GRANT PROGRAM 56.1001.17.02; CATEGORY: 71 EQUIPMENT
The City has a need for a portable selter that can quickly be stood up to house command post operations during an
incident of extended length. It is also vitally important that the shelter has the capability to be climate controlled for
use in extreme heat and extreme cold situations. Experiences during the past few emergencies in Nashua have
demonstrated the need for this capability. This need was further validated by a multidisciplinary team with
representation from Emergency Management, Police, Fire, and EMS.
Inflatable shelters provide a safe area for a command post or mass casualty incident. The shelters require minimal
time to set up and therefore provide quicker protection for members of the response command staff or injured
patients. This shorter command post set up thus allows the City’s emergency responders to provide a more effective
treatment of the scene and victims. These shelters also provide convenience in that they are already compatible with
the decontamination tents owned by the city. This means that the likelihood of having to purchase further equipment
to serve this purpose is not in the foreseeable future. After comparing many vendors in the field of command post
shelters and recognizing the value of inflatable and climate controlled shelters the multidisciplinary team determined
the Zumro Model 400 with Custom Attachment [for the Nashua Police Department Command Vehicle]fo be the best
value, and most versatile option for use by all City departments.
This purchase is pursuant to NRO § 5-84 (A)(5), Special purchasing procedures for sole-source procurements.

The full purchase of this shelter will be funded through a State Homeland Security Program Grant administered by
the NH Department of Safety Grants Management Unit (GMU). The product as quoted has already been approved
for purchase by the GMU.
The Emergency Management Director and the multidisciplinary first responder team recommend awarding the
purchase in the amount of $49,155.37 to Zumro/Air Shelters, USA P.O. Box 667227 Pompano Beach, FL 33066.
