To whom it may concern:

| write to you today to voice my opposition stance in the continuation of the barriers on Main
St. in Nashua. | am a current restaurant owner at 215 Main St. While the barriers make way for
extended seating that only fill up on Fridays and Saturdays, it causes such an inconvenience
with traffic and deliveries. The first year of the barriers there were very few cars on the road
due to the lockdowns and the unknowns of COVID 19, but last year was a nightmare of traffic,
delayed deliveries, and it was tough for our foot traffic customers to get to our shop.
Unfortunately, we are on the wrong side of the PAC so there is a chain link fence and then
endless barriers that have our customers walking all the way around unnecessarily. | believe our
downtown thrives with all of our shops and stores not just the restaurants. If we want to bring
our community to our amazing downtown area, it is best to work together and ensure there is
adequate parking, access to shops, access to restaurants and a more pleasant driving
experience in the area. The construction all around creates enough traffic and the barriers just
make it 10 times worse.

Ultimately, | am not opposed to working together to figure out another way for outdoor dining
to be extended. Please consider an alternate process for outdoor dining while incorporating all
of the other businesses that make our downtown So great.

Greetings,

] have owned the Marc Plamondon State Farm Agency at 224 Main Street for 20 years. | wanted
to let you know my opinion regarding the barriers placed on Main Street and East Pearl St.
during March-November. It is my understanding that there is an upcoming Board of Alderman
meeting, and that during this meeting there will be discussion and a vote on extending the
barriers for three years.

I can understand and support the reasons why the barriers were put up in 2020 to allow the
restaurants to expand their outdoor seating areas. However, this past year they created many
traffic issues and other problems for downtown businesses. There is very little parking on Main
Street for both the restaurants and other businesses. As a result of the barriers, there is so much
traffic congestion - almost every day between March and November I would sit in traffic through
several light cycles as a result of the four lanes being reduced to two lanes.

l actively avoid Main Street during that period as a result of this. Many of my clients feel the
same way. At the end of the day, it is common for traffic to be gridlocked the entire length of
Main Street from my office (across from City Hall) to Peddler’s Daughter. I’m not sure the
traffic lights were ever adjusted for this as well. It has taken me up to 20 minutes to get from my
office to the top of Main Street when I am headed home at night.

It is a huge safety issue as well, in terms of getting fire trucks and emergency vehicles
through. Luckily, the Main Street area has not had any catastrophic events during this time
period, but if they did, the barriers would greatly impede any progress they would make.

The restaurants that are currently open on Main Street have plenty of sidewalk areas for their
outdoor dining during the summer months. I completely support that. But to continue to place
the barriers on Main Street and surrounding streets (especially for three more years!!), and
reduce the traffic lanes on Main Street would create so much difficulty for the other businesses
as well as for people who work here or would like to shop downtown. Please consider this my
vote as a business owner in downtown Nashua, against placing the barriers on Main Street.

Dear Nashua BOA,

My name is David Moraros and | own Dave’s Quality Dry Cleaning at 84 Canal Street. | am a
native of Nashua and my family has owned this business for over 59 years!

The purpose of my letter today is to express my strong opposition to the Jersey Barriers. The
barriers served their purpose during the height of the pandemic to help restaurants with expanded
outdoor seating. Restaurants have survived and in fact they can’t even staff the expanded outdoor
seating due to staffing shortages affecting all businesses. | AM in support for outdoor seating like it
used to be pre-pandemic which is directly on the sidewalk in front of the individual restaurant.

The barriers have actually hurt other types of business’ like mine. My customers and employees
have complained since the barriers first went up because of the nightmare maneuvering through
barriers, traffic and parking. We have actually lost business because people are avoiding the
downtown. It is not reasonable to help one type of business while hurting others. In addition, the
barriers are a severe problem for emergency vehicles such as Fire, Police and Ambulances to navigate
through main street and their response times have been delayed.

| strongly urge the City of Nashua to rescind the ordinance pertaining to the Jersey Barriers and
have them permanently removed.

Dear Board of Alderman ;
My name is KC Darrell, | am the owner of Darrell’s Music Hall located at 75 Main Street here in downtown Nashua. My family

business has been at this location now going on 40 years.

During our 4 decades of establishment in Nashua, we have seen downtown go through many changes. In the spring of 2020, we
supported the expanded dining area provided by the barriers. During the spring of 2020 the expanded dining brought a
vibrancy to downtown we had not seen in years. While most other communities were still living under restriction, Nashua was
open! This caused a magnet of activity to downtown Nashua to those looking to get out and back to normaicy,

During 2020, most people were still working from home, leaving very little commuter traffic. Although the barriers took up
valuable parking spaces, finding parking wasn't an issue because most downtown offices were still closed and working
remotely, The expanded dining was a great success and we were happy to see all the restaurants thrive.

In the spring of 2021 the barriers returned. Other communities had opened, indoor dining was now allowed, and the buzz of
activity did not return the way it had in spring & summer 2020. Downtown offices opened, people returned to work, and the
traffic returned to normal. The barriers had a far more negative impact on our business than any positive.

The barriers caused many challenges for us in 2021, The traffic was horrendous. Our delivery trucks were either blocked, or
would have to block the street themselves to get in and out of our building. The orange barrels placed around the barriers in
front of our building, and large orange electronic construction sign blocked our business from the road. As summer went on,
the traffic grew and there was grid lock at every intersection downtown. Notably at the intersection of Water & Main Streets.
Whole light cycles would go through without moving at all. It became a deterrent to most visiting downtown. Customers that
would come downtown, could not find parking and call to ask where to go.

lama patron to many of the downtown restaurants and want to see everyone thrive! However, | feel those establishments
may be avoided like the rest downtown because of the constraints of those barriers. | support the restaurants being able to set

up outside on the sidewalks or expand along the sidewalks further. However barriers are excessive and should not be set up
this year.

To the Mayor and Board of Alderman,

| write to you in opposition to the continued use of the concrete Jersey barriers going forward. | am an attorney
practicing in Nashua adjacent to Main Street and | frequent various Main Street businesses several times a week. It was
encouraging in 2020 to see the Mayor and Board of Aldermen adeptly and creatively assist our downtown restaurants
continue serving their clients outside when they could not inside. My concerns over traffic were unfounded when it
became clear that most people were not shopping and dining to the extent that they had previously.

In 2021, traffic returned with a vengeance, On more than one occasion, I’ve witnessed an ambulance struggle to push
through traffic that has virtually nowhere to go. On many occasions | have spent an agonizing ten to fifteen minutes
traveling from City Hall to the top of Library Hill.

The Jersey barriers provide limited benefit to the restaurants. For one, not all Main Street restaurants even use the extra
space. Second, the weather has to be nearly perfect to see substantial use. Rain, heat, wind, and sunshine all have to
cooperate or else the patrons don’t bother.

| hope that you will vote to permanently discontinue the use of the Jersey barriers downtown and maintain the normal
flow of traffic.

I write as a downtown business owner on Main Street. [ have been a Barber on Main Street for over three years
and as a Barbershop owner for the last cight months.

I am aware that the Board of Aldermen are considering putting the Jersey barriers up again downtown this year. |
write because my schedule does not permit me to appear im person al your hearing. While it was positive to have
them in 2020 to allow the restaurants to have the greater sealing needed to survive when the Covid space
requirements were so strict, but things have changed and justification is no longer the same. Frankly, the barriers
in 2021 greatly impeded having adequate parking and traffic flow, besides bemg a distraction and deterrent to our
downtown. Other than the restaurants, and many other businesses have secn a drain on daytime business life
being greatly reduced. The barriers have come at the cost of daytime business. Many downtown stores and
businesses, mine included, have been impacted regarding parking and access by the presence of the barriers. At
this point it appears that the downtown (non-restaurant) businesses have all the inconveniences of the barriers and
don't even have the benefit of many restaurants being open for lunch. J am grateful that many of the restaurants
did make it through the huge problem, which was Covid in 2020, and I think it is fine to let the restaurants
continuc to have seating on the sidewalks as they have had for years. Bul we need to return to the carlicr policy
and keep downtown Nashua free of the barricrs. There were some innovations with the pandemic that were and
are good to consider keeping in some fashion, but the barriers are not one of them.

To the Nashua Board of Alderman:

Charron Medical Equipment is an essential business and has been on the frontlines of
the Covid19 pandemic. Our employees have worked through the worst of the
lockdowns. We were here on Main Street in 2020 when the barricades were installed to
help the restaurants reopen with expanded outdoor dining. We believed this was
important to get people back to work and to help restore our community with a small
amount of normalcy.

That was in 2020. Now comes 2021 with barricades again. We sincerely believe that
ALL businesses on Main Street should be permitted the opportunity to succeed and
thrive. That was not the case in 2021. Many of our customers are elderly or disabled
and had difficulty finding parking near our store because of the barricades on Main
Street. So, they chose not to come in for their much-needed medical equipment. This
has broad and deep implications for the health of our community.

Our employees travel to work from out of town and the elimination of two lanes means it
takes 2-3 times as long to travel Main Street getting to work. Our delivery truck must
plan extra time for the traffic on Main Street when there are just two lanes. The effect
has been fewer patients served because of the barricades.

Therefore, we DO NOT support the use of barricades for expanded outdoor dining. We
DO support outdoor dining and our local restaurant businesses. In fact, we support
them as customers; we are frequent patrons of all the restaurants on Main Street. But
even our staff has found that with the barricades it takes too long to order take-out from
a restaurant on the other side of Main Street. We cannot pick up the food and get back
to the south end of Main Street with enough time to eat.

The proposed ordinance will effectively cause economic hardship for certain businesses
on Main Street in favor of other businesses on Main Street. We think this is unfair and
wrong. The proposed ordinance will effectively support and promote customer activity
for some shoppers while impeding the ability of other customers (i.e., elderly and
disabled) from shopping on Main Street. We have seen this firsthand in our store during
2020 and 2021. We cannot tolerate another year of this unfair and unwarranted
preference for some businesses and customers over others.

in 2022, Main Street should be open for business for all customers and all businesses;
Covid19 protective measures like mask wearing and social distancing can continue to

occur without the barricades on Main Street. Outdoor dining will continue to occur
without the barricades. We believe the overreaching ordinance for expanded outdoor
dining and barricades on Main Street should not be adopted because it is restrictive to
general commerce, discriminates against certain shoppers, and promotes economic
preference for some businesses over others.
