gone through this. Those communities, if it wasn’t clear, Manchester, Haverhill, Berlin, Franklin and
Nashua. So these were the communities around the State that the Active Recreation Workgroup a few
years ago identified as having socioeconomic indicators that showed that they were a little bit more
vulnerable for these classic indicators of not a thriving wealthy community.

That pretty much wraps up our presentation. | am sorry again that we are not the children from the
Boys & Girls Club. But if you’ve got questions, we’d be happy to answer them.

President Wilshire

Well you did a wonderful presentation. So we thank you and the students who couldn't be here, but we
appreciate the work, this is awesome, really good stuff. Thank you so much.

Alderman Lopez

| actually have a question for the President, but | guess also the presenters, because this is about
hearing children’s voice, could we as a Board make an effort to go to where they are? Because we
have had Aldermanic meetings in other locations before, we are planning a special meeting. So if they
are willing to host us, why wouldn’t we just have a special meeting there so that they could present to
us directly without them having to transport themselves?

President Wilshire

That sounds like a great idea. Maybe we can work that out. Anyone else? Thank you very much. We
really appreciate you coming before us this evening.

e Alexis Durant update on her volunteer work with the homeless
President Wilshire to recognize Alexis Durant
President Wilshire

Lexie came before us last November and did a presentation on her volunteer work with the homeless.
She is here tonight to give us an update on what she has been doing since them. So welcome.

Alexis Durant Thank you. Hi, | am Alexis Durant as Lori has told. | just wanted to kind of update the
Aldermen on what we have done since the last time we met in November of last was we have had three
fundraisers. One was at Life Care Center of Nashoba Valley in Massachusetts. The other was at Life
Care Center in Auburn also in Massachusetts. This year we have decided to not only help out Harbor
Homes two group homes but also Marguerites Place and Bridges.

We have fundraising happening now actually at Jenny the Groomers on Amherst Street. We also have
a fundraiser on December 7" from noon to 6 at Palm Square. The details will be on the fliers we are
passing out. At that we will have a silent auction, with the silent auction will be two Bruins Tickets, A
Ride Along for 2 people with Nashua Police and Breakfast with the Fire Chief and breakfast with our
Mayor. There are many things happening, we are sure to please everyone, young and young at heart.
There’s also a fundraiser happening December 14" and 21° at Life Care Center of Auburn in
Massachusetts. We hope you all can attend on December 7" at Palm Square.

President Wilshire
That’s exciting with everything you have been doing, that is really impressive.

Ms. Durant Thank you. Are there any questions?

Unknown Speaker Can | just mention one added thing? Alexis has been very vocal about wanting to
support Women & Children’s issues. It was her idea that we increase our fundraising efforts to also
include Margarete’s Place and Bridges. To be able to do that successfully, as she mentioned, our big
fundraiser is December 7" at Palm Square. We have a lot more activities going on that date. Last year
we had basket raffle and a straw raffle. This year, as Alexis mentioned we have the Silent Auction, we
have over 100 baskets that we are going to be raffling, we have the straw raffle which you’ve got to
come in to see what it is, because it is a fun thing. It doesn’t raise a lot of money, but it is addictive.
Then we have adopt a stuffed animal; so there’s a lot of new activities going on. We have some people
who have agreed to be banner sponsors and have paid a fee so that they can promote their products
on that day. So there is a lot of activities going on on that day and | hope you will be able to attend that.
And thank you for your time.

Alderman Richard A. Dowd gave an oral report of the Budget Review Committee of November 25, 2019
regarding proposed Resolution R-19-189.

Alderman Dowd

At the Budget Meeting we had discussion on the electric car and the backup server. There was some
discussion about alternatives to the backup server and it was discussed by IT that those were far more
expensive that what we are proposing. This is critical to the safeguard of the City of Nashua’s IT
Infrastructure. So it was passed unanimously by the Budget Committee.

Alderman O’Brien

If | may, you did, it is on my docket to be read but basically what it is relative to the acceptance of
appropriation $25,000.00 from JSI Research and Training Institute into the Public Health and
Community Services Grant Activity, Fiscal year20 Environmental Health Tracking. So! am sure it helps

the Health Department in their community work, unless somebody has a better explanation.

Alderwoman Melizzi-Golja

| believe at our Human Affairs Committee meeting and Alderman Caron may be able to help me, this is
a continuation of the money that the Health Department has been receiving to follow specifically lead
poisoning and looking at the tracking of where incidents are and the cleanup and providing blood lead
testing for members of the community. | believe they are not only doing outreach by then also the
blood lead testing they are doing in the clinic.

| just have to say | think it’s great we are purchasing a Leaf, even if it is used. | remember many years

Alderman Laws

| would like to respectfully disagree with my colleague, and | say that I’ll support this but | wish we were
getting a cybertruck. I’ve been watching videos on YouTube for the last week.

Alderman Lopez

| have two questions to the Chair to the Mayor. The first one | guess is will this be see-through.

Mayor Donchess

Unfortunately no.

Alderman Lopez

And the second one is it was my understanding from the conversation that we had that this is to be
used by you for transportation?

Mayor Donchess

Correct.

Alderman Lopez

Do you already have a vehicle and is it also an electric car?

Mayor Donchess

No what | drive now is a Ford Hybrid so-called Fusion and that gets OK mileage but not like this will.

Alderman Lopez

So we would ultimately be reducing impact, other than having the Mayor ride around on a bike.

Alderwoman Kelly

Thank you just to comment on the electric car since everyone is | am happy to see the City move
forward with our energy reduction efforts. While a Leaf for the Mayor is small, it's a move that shows
we are committed to that and hopefully we can keep expanding.

President Wilshire

It’s a start, right?

Alderwoman Kelly

It’s a start.

AUTHORIZING STOP SIGNS ON DINSMORE STREET AT ITS INTERSECTION WITH

Given its second reading;

MOTION BY ALDERMAN DOWD FOR FINAL PASSAGE OF O-19-058
ON THE QUESTION
Alderman Dowd

I'd like to talk to it. Yes, the stop signs are actually on Douglas Street; Alderman Jette pointed that out
the way it was written was probably confusing but the reason they are not on Dinsmore Street is it is a
hill. The reason for the stop signs on Douglas is because it is a blind entrance into Dinsmore Street.
Dinsmore Street comes down from the school; so this is to prevent accidents.

ON THE QUESTION
Alderman Dowd

I'd like to speak to it. Yes, | don’t know if anybody has been at the intersection of Charlotte Street and
Charlotte Ave. lately, but the BPW has painted a red squaring curve that some people just ignore, but |
found out today, at the State it looks like it is approved, our plan that we submitted 5 years ago, putting
in a new sidewalk on the opposite side from the school on Charlotte. They will also make that a more
permanent squared corner. This 3-way stop is part of that. Earlier this year we had a car go around
that corner, hit a car that had stopped for kids crossing in the crosswalk. So we are trying to prevent
children from getting hurt.

ESTABLISHING A HANDICAPPED PARKING SPACE IN FRONT OF 13 NORTON STREET
Given its second reading;

MOTION BY ALDERMAN KLEE FOR FINAL PASSAGE OF O-19-060
ON THE QUESTION
Alderman Klee

I'd like to speak to it. Yes thank you. This came to me I'd say early January/February of last year of a
family who rents from the place that they live, and the owners are on board with this also. She has a
teenage son who has a disability and issues trying to get in and out of her apartment. Putting this
handicap parking space in front of her home is not dedicated to her home, she realizes and
understands that it could be used by anybody else that were handicapped in there. But it is less likely
considering it is right in front of that particular unit, so | feel comfortable going forward with it. She went
and did all the things that she needed to make sure that her car would be handicapped, in other words,
meaning that she got the appropriate placards and license plates and so on; going through the doctor’s,
going to the State and so on. She has done her due diligence and then it came to the summer and so
on, so we finally worked through all the ins and outs of it and were able to get through to it.

When this originally came through | was considering trying to work with Alderman O’Brien about
possibly putting a sunset clause in this which | think for residents we may want to consider that in the
future. There are a lot of concerns about putting in a sunset clause as to how do we go about and who
implements it and so on and | did not want to delay this, so | did not put one of those into this. | would
like this to go forward. Ms. Rice was going to be here, but she had car problems, she was going to
speak to this at the beginning of the meeting but had car problems and couldn't make it. So | told her
that | would speak to it as | was the one who put it forward. | would like to see this get a favorable vote
and thank you so much.

Alderman Clemons

l’ll just say just to back up the previous speaker it is not without precedent that the City has done similar
things both for residents and businesses. When Rice’s Pharmacy was still on Main Street there was a
handicap parking space outside of their business because a lot of the patrons were handicapped that
went there and it was convenient for them. So we’ve done things like this before in the past and
typically when the need is gone, you'll hear from like the business that moved into Rice’s at the time
was a tattoo parlor, they said, they approached the Board at the time and said, “Can you remove this,
there’s not really the need” and so the Board rescinded that. So | would imagine if a new resident
comes in there that doesn’t need that, we probably would hear from them. The need for a sunset
clause, in my opinion, isn’t overwhelming when the community will reach out to us when these things
have, when the time has come for these things to change.

MOTION CARRIED

Ordinance O-19-060 declared duly adopted.
