive to the sediment
control. Materidsto be used for temporary vegetation shall be aoproved by the Engineer.

Location of Storage Areas

A.

The location of the Contractor's storage areas for equipment and/or materia’s shall be upon
cleered portions of the job siteor areas to be cleared as apart of this project, and shall require
written aoprova of the Engineer. Plans showing storage facilities for equipment and
meaterias shal be submitted for aooroval of the Engineer.

No excavated mderids or mderia’s used in ill Operations shall be deposited within a
minimum distance of one hundred (100) feet of any watercourse or any drainage facility.
Adequate measures for erosion and sediment control such as the placenent of baled straw
around the downstream perimeter of stockpiles shal be employed to protect any downstream
areas from siltation.

The Engineer may designate a particular area or areas where the Contractor may store materids
used in his operations.

Storage areas in cross-country locations shall be restored to pre-construction conditions with the
planting of native soecies of trees and shrubs.

The Contractor shall not deface injure or destroy trees or sorubs nor remove or cut then without
written authority from the Owner. No ropes, cables, or guys shdl be fastened to or attached to any
existing nearby trees for anchorages unless specifically authorized by the Engineer. Excavating
machinery and cranes sndl be of suitable type and be operated with care to prevent injury to
trees which ave not to be removed, paticulaly ovethenging branches ard limbs. The
Contractor shall, in any event, beregoonsiblefor any damage resulting from such use.

Branches, limbs, and roots shal not be cut exceot by permission of the Engineer. All cutting
shal be smoothly and neatly done without splitting or crushing. When there is unavoidable injury
to branches, limbs and trunks of trees, the injured portions shall be neatly trimmed and covered
with &1 application of grafting wax or treehealing paint as directed

Where in the opinion of the Engineer, trees may possibly be defaned, bruised, injured, or otherwise
damaged by the Contractor's equipment or by his blasting or other operations, the Engineer may
direct the Contractor to adequately protect such trees by placing boerds, planks poles or
fencing around them. Any trees or landscape feature scarred or damaged by the Contractor's
equipment or operations shall be restored as nearly as possible to its original condition a the
expense of the Contractor. The Engineer will decide what method of restoration shall be used,
and whether danaged trees shall be treated and healed or removed and disposed.

Cultivated hedges, shrubs, and plants which could be injured by the Contractor's operations
snall be protected by suitable means or shall be dug up, baled and temporarily
reolanted and mantaned. After construction operations have been substantially completed,
they shal be replanted in their origina positions and cared for until growth is re-established. If
cultivated hedges sorubs and plats ee injured to such a degree as to affect thar growth or
diminish their beauty or usefulness, they shall be replaced by items of akind and quality at least
equa to that existing a the sat of thewak.

10. Cleeringand Gubbing

Removal of mature trees (4 inches or greater DBH) will not be alowed on temporary
easements.

The Contractor shall not remove trees in the Owner's temporary easements without
permission of the Engineer.

11. Dischargeof Dewatering Operaiions

A.

Any water that is pumped and discharged from the trench and/or excavation as pat of the
Contractor's water handling shall be filtered by an aoproved method prior to its discharge
into arecaving water or drainage system.

Under no circumstances shall the Contractor discharge water to the areas designated as
wetlands. When constructing in a wetlands area the Contractor shal discharge water from
dewatering operations directly to the neerest drainage system, stream, or waterway after filtering
by an approved method.

The pumped water shall be filtered through bded straw, a vegelative filte drip or a
vegetated channd to trao sediment occurring as a result of the construction operations. The
vegetated channel shal be constructed such that the discharge flow rate shall not exceed a
velocity of more than 1 foot per second. Accumulated sediment shall be cleered from the
channel periodically.

12. Dust Control

A.

During the progress of the work, the Contractor shal conduct his operations and
maintain the avea of his activities, including sweeoing and sprinkling of streets as
necessary, to minimize creation and dispersion of dust. If the Engineer decides it is
necessary to use cdcium chloride for more effective dust control, the Contractor shall furnish
and spread the materia, as directed. Cacium chloride sndl be as specified under Section 01562,
DUST CONTROL.

Calcium Chloride shall not be used for dust control within a drainage basin or in the vicinity
of any source of potablewater.

13. Separation and Replacement of Topsoil

Topsoil shal be carefully renoved from cross-country areas where excavations are to be made
and separa stored to be used again as directed. The topsoil snd be stored in an area anceptable to
the Engineer and adequate measures shall be enployed to prevent erosion of sad materia.

14. Baed Strav

To trap sediment and to prevent sediment from clogging dranage sysiens, baled straw shall be used
where shown on the drawings. Care shall be taken to keep the bales from breeking apart. The
bales should be securely staked to prevent overturning, flotation, or digolacement. All deposited
sediment shal be renoved periodically. Straw bales shall not be placed within a waterway during
construction of the pipeline crossing.

15. Silt Fence

A.

Where indicated on the drawings or where directed by the Engineer, the Contractor shall erect
and maintain a tenporary silt fence. In areas designated as wetlands, the Contractor
shal line the limits of the construction easement with asilt fence. The silt fence shall be used
specificaly to contain sediment from runoff water and to minimize environmenta danage
Caused by construction.

B. Thesilt fence shal consist of a3-foot wide continuous length sediment control fabric, stitched

to a 22-foot wide, continuous length support netting, and stapled to preweethered oak
posts instaled as shown on the drawings. The oak posts shal be 1 %inches by 1 ’4inches
(Minimum Dimension) by 48 inches and shal be tapered. The support netting shall be
industria strength polypropylene. The bottom edge of the sediment control fabric shal be
buried as shown on the drawings. The sediment control faoric shal conform to the following
properties:

CUTTING, CORING AND PATCHING

PART 1 - GENERAL

1.01

WORK INCLUDED:

This Section covers the cutting, coring, rough and finish patching of holes and openings in
existing structures.

SEALING MATERIALS:

Mechanical seals shall be modular, adjustable, bolted, mechanical type consisting of
interlocking synthetic rubber links shaped to continuously fill the annular space between the
pipe and sleeve. The seal shall be rated by the manufacturer for 40 feet of head or 20 psig.
Mechanical seals shall be Link-Seal, manufactured by Thunderline Corp., Wayne, ML, or
approved equal.

Sealant shall be a two part foamed silicone elastomer as manufactured by Dow Corning
Co., product No. 3-6548 silicone R.T.V.; 3M brand fire barrier products caulk C.P. 25 and
3M brand putty 303; Flame-Safe fire stop systems Fig. No. FS-500 by Thomas & Berts
Corporation, or approved equal. Packing shall be a fire retardant pliable material, Fig. 310 by
Sealtite Co.; White Oakum W.S.-600 by American Manufacturing Co., or approved equal.
Sealant bead configuration, depth and width shall be in accordance with manufacturer's
recommendations.

MISCELLANEOUS MATERIALS:

Bonding compound shall be Sikadur Hi-Mod epoxy by Sika Corporation, or equivalent by
Euclid Chemical Corporation, Master Builders Company, or approved equal.

Non-shrink grout shall be Masterflow 713 by Master Builders Company; Euco N-S by
Euclid Chemical Co.; Five Star Grout by U.S. Grout Corp. or approved equal.

C. Materials for finish patching shall be equal to those of adjacent construction.

GENERAL:

The Contractor shall leave all chases or openings for the installation of his own or any
other contractor's or subcontractor's work, or shall cut the same in existing work, and shall see
that all sleeves or forms are at the work and properly set in ample time to prevent delays.
He shall see that all such chases, openings, and sleeves are located accurately and are of proper
size and shape and shall consult with the Engineer and the contractors and subcontractors
concemed in reference to this work.

In case of his failure to leave or cut all such openings or have all such sleeves provided and set in
proper time, Contractor shall cut them or set them afterwards at his own expense, but in so doing
he shall confine the cutting to the smallest extent possible consistent with the work to be done.
In no case shall piers or structural members be cut without the written consent of the Engineer.

The Contractor shall not cut or alter the work of any subcontractor or any other contractor, nor
permit any of his subcontractors to cut or alter the work of any other contractor or
subcontractor, except with the written consent of the contractor or subcontractor whose work is
to be cut or altered or with the written consent of the Engineer. All cutting and patching or
repairing made necessary by the negligence, carelessness, or incompetence of the Contractor or
any of his subcontractors shall be done by or at the expense of the Contractor and shall be
the responsibility of the Contractor.

All cutting and coring shall be performed in such a manner as to limit the extent of
patching.

All holes cut through concrete and masonry walls, slabs or arches shall be core drilled unless
otherwise approved. No structural members shall be cut without the approval of the Engineer and
all such cutting shall be done in a manner directed by him. No holes may be drilled in beams or
other structural members without obtaining prior approval. All work shall be performed by
mechanics skilled in this type of work.

CORING:
Coring shall be performed with an approved non-impact rotary tool with diamond core drills.
Size of holes shall be suitable for pipe, conduit, sleeves, equipment or mechanical seals to be
installed.

If holes are cored through floor slabs they shall be drilled from below.

All equipment shall conform to OSHA standards and specifications pertaining to plugs, noise
and fume pollution, wiring and maintenance.

Provide protection for existing equipment, utilities and critical areas against water or other damage
caused by drilling operation.

Slurry or tailings resulting from coring operations shall be vacuumed or otherwise removed from the
area following drilling.

CUTTING:
Cutting shall be performed with a concrete wall saw and diamond saw blades of proper size.
Provide for control of slurry generated by sawing operation on both sides of wall.

When cutting a reinforced concrete wall, the cutting shall be done so as not to damage bond between
the concrete and reinforcing steel left in the structure. Cut shall be made so that steel neither
protrudes nor is recessed from the face of the cut.

Adequate bracing of area to be cut shall be installed prior to start of cutting. Check area during
sawing operations for partial cracking and provide additional bracing as required to prevent a
partial release of cut area during sawing operations.

Provide equipment of adequate size to remove cut panel.

PATCHING:

Rough patching shall be such as to bring the cut or cored area flush with existing
construction unless otherwise shown. Finish patching shall match existing surfaces as

approved.
