So | requested my file and my sheet wasn’t in there. It was interesting because ;through a series of Right
to Knows, in those e-mail exchanges by the administration, they were talking about my Hearing Sheet. So |
wanted to see it. So when | put that Right to Know out there and the City said, “We will let you see the
Hearing Sheets, those we will make pubic”. Great. | specifically asked, and they said, “It’s going to take a
little while, we need like 6 weeks”. And | said, “Well could | see my own Hearing Sheet”. And they said,
“No we are not going to be able to find it, you’re going to have to wait”. Well it kept getting stalled and
finally in the middle of December they delivered on the first batch. What was interesting was there was a
resident who went and got their property file and found their Hearing Sheet and called me and said, “I found
the Hearing Sheet”. And | said, “Well send me a copy” and this was their Hearing Sheet when they went to
talk to KRT and it said, the taxpayer is requesting a second review, bla, bla, bla. Well this individual, | said,
“Well | put in a Right To Know for my Hearing Sheet because it wasn’t in my file” and they said before they
went and found theirs, they said, well can | put in a Right to Know for mine and | said, “yes, put one in and
see what you get”.

Well the day they got the response back from the City they had gone to City Hall to check if there was a
note in their file that they requested be in there. That’s when they called me up and said, “Hey my Hearing
Sheet is right in my file and here it is”. And | said, “well that’s cool yours happens to be there”. But the City
responded that day and delivered their Hearing Sheet and this is what they gave them, fully redacted,
completely black claiming that all of this is confidential information and you can’t see it. And the person was
irate, like | already got a copy. So the next day | get the response from the City on the first batch. They
send me 62 pages like this. So obviously the City after four months, decided that they weren’t going to
allow these Hearing Sheets to be Public Documents. Hey that’s alright, the City gets to change their mind.
But why would you have your staff and the Legal people in the Department go through and cull through
pulling all of these sheets? They pulled them all and now they are just going to black out, | don’t know how
many there are, there could be 600, there could be 800, there could be 1,000,nobody knows. The whole
interesting part of it is | received notification that they lost mine. So | don’t even get mine.

But this is what concerns me, why didn’t the Legal Department say to me, “Mrs. Ortolano, we’ve changed
our position and we are treating this as confidential information”. | have about 10 of these that | happened
to find in people’s files that | printed to see how they were recorded and what was on them. They are
public in the files down in Assessing that are there. Then somehow Legal said, “Nope it is not going to be
information you can see”. And instead of letting me know and saying, “Mrs. Ortolano we changed our
position, if we give this to you it is going to be all black”. | ended up after the first 62 sending an e-mail
saying, “Please stop, you don’t have to send me a whole bunch of black pages, you’ve obviously changed
your mind”. But | clarified and said, “Is my sheet available” and then | received a letter back that seems to
indicate, couldn’t fully understand it that there was not sheet for me. You know? This is what concerns me.
| don’t want to pay for this. | just feel like it’s not right. And had there been open communication it wouldn’t
have happened.

| didn’t go to the last Board of Assessor’s Meeting but | did read that the City has hired back David Cornell
to work on a dashboard to do some development for reporting systems for the City. | think it is awesome, |
think that’s great. The one thing | would put out there is that there is still a huge resistance on the part of
the City to allow any public input or any public discussion about what’s going on. We saw what happened
with KRT; Kim Kleiner and the Administration that you know we are going to let KRT come in and you folks
in the public can talk to them and meet with them and it got cancelled and it got cancelled and the City
decided they weren’t going to allow that, never really telling us it didn’t happen. Then there was the policy
manual. | tried to give input to the policy manual and the manual comes out and everything that | had
suggested was just thrown into the trash.

Ms. Ortolano So this David Cornell coming is great, but | would like the City to think about letting the public

have some input as to what this dashboard is going to look like and more importantly what the reports are
going to look like because | can tell you that the compatibility of what | want to see in a report so it is useful

to me as a member of the public may not be what the administration is looking for. | don’t care if you say no
rll wait until it is all done and I'll give my whole list. It just seems inefficient to do it that way. | know you
don’t owe that to me, but | think there’s a lot of lack of transparency that continues in this City and this
experience was just dreadful. Thank you.

Mr. Seidel Carl Seidel, 39 Pilgrim Circle. Thank you for paying attention to my questions. | think that the
questions came up because these are important parts. | am glad to hear that you did pay attention to the
objection, but | think you ought to come out and promote when you publicize your response you should
have something that is available. | didn’t see it at the one meeting that | went to, there wasn’t this type of
information. Was there discussion on expansion, because I’ve talked to the superintendent and he said
that he said some expansion plans in the new school. Was that necessary or could that have been delayed
to some other time in the future. They also have a special room that’s going to be for your handicapped
people | think which you thought might return some money on your investment. Is that analyzed, was that
an accurate statement or not? | mean that’s easy to figure out whether it is going to pay back over the
period of time. And a 30-year usage for that? I’ve seen schools with 50/60 years built, why are we only
getting a 30 year? Those are questions that kept coming up but the ones | asked were ones that | thought
could be done fairly quickly and should be presented whenever you are selling this capital project.

| spend four years up there in Concord or four terms in Public Works. When we asked these questions, this
is the answers that we expected, this is the things that we looked for in analyzing any capital project. But |
thank you for your response and | think we ought to put in a better audio system because | can’t hear
anything back there, what you are saying, it magnifies by almost a factor of 100 when | get up here but |
still, some of you have very low voices and | know, I’ve interviewed you on my show. | couldn’t hear you up
here in the first row. So | really would appreciate you putting better speakers in the back.

| am going to take the first remark. | am going to ask Alderman Gidge to come forward, please. Alderman
Gidge, thank you for you years of service on the Board. We would like to present you with this plaque.
Alderman Ken Gidge December 23" 2019 in grateful recognition of your service to the City. Ward 6
Alderman 2018 to 2019, your commitment and dedication is greatly appreciated.

Alderwoman Melizzi-Golja. Alderwoman Melizzi-Golja we present this to you December 23” 2019 in
grateful recognition of your service to the City of Nashua, Ward 8 Alderwoman from 2010 to 2019. Your
commitment and dedication have been greatly appreciated. Very much so, thank you very much.

That will leave Alderman Caron and Alderman Dowd will now become the longest serving Aldermen.

Thank you Madam President. | too would like to say | congratulate Alderwoman Melizzi-Golja. We are
good friends, we will see you around and everything, but it has been my pleasure to serve with you on the
Board and we are definitely going to miss your expertise.

| would like to say to Alderman Gidge the same thing. | know this year you had a pretty tough time with

your illness and | know we did practically drag you out of your death bed on one vote and you did come and
that told me exactly your commitment to public service. | know | serve with you up in Concord up there on

Alderman Harriott-Gathright

| just want to say the same thing | serve with you in the House and everything and you will be missed. |
thank you for your wisdom, Mary. | just want to say Merry Christmas to everyone and Happy Kwanza to my
colleagues as well as the City.

Alderman Dowd

Yes very quickly, | just want to wish Merry Christmas and Happy Holidays to everyone on the Board and
their entire families and a safe Holiday Season. Ken and Mary Ann | have known both of you for many,
many years. Ken and | go back all the way to high school at least. So I’ve known him a couple days. And
of course Mary Ann | am sure we will be seeing you lots as we normally do. Congratulations for all of your
service and Mary Ann was also on the Board of Education with me, and served the City well for a number
of years.

The other thing I’d like to do is I’d like to thank everyone for their support and the vote for the School Bond.
It’s well appreciated by me and when this whole process started it was Alderman McCarthy and myself and
he was leading the charge at that time. | have taken that over for him and it is my intent to make sure that

the project is finished, on-time, under-budget and meets everybody’s expectations.

Alderman Klee

Yes thank you | want to echo the sentiments that it has been great working with Alderman Gidge and
Alderwoman Melizzi-Golja. Alderman Gidge and | do serve up in Concord. Two years ago he was my
seatmate and | was like his wife. | nagged him constantly; probably worse than his wife was. But you will
be missed here though | will still see you up in Concord.

Alderwoman Melizzi-Golja, | often talk about Corporation knowledge; you’ve been amazing, to be able to
learn from you and to hear from you | really appreciate and thank you.

| also want to wish everybody Happy Holidays, Merry Christmas, Happy Hanukah and Happy Kwanza and
all the other ones | am forgetting. | want to echo Alderman Dowd about the School Bond. There has been
a lot of work hard work going and | appreciate everybody’s support on that. It’s also a lot of money so |
understand people’s anxiety on it.

To my Ward, | usually send out a weekly newsletter and for the past two | have been remiss on it between
the Holidays, my computer not working and being a little under the weather, it’s been delayed. It will go out
tonight, | promise. Thank you very much.

Alderman Laws

| just wanted to say the same thing. Ken, your passion is inspirational to me, when | started on the board, |
really appreciate you. Mary Ann, your guidance and wisdom is been invaluable to me and | am going to
miss both of you. | wish everybody on the Board Happy Holidays, have safe ones, thank you.

Klee for supporting that project: donating Christmas trees, donating her time being very engaging with
Veterans | think it sure meant a lot to them and they appreciated having you there. Also Alderman Jette for
helping, me and him were in that venture to start that program.

| want to thank all the Aldermen who came to the Homeless Memorial and especially the Mayor for his
comments and support with the Proclamation. | know the Mayor has written a Proclamation for many years
but no one ever made it quite so convenient as to stick it underneath his window that he could like definitely
attend the ceremony. | think having your presence there was very much appreciated by many people. So |
wanted to thank you for that.

| also wanted, very grateful today, | wanted to thank Alderman Melizzi-Golja who is one of the first
Alderman that | worked through the Cultural Connections Committee. You are a great mentor, you are a
great leader and | am going to miss you on the Board. | am sure | will see you out in the community. And
then Alderman Gidge it was a pleasure to serve with you for a term. | appreciate your passion for arts and |
look forward to seeing you in the community as well. And Happy Holidays.

Alderman Caron

This is the day. So Alderman Gidge, you and | started in politics together up in the State House and all he
did was pick on me because my hat was smaller than the ladies on the other side of the room. She was a
Republican, she used to have big hats. It was great serving with you, we always had a good time unlike
Alderman Dowd, because he’s older so he would have known you longer in school than | did.

And Alderman Melizzi-Golja we have been working since | was on Parks & Recs when Nashua Goes Back
to School started. One of the agreements was that even though she’s off this Board she is still Chairing
that Committee next year.

From my grave | will be on that Committee.
Alderman Caron

Sometimes these things happen, right? So just a reminder since we are on break until after the 1° of the
year, the public should be aware that the inauguration for the 110 Ceremony is Sunday, January 5" at
noontime at Nashua High School North. Our new City Clerk, Sue Lovering, has been working very
diligently with the three-member committee and we got everything just about done. Just a matter of printing
the program; | did remind the Mayor he couldn’t have more than a page for his bio. So everybody has a
little piece of the action. It is going to be a great day so don’t forget to send out your invitations but it is
open to the public.

On that note, | want to wish everyone a Merry Christmas, a Happy New Year, Happy Hanukah, Happy
Kwanza and please be safe, healthy and have a great year. Thank you.

Thank you. | just wanted to thank the outgoing Aldermen for their time and commitment. It has been a
pleasure to serve with you and | will keep short and just say Happy Holidays. Thank you.

Alderman Jette

| too wish to wish everyone Happy Holidays and say goodbye to Alderman Gidge and Alderwoman Melizzi-
Golja, although | understand there are some people happy to see you go so they won’t have to pronounce

your name anymore. | would also like to make note that the President signed a $1.4 Trillion Dollar Budget

recently, hopefully we will get some of that money. It also included raising the tobacco age to 21.

So we didn’t do it here, but they did it nationally so beginning this summer it will be illegal to sell tobacco or
vaping products to anyone under the age of 21.

Alderwoman Melizzi-Golja

Yes thank you. First | would like to address the Middle School Bond. | have been a member of Joint
Special from the time | was on the Board of Education so prior to the signing off on Nashua High School
South. | remember going through that building with Kim Shaw who was on the Board at the time and
looking at blocks in the wall that weren’t put in correctly and doing the punch list. Those Middle Schools
have always been a concern and we’ve gone on and done things to elementary schools, so it’s nice to see
we are finally coming together to address all of the middle schools in one fell swoop.

It has been my pleasure to serve with all of you; some of you I’ve known for awhile and | know you socially.
Others | have gotten to know and am coming to know you socially. | appreciate all you bring to the Board. |
think that it is very important for the public to see us having the questions and the debate that we have here
so they know that we really are thinking about what we are doing and not just, Oh yes this is what we are
all going to do. So | encourage you to continue to ask questions and have debate among yourselves.

As | said to the Mayor if there is something you need me to do, if | can do it, | am more than willing. To my
family who has put up with over 10 years of “No I’m sorry I'll meet you at a restaurant and I'll get there
before you and I'll leave before you finish your dinner but we can talk for 20 minutes”. So | appreciate their
tolerance for that and also several of the restaurant owners who allow us to eat in shifts. That's been
greatly appreciated. So | just say to all of you, Merry Christmas, Happy Hanukah, Happy Kwanza and Best
Wishes for not only 2020 but the 2 years moving forward in your new term. It is never easy and as
Alderman Clemons said, it is never a good year but we do figure it out and | do think that it is just important
to come together and understand that you often have, you always have a greater depth of knowledge.
That’s what you are here for, to read the documents and get the information and make the hard decisions.
And | know you do that and so it is just important that you feel secure in your knowledge and you can’t
always share all of that because frankly no one wants to know the detail That’s why you ran for office and
other people didn’t. | commend you because | know it is hard work so | wish you well. Thank you.

Alderman Tencza

Thank you. First I’d just like to wish everyone Happy Holidays, | hope everyone has a great Christmas and
Hanukah and Kwanza and Happy New Year. Also | would like to congratulate Alderman Gidge. A lot of
people know Alderman Gidge as a local artist, people don’t realize though that he was an entrepreneur
here in town, you were a late night radio host at one point.

He did many,many things, he’s done a lot of great things for the City of Nashua and he will continue to do
so for many years to come so thank you for your service, the Board of Aldermen and up at the State
House.

And then to my Alderwoman, Alderwoman Melizzi-Golja, | think | speak for all of Ward 8 if | am allowed to
do that and say we are going to miss your advocacy here in the horseshoe; everything from the
shepherding of the development, the Flatley Development and how involved you’ve been in that to the
sidewalk projects on East Dunstable Road and everything else you have helped the neighborhood
accomplish in your service here on the Board. We sincerely appreciate it. One of the things that | always
look forward to are the e-mails you send out for the bear sightings up in your neighborhood. | hope in this
spring and fall we still get those e-mails telling us to bring our bird feeders in and tracking all the
movements of the bears up in Lancaster Heights. So congratulations and thank you for your service.

Alderman Schmidt

Thank you. We may have to say goodbye to Alderman Gidge but we don’t have to say goodbye to
Representative Gidge, | am very glad for that. Maybe everybody knows a little bit more about him through
being here, but maybe you don’t know what he once climbed a flagpole and sat on the top. | thought that
would be a good thing, just a touch.

| wanted to thank Mary Ann Melizzi-Golja for all of her help. She has been a tremendous mentor and |
have learned so much, thank you very much. I’ve learned a lot from so many of you, it has been a
tremendous experience. And she’s right, there is a lot of minutia that we have in our heads that we simply
cannot bring out on to the floor here without taking hours and hours and hours. But we do study and we do
understand the issues and we are always available to our constituents if they need us.

| wanted to thank the JSSB, the Joint Special, because | know how hard that’s been. | know if we are
talking about minutia you guys are the kings of minutia. All the information is available on-line as far as |
know. Any questions that you have that you need help with, if you can’t find it on-line, reach out to
someone on that Committee because they have all the knowledge.

| wanted to thank Madam President, she’s been awesome. She stepped up when we needed her and she
has done a terrific job. Happy New Year, Merry Christmas, Happy Kwanza, Happy Everything. Thank you
very much.

Alderman Clemons

Thank you. | want to just say that it’s been a real pleasure serving with Alderman Gidge. Alderman Gidge
has been a close family friend for a very long time. So it’s been great to serve in this capacity with one
another on the same Board. You serve your constituents in Ward 6, including myself very well and you will
continue to do so | know up in the Legislature. Please carry on that work and | hope you are running for re-
election for the House if your health allows it.

Alderwoman Melizzi-Golja | have learned a lot from you over the years. | think we have had a great working
relationship. When | was on the Board previously and then subsequent years when | have come back. We
will mist your advocacy on so many issues here on the Board and | hope you stay involved in Nashua.

With that | just want to wish everybody else Happy Holidays. May it be a prosperous and safe New Year.

| too would like to thank Alderman Gidge for his service on the Board. | never knew you climbed a flag

pole. And we do appreciate Alderman Gidge, the work you will continue to do on the City’s behalf up in
Concord. So thank you very much for that and for your service on this Board, we really appreciate you.

Alderwoman Melizzi-Golja, where do | start? Not only will | miss you, but | will miss Bogdan and Caroline
too, because you just have a great family. Your service has been second to none for your constituents. |
know the last Ward 8 meeting | was at, how highly people spoke of the work you’ve done and the advocacy
on their behalf. So you will be missed. So thank you very much for that. Thank you Mary Ann.

Alderman Gidge, you asked me to come back around to you, so you are up.

Tom Lopez you should be commended for tonight, thank you. As you all know, about a year ago | got
really sick, not dying from back to losing eyes etc. But | am getting much better and in the meantime, as
this was going on | wasn’t here. It was very obvious that when someone is missing you’ve got to work a
little bit longer and a little bit harder and you guys did it seamlessly.

You are elected officials and you are politicians, and politicians usually don’t work together very well. But |
think Nashua we’ve got a lot of praise for Nashua and | think it is because of this Board, not just this one
but down through the years.

Lori Wilshire, | want to thank you very much. You’ve been a good leader, | think it is very important, you’re
a trooper and your compassion, thank you. Mr. Vice President, Mr. O’Brien, everybody needs and O’Brien,
let's face it. You’ve got to have an O’Brien. You did a few things for me that you think were very little, but to
me they were very big. Thank you.

To the Mayor of the City of Nashua, look, he’s the right person at the right time for the right reason. Your
heart is with arts, | know that. You know there can be an art economy, | really wish | could have been more
of a part of it’ Please keep it up. And by the way, about a year ago, if | was standing next to an open
window and he could’ve you wouldn’t ugh like that. It seems that when | get my mind set on something
common sense just goes away. So! apologize and | want to thank you. My wife, Lee and | want to wish
everyone a Merry Christmas, Happy Hanukah, Happy Kwanza and a Happy New Year. And to all of you,
thank you very, very much. | do appreciate it.

expertise, International Brotherhood Electrical Workers (IBEW), Journeymen Electricians/Technicians
and International Municipal Signal Association (IMSA) certified Technicians. One key differentiator for
Siemens is that with the exception of the audit performed by CDM Smith, all work on the this project
will be completed by Siemens employees; we do not require subcontractors to perform this work. This
enables us to maintain full control of the project schedule and the staff/equipment resources required
to keep things on track.

In addition, Siemens’ employees and equipment are dedicated for streetlight and traffic signal
maintenance, To best facilitate any work, we issue insulated “bucket” trucks to all of our linemen and
electricians. Each truck is equipped with all the necessary tools, equipment, and, where feasible,
inventory to perform 100% of the assigned tasks. All vehicles are appropriately marked with the
company logo, Department of Transportation (D.O.T.) markings, and have a company phone, and laptop
computer.

Our vehicles include 2010 through 2014 insulated Bucket Trucks with Altec Articulating Booms, full size
cranes for pole replacement and transportation of poles, service vehicles, mini excavators, and dump
trucks to respond to all traffic signal and street lighting situations including excavation and new
construction. We also have numerous agreements with equipment companies to obtain any additional
equipment quickly,

Key Team Members

For this project, Siemens has identified several key personnel who will oversee this project, and who will
work closely with the City to make it a success. Our branch office, located in Billerica, MA employs
approximately 25 full-time field service electricians, and 10 office-based support staff, including project
managers, energy engineers, service coordinators, accountants, and sales: all specializing in street
lighting and traffic signal maintenance, LED retrofits, and new construction. Resumes for the key
personnel listed can be found in Appendix A — Resumes.

The Siemens Team for this project will include:

The Chief Executive Officer (CEO) is directly responsible for the profit/loss operations of the Mobility ITS
business in the United States, all of its employees and facilities/equipment, and retains authority to bind
Siemens to a contract of this value. The CEO receives regular reports on the status of large projects
from our New England team so that any customer satisfaction, schedule, or resource issues are
immediately addressed at our highest level of management.

The Account Manager is the customer’s primary contact during the project development phase, prior to
the LED installations, and serves to ensure the customer’s expectations are met. The Account Manager
will research the best financing options available (if applicable), address legal issues including all
contract-related documents and ensure that all documentation is in order.
