Please see the attached communication from Stephen Dookran, P.E., City Engineer, dated September
26, 2019 for information related to this contract.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract fram the lowest responsible bidder, after due notice inviting bids.
The City Engineer, Board of Public Works (September 26, 2019 BPW meeting) and the Purchasing

Department recommend the award of this contract in an amount of $154,600 to Ted Barry Company,
LCC of Livermore, ME.

2019 Pipeline Assessment Project

To approve a contract for the 2019 Pipeline Assessment Project with Ted Berry
Company, LLC of Livermore, ME for the amount not to exceed $154,600. Funding
will be through Department: 169 Wastewater; Fund: Bond; Activity: Sewer Rehab.

The purpose of this project is to obtain video of city sewer pipes to determine their
condition and plan for any needed repairs. This project will video approximately 60,000
linear feet of pipe in the oldest part of the inner city where our sewer infrastructure has
been the most problematic. After review of the video, a determination can be made on
which pipes need rehabilitation or replacement. A separate contract will be put out to
bid in early 2020 to make these repairs.

The project was advertised on August 28, 2019. A prebid meeting was held on
September 5, 2019. Seven contractors submitted qualified bids on September 18, 2019.
The bids are as follows:

The purpose of this change order is to replace a partially collapsed sewer pipe along
with a number of structures and pipes found to be in poor condition on Commercial
Street.

Because of the urgency of the situation quotes were solicited from three contractors
currently working on other similar DPW projects. The lowest quote was submitted by
RWC, the contractor working on the Monica Drive Drainage Project. The quote was for
342,980. RWC has performed work satisfactorily for the City in the past.

Description:

A sewer pipe has partially collapsed under Commercial St near Hudson St. The City Street Department
has made a temporary repair. However, upon further inspection, several pipes and drainage structures
in the area are in poor condition. The contractor is to replace the pipes and structures shown on the
attached plan. Road restoration will need to include 18” of gravel and 5” of asphalt with 3° cutbacks
adjacent to all excavation work per city ordinance.

Justification:
Three quotes were obtained from contractors working in the city for this work and RWC Enterprises

has provided the lowest quote at $42,980. Since RWC is already working for the city on the Monica
Drive Drainage Improvements project, they are in a position to efficiently carry out this work.
