PURPOSE: Authorizing the expenditure of $1,810 from the Conservation
Fund

EISCAL NOTE: Fiscal impact is the expenditure of $1,810. The current

balance of the Conservation Fund (Fund #4080) is $1,599,743.

ANALYSIS

This resolution authorizes the City to expend $1,810 from the Nashua Conservation Fund for
funding supplemental invasive removal work at the Joyce Park Wildlife Sanctuary intended to
enhance the user experience of the recently improved trails in the area. The Conservation
Commission approved this expenditure on December 7, 2021.

NRO §5-118 provides that monies in the Conservation Fund may be expended by the
Conservation Commission in accordance with applicable law and ordinances, subject to the
approval of the Board of Aldermen. RSA Chapter 36-A provides that money may be expended
from the Conservation Fund consistent with the purposes found in that chapter, which broadly
includes “the proper utilization and protection of the natural resources” of the City.

ECONOMIC DEVELOPMENT GRANT ACTIVITY “GRANTS TO LOCAL ARTS
AGENCIES”

CITY OF NASHUA

In the Year Two Thousand and Twenty-Two

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua is
authorized to accept up to $150,000 from the National Endowment for the Arts, American
Rescue Plan (“ARP”) Grants for the purpose of providing sub-grants to the local nonprofit arts
sector in response to and recovery from the COVID-19 pandemic. This funding shall be in effect

through November 30, 2023. No local match is required.

The Mayor is authorized to enter into any grant agreement or other documents necessary
to further the purposes hereof.

ORDINANCE

ALLOWING ALDERMEN PARTICIPATING IN MEETINGS THROUGH VIDEO
TELECONFERENCING TO BE THE PRESIDING OFFICER AND CONDUCT THE
MEETING

CITY OF NASHUA

In the Year Two Thousand and Twenty-Two

The City of Nashua ordains that in Part I “Administrative Legislation” Chapter 5
“Administration of Government”, Part 2 “Board of Aldermen”, Article I “General Provisions”,
Section 5-7 “Meetings”, subsection G of the Nashua Revised Ordinances, as amended, be hereby
further amended by adding the new underlined language as follows:

“§ 5-7. Meetings.

G. If the member participating by telephone is the Board President or the Committee
Chairman, then the Vice President or Vice Chairman, respectively, shall assume
the role of presiding officer for the purposes of conducting the meeting. In the
absence of the Vice President or Vice Chairman, the board or committee shall
nominate a protem presiding officer. Ifa member is participating through video
teleconferencing, that member may act as presiding officer for the purposes of
conducting the meeting.”
