Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Superintendent of Street Department, Board of Public Works (November 19, 2018 meeting) and the
Purchasing Department recommend the award of this purchase in an amount of $16,000 to Northeast
Sand & Gravel of Amherst, NH.

Winter Road Sand

To approve the contract for winter road sand with Northeast Sand & Gravel, Inc.,
ot Amherst, NH at the bid price of $11.25 per ton. Total amount of this purchase
order will be for 1,422 tons or a budgeted value of $16,000. Funding will be
through Department; 161Streets; Fund; General; Account Classification; 61-
Supplies and Materials.

The City solicited bids under IFB0778-101718 from qualified suppliers for the
Winter Road Sand as required by the Street Department. A total of four vendors
were solicited. Bids were opened on Wednesday, October 17, 2018. A summary
of the bids received is noted below. Northeast Sand & Gravel were the low
bidders.

BID SPECIFICATIONS
FYIS Winter Road Maintenance Sand
TP BOT78-101718

The City of Nashua, Division of Public Works, Street Department, is soliciting bids for the purchase of Winter
Road Maintenance Sand. The Division has historically used between 2000 and 6000 tons per year of material,
All deliveries are made to the Street Department, 9 Stadium Drive, Nashua, NH 03062. The material must meet
the following specifications:

® The sand must be free of all stones with 95-100% passing a #4 sieve,
= §0-100% must pass a #8 sieve.

@ 50-85% must pass a #16 sieve.

e@ 25-60% must pass a #30 sieve.

® 10-30% must pass a #50 sieve.

e No more than 10% must pass a #100 sieve.

° The sand must have a Fineness Modulus of not less than 2.2.

Bidders must submit a sieve analysis of a sample and the Fineness Modulus calculation with each bid.

All material will be tree of frost, silt and clay.

All material will be delivered within 4 days of an order being placed. The quantity delivered will be sufficient
to prevent emergency situations. The orders will be placed by the Superintendent of Streets or his authorized
representative,

All bids are to be quoted based on a Per Ton price.
The minimum delivery will be 20-ton shipments.

All trucks delivering sand must be weighed in accordance with New Hampshire RSA 438, Part Agri403.14.
The City of Nashua reserves the right to reweigh randomly selected vehicles in order to verify the weight of the
product being delivered. The weighing will take place at the Four Hills Landfill, 840 West Hollis Street.
Nashua NH. No fee for such weighing will be charged by the City of Nashua to the supplier of the product.

All prices are FOB delivered to the Street Department at 9 Stadium Drive, Nashua NH 03062.

C. Motion: To approve the contract with Waldron Engineering of Exeter, NH in an amount
not to exceed $76,762 for construction administration services for the Energy
Recovery Upgrade Project. Funding will be through: Department: 169-
Wastewater; Fund: Wastewater; Activity: Energy Recovery Upgrades.

Attachments: Waldron Engineering Contract

Discussion: The Nashua Wastewater Treatment Facility is undergoing an upgrade of its
energy recovery system.

Waldron Engineering is the design engineer and is very familiar with this project.
The project went out bid in August and 2 bids were received on September 6,
2018. The construction portion of this project is being awarded and construction
phase services from Waldron are needed.

Construction is estimated to last 8 months and Waldron’s services include
residential engineering and construction administration. Their cost proposal for
$76,762 is very reasonable when compared to the overall $1.78 million
construction costs. Typical construction phase service costs are around 8 to 10%
of construction costs, while this is only 5%.

City of Nashua Waste Water Treatment Facility - Energy Recovery Generator Upgrade
Construction Administration

i, Executive Summary

Waldron Engineering and Construction, Inc. (Waldron) has compiled a project team witha
depth of cogeneration construction, startup, commissioning, project closeout and waste
water treatment plant operations experience that will ensure success for the Construction
Administration aspects of the Waste Water Treatment Facility Energy Recovery Generator
Upgrade project (ERU Project). The team will implement work on five aspects of the
project

e Construction Observation Site Trips to review ongoing-work during the eight
months of the G.C.

e General Contractor Requests for Information (RFD

e General Contractor Submittal Reviews

e® Start-up & Commissioning of the ERU project

e@ Preparation of Turn-over package and an Operations Manual for the project

Our team uses proprietary, state-of-the art RFI/Submittal tracking databases which are
synchronized with our design specification requirements, making the integration of our
Design teams with our field team seamless. Our proposed lead for Commissioning has
recently completed similar work at Tuffs University and has a great familiarity with CAT
engines and their requirements. We conducted operator training, manage turn-over
packages and close-out documentation on similar projects

The Waldron team has the capability to assist the Waste Water Treatment Facility during
the critical construction and commissioning phases. We have a proven track record and
have delivered similar CHP projects within the established project budget, exceeding the
anticipated performance goal and more importantly, on time completion so that the
Facilities successfully achieved the energy efficiency and economic goal.

Waldron completed over 27 power generation projects from detailed design, construction,
startup and commissioning that enable us to oversee and guide the G.C. to successful
implement your project in the field.

We have the experience to make your project a success. Our CHP project post-design
services have been a large part of what has made our projects so successful through the
years. We are confident to make this project a success for the City of Nashua Waste Water
Treatment Facility.
