Article XXXVI. Rehabilitation Act of 1973

Arlicle XLI. Trafficking Victims Protection Act of 2000

The City has a need for a portable selter that can quickly be stood up to house command post operations during an
incident of extended length. It is also vitally important that the shelter has the capability to be climate controlled for
use in extreme heat and extreme cold situations. Experiences during the past few emergencies in Nashua have
demonstrated the need for this capability. This need was further validated by a multidisciplinary team with
representation from Emergency Management, Police, Fire, and EMS.

Inflatable shelters provide a safe area for a command post or mass casualty incident. The shelters require minimal
time to set up and therefore provide quicker protection for members of the response command staff or injured
patients. This shorter command post set up thus allows the City’s emergency responders to provide a more effective
treatment of the scene and victims. These shelters also provide convenience in that they are already compatible with
the decontamination tents owned by the city. This means that the likelihood of having to purchase further equipment
to serve this purpose is not in the foreseeable future. After comparing many vendors in the field of command post
shelters and recognizing the value of inflatable and climate controlled shelters the multidisciplinary team determined
the Zumro Model 400 with Custom Attachment [for the Nashua Police Department Command Vehicle]fo be the best
value, and most versatile option for use by all City departments.

This purchase is pursuant to NRO § 5-84 (A)(5), Special purchasing procedures for sole-source procurements.
Please see the attached sole source letter from Zumro Air Shelters.

The full purchase of this shelter will be funded through a State Homeland Security Program Grant administered by
the NH Department of Safety Grants Management Unit (GMU). The product as quoted has already been approved
for purchase by the GMU.

The Emergency Management Director and the multidisciplinary first responder team recommend awarding the
purchase in the amount of $49,155.37 to Zumro/Air Shelters, USA P.O. Box 667227 Pompano Beach, FL 33066.

Removable floor allows unit to be placed over an incident.
Units can be linked together when ordered with the “connector panel”. The Quad “hub”
shelter also allows lateral connections as well as end to end.
Largest selection of stock colors and sizes in the industry.
Literally thousands of configurations can be customized for special applications.

Can be deployed by a portable electric inflator, $.C.B.A. bottles, compressed air tanks or
cascade systems for maximum flexibility.

ZUMRO shelters are rated for temperatures as low as -60°F to as high as 140°F. Temperature
fluctuations do not affect performance.

Unsurpassed Strength and Durability

Large diameter tapered airframe structure capable of holding tremendous loads (wind, snow,
ice, rain) even at very low air pressure. Can withstand wind gusts in excess of 60 MPH and
can be deployed during heavy rain.

Mitered intersections in arch structures for greater strength.

Full diameter integrated cross airbeams between the arches with short span for excellent
lateral stability and roof strength.

Use of Mil-Spec neoprene airframe material in accordance with MIL-I-45208. It is likely to
last a lifetime.

ZUMRO shelters have been dropped from a 100 foot ladder platform and deployed without
damage. There are no mechanical intersections or expansion systems to bend or break.
ZUMRO shelters may remain in storage for years with no deterioration.

ZUMRO decontamination shelters will withstand repeated cleaning with a 2% bleach
solution for a continuous 24 hour period. The fabric, zippers, floor, frame and stitching will
not deteriorate.

Because of the unique construction of the ZUMRO airframe, our shelters have a low
operating pressure between 3 and 4 psi. This makes field repairs possible, although rarely
necessary.
