Please see the attached communications dated May 7, 2018 from William Mansfield, Radio Systems
Manager, for the information related to these contracts.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Radio Systems Manager and the Purchasing Department recommend awarding this purchase in an
amount of $26,448 to AAA Energy Service of Auburn, NH.

On April 5, 2018, Request for Proposals were received and opened from prospective vendors to
purchase two Replacement Mitsubishi Air Conditioners for the Radio Infrastructure Room at the
Nashua Police Department and one Replacement Mitsubishi Air Conditioner for the Radio
Infrastructure Room at the Nashua Fire Alarm facility. (IFB 0020-040518).

Not an acceptable Bid since it arrived late (after 3 p.m.) This
was not directed to Central Purchasing, 229 Main Street,
Room 128, Nashua, NH as specified on the Bid document.

After a review of the proposals, the Communications Division met with the low bidder, Home
Depot and determined that their initial proposal didn’t include the cost of a crane. It was also
determined that the Air Conditioning Units being proposed were residential grade and not
commercial grade. Due to these units being required to operate 24 hours a day, 7 days a
week, 365 days a year, the Communications Division does not feel that a residential unit wouid

withstand the amount of use required to provide reliable air cooling for many years.

The Communications Division then reviewed the bid from AAA Energy Service, Auburn, NH and
determined that their proposed solution included commercial air conditioning units that would
better suit the needs of the City of Nashua, long term.

Due to the information provided above, the Communications Division and the Radio Committee
recommends awarding the contract to AAA Energy Service, Auburn, NH in the amount of $26,
448. This proposal appears to meet all of the specifications listed in IFB 0020-040518). Funding
is available in 57_ 1010 71440 and 57 5050 71440 2008 57 15 01 71440.
