SUBJECT: FY20 Additional Budget Amount

During the FY20 Budget process, in a motion made by Alderman Kelly, an additional amount of $65,000
was added to the school contingency account for educational priorities. The purpose of the increase
was for behavioral para educators. Working with the Special Education department we made the
determination that the hiring of a behavior specialist versus adding more para educators would be a
more efficient use of this additional budget amount. Not only does the behavior specialist have the
training necessary to hit the ground running, but we feel they can make a bigger impact on student
needs. That, along with the difficulty we have had recently finding behavior paras in this economy led
us to hiring the behavior specialist position.

We hereby request the additional budget amount be moved into our operating budget in the amount of
$65,000.

Resolution R-19-185 approved 1 million dollars to “Contingency for Educational Priorities” to be
determined at a later date. The BOE met on January 7, to discuss the spending options and approved
the following:

Fountas and Pinnell Guided Reading Materials K-5 $693,568.00
Live Scan Finger Printing Solution $9,270.00
New IT Switches at both High Schools $333,775.00
Total Approved $1,036,613.00

The $36,613.00 excess over 1 million will be covered by the FY20 Operating budget — Computer
Hardware fine.

We hereby request the additional budget amount be moved into our operating budget in the amount of
$1,000,000.00.

Voting on Motion as Amended:

MS. ZIEHM MOVED, SECONDED BY MS. TIMMONS TO APPROVE THE EXPENSES AS
PRESENTED IN THE AMOUNT OF $1,036,613; $37.000 OF WHICH IS COMING FROM THE
FY20 IT BUDGET IT LINE.

Arrangement of tours for BOE members of Nashua School District buildings

Ms. Raymond

asked for this. I asked Dr, Mosley in the fall and 2 years ago if I could have tours of all the buildings. And I asked
if we could have a schedule for the new members have tours of all the buildings, at a time that was convenient for
the schools.

Dr. Mosley

Id be happy to do so. T’ll propose a schedule for people, and they can tell Tara about times that are good for them.
Tl set that up in the next week or two with the Building Principals.. I think it’s a great opportunity, and I'd suggest
you bring your walking shoes. J think that’s a nice opportunity for you to get out and meet faculty and
administration.

Ms. Ziehm
Several years ago we would do a meeting at a different school each time. J just wonder if Administration has any
feelings on that. It was just wonderful.

Dr. Mosley

It’s a very flexible schedule designed for Board members. We'll set up a 1 to 4 week schedule and you can drop by
the schools during those times. You might spend 30 minutes at the high school, and 20 minutes at the middle
school... I really don’t know. We just want to make it convenient for you. The other piece of this is that we do send
out invitations for events district-wide. So if you can’t make it to the schools now, you'll also have an opportunity
to go to events at the schools as well.

I was asking you, and maybe it’s too cumbersome, but we had our Board meetings at a different school each month.
And they would have an opportunity to give some kind of an overview on anything they wanted to that they felt was
good Jearning for the Board.

Dr. Mosley
I would say that because of the recording of the meetings, the ledger, etc. that would be cumbersome and a
challenge. Because everything is already set up here. I'd have to think about that.

Ms, Raymond

And ] think it would be important to ask Mr. Johnson how nvwch that would entail for him. And also check on the
recording, because we have the recording device here. There is one at Central office, but at other schools. It was
very difficult when we had a meeting at Main Dunstable recently. But we can ask Mr. Johnson.

Ive already done it, so if it’s too cumbersome that’s fine. I can appreciate what you're saying. I can see there’s a
lot of updated equipment since I was here before.

Did anyone else have any comments or questions about Dr. Mosicy setting up tours with the Building Principals?

Scope of Work and Task Descriptions
Amendment 1

will not be provided. However, a tabulation of all bid items with the estimated probable unit cost
for each item will be developed for use by the City. A bid form, in a format suitable to the City,
will be provided as part of the Contract Documents for use by the City and its bidders. As noted
above, the estimate should not be construed as an actual price for construction, but merely the
best opinion as to the probable cost of construction. MJ will provide a copy of the quantity
calculations with the final submission of Contract Drawings.

Phase 3C — Final Plans

The final documents for construction will contain plans, general conditions, special provisions,
specifications, and estimates necessary to construct the project in its entirety. A complete set of
stamped drawings in Adobe PDF format will be supplied to the City as well as Word and Excel
files of all the other construction documents, including general conditions, specifications, special
provisions, bid forms, and estimates. The City will be responsible for completing the LPA forms
required by NHDOT with information supplied by MJ. It is assumed that the printing of contract
documents will be completed by MJ and limited to two (2) full-size and five (5) half-scale plan
sets. Contractors will be expected to print their own plans from the supplied PDF files.

Phase 3D — Steering Committee Meetings

The Project Steering Committee will meet once during Final Design prior to project
advertisement. MJ will also present the project to the Board of Alderman Committee on
Infrastructure and the Board of Public Works prior to project advertisement.

MJ will continue to update the project website with meeting information and project documents
through the bidding services phase.

Phase 3E — Project Meetings

MJ will meet with City staff periodically during the Final Design Phase. It is assumed that two
(2) MJ staff will attend and facilitate these meetings. MJ will generate meeting notes that will be
distributed after each meeting. It is assumed two (2) meetings will be held during Final Design.

Phase 4 — Bid Services

Bidding phase services have been included to assist the City in advertising of the project. MJ
will perform the following Bid Phase support services:

1. MJ will provide the City with electronic versions of the plans and specifications to
make available to prospective contractors. Paper copies of the plans and
specifications will be sent to the City and two (2) plan rooms. No paper copies will
be made available to prospective contractors.

2. Attend the pre-bid meeting to assist the City with the presentation of the project to

the bidders and respond to questions posed by the prospective bidders. Conduct a
pre-bid walk-through of the project site as part of this pre-bid meeting.

This purchase is contingent upon the Bond Resolution being approved in February.

Nashua Fire Rescue and the Purchasing Department recommend the award of this purchase in the

ANALYSIS

This resolution authorizes the transfer of $65,000 from Account 70112 “Contingency for
Educational Priorities” into the School Operating Budget for the purpose of funding a Behavioral
Specialist position.

Charter Sec. 53 permits the Board of Aldermen to transfer any unencumbered appropriation
balance or any portion from one department, fund or agency to another.

NRO 5-130, H provides that ““when proposed legislation to transfer or re-appropriate a particular
appropriation or purpose thereof has had its first reading, such funds shall not be expended or
transferred while the legislation is pending”.
