Pursuant to NRO § 5-74 (B), which states that a contract that extends from the current fiscal year into
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the

Bid |FBO410-112219 independence Day Fireworks Display was opened on.11/22/19. Atlas Pyrovision
Entertainment was the only Bid received from the five companies we sent the Bid to. They have provided
this entertainment in the past and.have always done a great job,

This contract with Atlas PyroVision Entertainment of Jaffrey, NH is a three (3) year contract with an option
for year four (4). 2020 i is $17, 450, 2021 is $17, 500, 2022 i is $18, 000 and 2023 is $17,500. Since this is under
the $25,000 threshold annually, it was not necessary t obtain approval of the Finance Committee. | am
requesting the approval of the full Board of Aldermen for the award ofthe following contract:

Contract for Atlas: PyroVision Entertainment. This | isa three (3) year contract with an option for year four

(4).

Dear Purchasing Agent:

Thank you for including Atlas PyroVision Entertainment Group, Inc. in your invitation to bid.
Atlas has produced Nashua’s 4" of July fireworks display for the last 4 years and we would
love to continue working with the City of Nashua and entertaining your community.

Atlas has been producing fireworks displays throughout New England for 70 years,
performing nearly 700 displays annually over the last 5 years. The technician assigned to
your display would be Chris Bergeron, NH license # 20 is attached. Chris has been in the
fireworks industry for over 30 years and has fired the Nashua display for the last 3 years. The
display will be electrically fired, which allows the technician to contro! the timing of each
shell, providing a more cohesive look to the display. The opening and main body of the display
wil] last approximately 20-22 minutes, followed by the grand finale which will last 3-5
minutes. The licensed technician will be in contact with the Parks and Recreation Department
to determine the exact timing for the display.

Enclosed please find the shell listing with quantities and descriptions, alang with the Bid
Summary Sheet and References. As with all Atlas displays, we will provide for all permitting,
insurance, transportation, licensed technician with crew, set up, firing and breakdown of the
display, Additionally, the licensed technician will return the following morning to complete a
thorough first light search of the display area.

Luminaire Specifications

Housing

Die cast aluminum housing with universal
two-bolt slip fitter mounts to 1-1/4” to 2”
(1-5/8” to 2-3/8” O.D.) diameter mast arm.
One-piece aluminum housing provides passive
heat-sinking of the LEDs and has upper surfaces
that shed precipitation. Four-bolt mounting
bracket is available. Mounting provisions meet
3G vibration per ANS! C136.31-2001 Normal
Application, Bridge & Overpass. Mounting has
leveling adjustment from = 5° in 2.5° steps.
Electrical components are accessed without
tools via a high-strength, non-conductive
polycarbonate door with quick-release latches.
Polycarbonate material meets UL 746C for
outdoor usage. Available rubber wildlife guard
{RWG option) conforms to mast arm with no

gaps.

Light Emitting Diodes

Hi-flux/Hi-power white LEDs produce a
minimum of 90% of initial intensity at 100,000
hours of life based on IES TM-21. LEDs are
tested in accordance with IES LM-80 testing
procedures. LEDS have correlated color
temperature of 3000K (WW), 4000K (NW), or
SO00K (CW) and 70 CRI minimum. LEDs are
100% mercury and lead free.

Performance Data

Optical Systems

Micro-lens optical systems produce IESNA Type
2 or Type 3 distributions and are fully sealed

to maintain an IP66 rating. Luminaire produces
0% total lumens above 90° (BUG Rating, U=0).
Optional house side shield cuts light off at 1/2
mounting height behind luminaire. Cul-de-sac
shield provides back and side light control for
end of cul-de-sac applications, Both shields are
field installable without tools.

Electrical

Rated life of electrical components is 100,000
hours. Uses isolated power supply that is
1-10V dimmable. Power supply is wired with
quick-disconnect terminals. LED drive current
can be changed in the field to adjust light
output for local conditions (not available with
PCRS-CR or PCR7-CR options). Power supply
features a minimum power factor of .90 and
<20% Total Harmonic Distortion (THD). EMC
meets or exceeds FCC CFR Part 15. Terminal
block accommodates 2 to 14 gauge wire. Surge
protection complies with IEEE/ANS! C62.41
Category C High, 20kV/10kA.

Controls

3-Wire photocontrol receptacle is standard.
ANSI C136.41 5-wire (PCRS) or 7-wire (PCR7)
photocontrol receptacles are available. All
photecontrol receptacles have tool-less
rotatable bases. Wireless control module is
provided by others.

Finish

Housing receives a durable, fade-resistant
polyester powder coat finish. Finish tested to
withstand 3000 hours in salt spray exposure
per ASTM B117. Finish tested 500 hours in UV
exposure per ASTM G154 and meets ASTM
D523 gloss retention.

Consortium™ qualified 120-277V product.?

except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.
The Superintendent Wastewater Department, the Board of Public Works (November 21, 2019 meeting)
and the Purchasing Department recommend the award of this contract in an amount of $1,237,677 to

RESOLUTION

TO ESTABLISH A COMMITTEE TO DRAFT A MASTER PLAN

CITY OF NASHUA

In the Year Two Thousand and Nineteen

RESOLVED by the Board of Aldermen of the City of Nashua there is hereby created a
Master Plan Development Committee which is tasked with developing a revised master plan for
the City of Nashua for consideration of the Board of Aldermen and the Planning Board. Said
committee will be comprised as follows:

Two (2) members of the Nashua Planning Board to be designated by the planning board chair;
The chair of the Aldermanic Planning and Economic Development Committee;

One (1) member of the Nashua Board of Education to be designated by the President of said
board;

The President of Great American Downtown or his or her designee;
The President of the Nashua Chamber of Commerce or her or his designee;

A representative of the Manchester/Nashua Board of Realtors doing business in Nashua selected
as that body shall determine;

The Presidents of Southern New Hampshire Medical Center and St. Joseph’s Hospital or the
designee of each;

The Mayor of the City of Nashua or his or her designee;

The Chief Executive Officer or other high ranking executive of a Nashua employer employing at
least 1000 people to be designated by the Mayor;

Seven?) Nine (9) residents, one eitizens resident from each ward, of the City of Nashua to be
nominated by the Mayor and confirmed by the Board of Aldermen.

A Chair of the committee to be a citizen of Nashua nominated by the Mayor and confirmed by
the Board of Aldermen.

Establish a quorum of nine (9) members of the committee.
