BID ITEM DEFINITIONS

2017 Landfill Gas System Expansion
Four Hills Landfill
Nashua, New Hampshire

The following describes the Bid Items and the mechanism for payment to CONTRACTOR for
each Bid Item. All incidental costs such as overhead, profit, and insurance shall be factored
into the Bid Item unit prices. All measurements are based on plan view areas and lengths
without consideration of slope. Bidders should factor slope adjustments into their Bid Item
unit prices.

Bid Item No. 1 Mobilization/Demobilization

This item requires that CONTRACTOR furnish and/or deliver to the job site all labor,
materials, resources, and temporary support facilities, including but not limited to portable
sanitary facilities, and equipment necessary to perform the required Work. In addition,
CONTRACTOR shall prepare all required written plans and schedules, including but not
limited to: Site-Specific Health and Safety Plan, initial and progress construction schedules,
and subcontractor work plans. One half of this item will be paid as part of the initial
progress payment after temporary support facilities are set up and construction equipment
and materials are on site. The remainder will be paid for demobilization after the Work is
deemed substantially complete, CONTRACTOR has provided Record Documents in
accordance with the requirements of the Specifications, and CONTRACTOR has
demobilized from the Site, which shall include removal of all materials, resources,
equipment, temporary support facilities, and all remaining construction debris at the
completion of the Work.

Bid Item No. 2 Furnish and Install Dewatering Pumps

This item requires that CONTRACTOR provide all labor, materials, tools, and equipment to
furnish and install dewatering pumps in the existing vertical landfill gas (LFG) extraction
wells where indicated on the Drawings. Labor shall include the removal of existing
wellheads, installation of new well cap assemblies, installation of pumps and
appurtenances, re-installation of the existing wellheads, and connections to compressed air
line and dewatering condensate main. Materials shall include well caps, pumps, fittings,
and appurtenances as indicated on the Drawings. Not all necessary fittings are shown on
the Drawings. CONTRACTOR is responsible for providing all materials needed for a
complete installation of the pump assembly and must ensure that the pump is operational.
This item will be paid on a unit basis for each dewatering pump installed.

Bid Item No. 3 Furnish and Install Air and Condensate Main Pipe

This item requires that CONTRACTOR provide all labor, materials, tools, and equipment to
furnish and install the 2-inch diameter SDR-9 HDPE compressed air pipe and the 3-inch
diameter SDR-11 HDPE condensate main pipe and fittings as indicated on the Drawings
and Specifications. Work shall include:

The settlement period continued into the 1700s as sawmills and gristmills were established to
harness the many streams and brooks throughout the town. The late-1700s were a significant
period for the region due to construction of the 27.75-mile-long Middlesex Canal System linking
the Merrimack River to Charlestown-Boston. Direct water access to Boston markets immensely
increased trade opportunities.

During the 1800s, two massive cotton textile mills were established by harnessing waterpower
with canal systems. Metal manufacturing, iron industries and other heavy industries were
established as ancillary and support businesses to the mills. Railroads built throughout the region
in the mid-1800s dramatically reduced the general expense of travel and transportation of goods,
allowing Nashua's manufacturing and retail sectors, along with its population, to grow and
diversify.

The City Charter was issued by the State of New Hampshire and signed by Governor Noah Martin
on June 28, 1853. It was not until a new charter was written in 1913 that the current form of
government was adopted (The Nashua History Committee 1978: The Nashua Experience. Canaan,
New Hampshire: Phoenix Publishing). The Mayor and fifteen-member Board of Aldermen, as the
chief executive and legislative officers of the City, are responsible for the prudent administration
of the City’s affairs in accordance with laws set forth in the City Charter.

Municipal Services

The City provides services such as police and fire protection; refuse disposal; sewer services and
highway, street, and sidewalk maintenance. It maintains fifty-six athletic fields, four ice skating
rinks, three outdoor swimming pool complexes, and seventeen hard courts. The City also preserves
1,200 acres of park sites including Holman Stadium, a 4,500-seat open-air stadium. The stadium
is used for sports, concerts, recreational activities and other City sponsored events.

Nashua is fortunate to have a municipal airport, Boire Field. It is located in the northwest corner
of the city on 396 acres of land that the Nashua Airport Authority leases from the City. The
Authority was created by State Statute in 1961 and is “tasked with setting policy and procedures
to operate the airport for the City of Nashua in conjunction with the rules and regulations of the
Federal Aviation Administration (FAA) and New Hampshire Department of Transportation,
Division of Aeronautics” (www.nashuaairport.com).

The City is responsible for providing education to its citizens in compliance with requirements
established by the State of New Hampshire. Public education is offered for grades kindergarten
through twelve, providing a comprehensive program of general education, business, and college
preparatory courses. An elected nine-member School Board manages the school district’s affairs
with fiscal autonomy on certain matters; however, the School Board does not represent an
autonomous governmental unit independent from the City of Nashua. Financial management and
reporting, as well as the issuance of debt obligations, are the City’s responsibility.

" excavating for trenches;

« welding and installing the compressed air pipe and condensate main in the trench
where shown on the Drawings;

" backfilling the trench;

" connecting to the existing air supply at existing manhole MH-5 and trenching and
backfilling the air line outside the landfill footprint;

« installing cleanouts for the condensate main;

«installing the air line isolation valve;

"connecting the condensate main to the existing leachate collection system cleanout
(includes trap and bentonite seal);

" relocating excess waste to the active face of the landfill; and

"controlling odors.

Materials include HDPE pipe, fittings, valves, and bentonite for seals related to the air and
condensate main pipe where shown on the Drawings. CONTRACTOR shall furnish and
install any and all fittings (connections, wyes, tees and elbows) required to complete the
work; not all fittings needed are shown on the Drawings. This item will be paid on a per
unit basis as indicated on the bid form.

Bid Item No. 4 Road Crossing Culvert

This item requires that CONTRACTOR provide all labor, materials, and equipment to
construct the road crossing pipe sleeve culvert indicated in the Drawings and
Specifications. The labor includes excavating and trenching for the proposed culvert,
segregating roadway materials for reuse if possible, installing the CMP pipe sleeve,
installing the 2-inch diameter SDR-9 HDPE compressed air pipe and the 3-inch diameter
SDR-11 HDPE condensate main through the sleeve, backfilling and compacting with
Common Fill, and replacing and compacting the existing roadway materials to restore the
roadway section. This item will be paid on a lump sum basis for each crossing. The cost of
the compressed air pipe and condensate main shall be considered part of Bid Item No. 3.

Bid Item No.5 Furnish and Install Wellhead Assemblies

This item requires that CONTRACTOR provide all labor, materials, and equipment to
furnish and install wellhead assemblies including elastomeric adapters for the LFG
collection trenches and Draintube™ surface collectors shown on the Drawings. Wellhead
assembly shall be QED Precision Quick-Change™ Orifice Plate Wellhead (or equivalent
approved by the ENGINEER) and must be compatible with the CES/LANDTEC GEM-2000™
and GEM-5000™ landfill gas monitors. This item will be paid on a unit basis for each
wellhead assembly installed.

Bid Item No. 6 Furnish and Install Landfill Gas Conveyance Pipe

This item requires that CONTRACTOR provide all labor, materials, and equipment to
furnish and install solid HDPE LFG conveyance pipe, including fittings, as indicated on the
Drawings and the Specifications. Labor shall include trenching and excavating waste and
relocating excess waste to the active face of the landfill as designated by OWNER,
