2020 Landfill Water Quality Testing and Monitoring Change Order #1

To approve Change Order #1 to the contract with Chemserve Environmental
Analysts of Milford, NH for water quality testing and monitoring services at all of
the City of Nashua landfill sites for the Solid Waste Department in the amount not
to exceed $29,888. Funding will be through: Department: 168 Solid Waste; Fund:
Solid Waste; Account Classification: 55 Other Contracted Services.

Revised Schedule of Values and Change Order

The Solid Waste Department is requesting Change Order #1 to the current three
year contract with Chemserve Environmental Analysts for water quality testing and
monitoring services at all of the City of Nashua landfill sites.

After the execution of a 3-year contract with Chemserve Environmental, the scope
of work changed due to increased testing requirements established by New
Hampshire Environmental Services (NHDES). New testing for Per and
PolyFluoroAlkyl Substances (PFAS) is the biggest reason for the added expenses
along with an increase in the number of wells the Solid Waste Department has been
required to test.

As a result the Solid Waste Department requires an addition $29,888 to complete
the work required for the rest of FY21, which is the final year of the contract. This
amount includes $10,770 to pay for work that has already been performed and
$19,118 to complete the rest of the testing as shown in the attached revised schedule
of values.

Phase IV Landfill Permit Application —- Response to NHDES Comments

To approve services from Sanborn Head & Associates, Inc. (SHA), of Concord,
NH in an amount of $30,000 to address New Hampshire Department of
Environmental Services (NHDES) comments to the Type 1A permit application
for the proposed Phase IV secure landfill expansion. Funding will be through
Department: 168 Solid Waste; Fund: Solid Waste; Activity: Expansion Phase 3
and 4.

The NHDES has completed their initial review of the Type 1A permit application
submitted by the City in July 2020 for Phase IV of the secure landfill expansion.
In correspondence to the City dated November 20, 2020, the NHDES requests
additional information in order to deem the application complete. The Solid
Waste Department is requesting $30,000 for SHA to address the request for
additional information. Once deemed complete, NHDES will begin a technical
review of the permit application. When that process begins additional funding for
SHA will be required at that time to address comments from the technical review
and to continue the permitting process.
