MAINTENANCE PROGRAM
ADDENDUM 1
IFB0660-040617

1. Below is a summary of the 2017 Pavement Preservation Maintenance Program held
on March 20, 2017 at 11:00AM at 9 Riverside St Nashua, NH.

Prebid Meeting Attendees:
See attached attendee list.

General Scope of Work:
The project consists largely of micro-surfacing and crack sealing.

Discussion of 2017 Pavement Preservation Maintenance Program Technical
Specifications:

Item 203.112 Street Patch —

e There are different techniques to asphalt removal. Techniques are milling, saw
cutting, and jack hammering.

e Item is paid by the square yard. Asphalt is paid as handwork which is paid for by
the ton.

e All millings shall go to the City landfill.

e A 1 tonroller is required except in areas where it’s more practical to use a hand
compactor, as determined by the Engineer.

Item 304.110 and 304.112 Reclaimed Stabilized Base Processed in Place 10”-12”, Deep

e The only reclaim in the contract is on Redmond St.
e There is approximately 633 SY of reclaim.

e Pavement thickness shall be 2.25” of base and 1.25” of top.
e Removed material goes to City landfill.

Item 403.11 Hot Bituminous Pavement Machine Method —
e All asphalt must be superpave PG 64-28 using a 3/4”, 1/2”, or 3/8” stone as
directed by the Engineer

Item 403.12 Hot Bituminous Pavement, Hand Method —
e All asphalt must be superpave PG 64-28 using a 3/4”, 1/2”, or 3/8” stone, as
directed by the Engineer.

Item 404.11 Micro-Surfacing —
e All micro-surfacing will be HiMA without fibers.
e Subsidiary items include: sweeping, plastic on service entrances, tack coat,
rolling, and mobilization/demobilization.
e Crack sealing is not subsidiary.

Item 405.11 Crack Sealing —

All crack sealing material shall be Crumb Rubber with fibers.
Cracks shall be prepared with a propane air torch.

The maximum overbanding is 3” or 1.5” each side of the crack.
Crack sealant shall be paid for by the gallon.

Item 604.4 Repair of Existing Structures, Item 604.45 Adjust to Grade Existing Casting,
and Item 604.46 Replace Casting —

e All brick shall be Sewer Struck Brick.

e A 3/8” thick mortar layer fully covering the top of each row of brick shall be

used.

e Mortar shall be chinked into joints.
Items 604.45 and 604.46 include 12” of brick repair below the bottom of the
casting frame. If repair is required below that, it is paid for under Item 604.4.
Mortar must be mixed with a cement mixer.
Mortar must be in compliance with NHDOT Specifications Section 707.
Castings shall be provided by the City at the Street Department on Stadium Dr.
Old castings remain the property of the City of Nashua, NH and need to be
delivered to the City Landfill by the Contractor.

Item 618.6 Uniformed Officers, Item 618.7 Flaggers, Item 619.1 Maintenance of Traffic —

e There are daytime work restriction for DW Highway, Main Dunstable Rd, and
West Hollis St. Work in the street is limited to 9am to 3pm. Exception are
sometimes made if the Director approves them, but it is not guaranteed.

e School gets out at 2pm and Riverside St will be too busy to work in during that
time.

e Night work may be possible on daytime restriction streets.

e Itis the Contractor’s responsibility to properly barricade roads so the micro-
surfacing is not damaged by vehicles driving on it. The City suggests use of
sawhorse barricades.

e The contractor must have 2 variable message signs available for use on major
streets that are subsidiary to Item 619.1.

e Lane closure or detour permits with traffic control plans are required to be
submitted by the Contractor for City review and approval. Traffic Control plans
can be are marked up Google Maps. There is no cost for these permits.

Emergency permits may be required depending on time work. There is no cost for
those permits.

Notifications to DPW Engineering and Solid Waste are critical to informing the
public of planned work, and facilitating timely trash pickup. Daily emails need to
be sent. The two points of contact are Todd Welch (Engineering Department) and
Kevin Naro (Solid Waste Department).

Use of temporary markers is critical to ensuring safety and a minimum amount
should be used even when the second layer of micro-surfacing will be placed the
next day.

Item 619.1 is paid as a Lump Sum. The bid form listed a value of $8100.00 and
should not have listed a value since the value is provided by the Contractor.

Item 619.1 includes everything needed to maintain traffic other than the other bid
items already included.

Item 632 Retroreflective Pavement Markings —

Contractor is responsible for all coordination efforts required to restripe the street
as it was prior to work.

Bids Due — April 6, 2017 at 3:00PM at Purchasing. No exceptions can be made
for late bids. All addendums must be signed or bid will not be valid.

Questions are Due — March 27, 2017 by 5:00PM. Questions cannot be answered
after this date.

Answers to Questions are Due — March 30, 2017 by 3:00PM.

Prebid Questions and Answers:

1. Does the City know the existing asphalt thickness on Redmond St?
a. The City has no records of existing asphalt thickness on Redmond St.

2. Is the proposed pavement thickness of 3.5” on Redmond Street going to be sufficient
to handle the truck traffic?

a. 3.5” of pavement is considered acceptable. The road does receive truck traffic
however the volume of traffic is not substantial with the street being a dead
end. The majority of the worst distress is located at the end of the street
(intersection with Riverside St and Redmond St). Further, reclaiming will
provide additional strength to the subbase, and it is anticipated that the street
will receive an additional 1”-2” of pavement in the near future in the form of a
shim and overlay, under a different contract.

3. The roller requirements in Item 304.112 and 403.11 may be excessive for the limited
amount of work. Will those rollers be required?
a. All work can be completed with an 8 ton vibratory or oscillatory roller.

4. Is crack sealing over banding 3” per side?
a. No. Maximum over banding is 3” total or 1.5” per side.

5. Are variable message signs going to be required on all streets?
a. No, just the higher traffic (major) roads.

6. Is the lane closure or road detour permit issued by the City and is there a cost for
them?
a. All permits are issued by the City and there is no cost.

7. What is the unit of payment for Item 619.1?
a. The unit of payment is lump sum.

8. Is the quantity for Item 619.1 $8100.00?
a. This was an oversight. There should be no quantity provided for that item.
The quantity should be provided by the contractor on the schedule of values
form. The schedule of values form will be updated and reissued.

2. Under Division 9 Technical Specifications, changes have been made as detailed
below. As a result, the 2017 Pavement Preservation Technical Specifications Issued
on March 13, 2017 will be removed and replaced with the attached 2017 Pavement
Preservation Technical Specifications issued on March 30, 2017.

A. Item 403.11 Hot Bituminous Pavement, Machine Method revisions:
The reference to Appendix A was removed.

B. Item 403.12 Hot Bituminous Pavement, Hand Method revisions:
The reference to Appendix A was removed.

C. Item 404.11 Micro-surfacing revisions:

The following sentence was listed twice and one was removed, ‘“‘No crack sealant
material shall be applied in wet cracks or where frost, snow or ice is present, nor where
the ambient temperature is below 25 degrees F”.

Under, F. MEASUREMENT AND PAYMENT, the language was revised to read as
follows:

Crack Sealing with Polymer & Crumb Rubber Modified Asphalt Compound with
Reinforcing Fibers (Crack Sealing) will be paid by the gallon (Gal) of crack sealing
complete in place. Payment for Crack Sealing includes full compensation for material,
labor, transportation, and equipment necessary to complete this portion of the Bid
Schedule. No payment shall be made for materials delivered on site but not placed.

D. General revisions:

Spelling, grammar, and formatting corrections were made to specifications where
required.

E. Additional Specifications:
NHDOT Sections 401, 403, and 411 Modified by City of Nashua were not made

available online with the other bidding documents. This document is provided with this
addendum.

Pavement Preservation Maintenance Program Schedule of Values Form issued
on March 30, 2017.

4. Submitted Questions with Responses.

1. Are the bid quantities for Item 604.4, 604.45, and 604.46 accurate? The plans show
more castings than are listed in the schedule of values.
a. The bid quantities are accurate. The plans show all castings on the street but
not every casting is being adjusted, replaced, or needs vertical foot repair.
