Removal of the Barriers

When COVID hit our community and strict mandates existed, our restaurants were struggling
and there was a need for intervention downtown. The barriers were incorporated to create a
safe dining environment.and open the area back up for patrons and employees. As we have
progressed through COVID and people are back to work and restaurants are at full capacity,
the barriers are now a nuisance. The traffic, lack of parking, and inconvenience has shop-
pers avoiding the area, resulting in a significant loss of business. It is time to move forward
and permanently remove the barriers and support the hundreds of businesses that are now
negatively affected.

Hi Lori!

I hope that all is well with you! Thank you for all the service you provide Nashua as the President of the Board
of Aldermen.

It is my understanding that the Board is considering installing the barriers again downtown next year, While it
was understandable to have them in 2020 to allow the restaurants to have more seating when the Covid space
requirements were stringent, that justification no longer exists. The barriers in 2021 greatly impeded having
adequate parking and traffic flow, besides being an eyesore. How great downtown now looks with the return of
Main Street as it was planned to be.

As someone who has worked downtown for almost 40 years, I have seen the vibrant daytime business life
nearly completely evaporate. It is great that now there are more restaurants and they are open at night, but
promoting the success of the nightlife with the barriers has come at the cost of daytime business. What store or
business wants to open when parking and access are limited by the presence of the barriers? There are actually
fewer restaurants open at lunchtime now than there were before the barriers were put up, so downtown working
people have all the inconveniences of the barriers and don't even have the benefit of many restaurants being
open for lunch.

You probably have also seen the photos of the fire trucks frozen to the building where Martha's is located. Great
historical photo but also a reminder that disasters happen and emergency vehicles need access to buildings, as
well as the ability to get through the streets. We have been lucky there have not been any disasters so far that
were harder to fight because of the barriers, but I certainly have seen many ambulances struggling to get
through downtown with only 2 lanes remaining of the original 4 plus the 2 parking lanes.

My last comment is more subjective and I am sure there are different opinions, but to me the barriers are very

unattractive and spoil the looks of downtown.

I think it is fine to let the restaurants have seating on the sidewalks as they have had for years. Please return to
this policy and keep downtown Nashua free of the barriers. There were some innovations with the pandemic
that are good to keep, but this is not one!

Ladies and Gentlemen —| cannot attend tonight’s meeting due to Holiday commitments but would like to express my
support for the permanent removal of the barriers on Main St and surround roads.

| truly believe the barriers have served a valued purpose during this time of Covid in helping our local restaurants. Since
all restaurants are now open for business and masks are no longer mandatory it is essential that we now allow a normal
downtown to exist.

That would be one without barriers. I’ve talked to numerous people about the situation and even some restaurants and
they are in agreement to remove them permanently. The barriers cause too much traffic and parking issues which in
turn have a negative effect on other Merchants and downtown businesses(ie: lawyers,banks,stores and the like).

Let’s go back to how we always had sidewalk dining —-1 believe the sidewalks are wide enough to entertain an adequate
number of patrons for the businesses. It’s worked in the past and should work in the future.

Attached are signatures I’ve gathered for those who oppose the barriers. It is also important to include out of town folks
as well since they too want to continue to enjoy the positive aspects of downtown.

Thank you for listening to a local businessman who is successfully operating a 4" generation business for 109 years in
downtown Nashua!
