| want to thank the community as well as the Board of Alderman for entrusting me with such important
work, The Work Study Commission was formed due to the request of many Board members, staff, and
the community at large. Our goal from the very first day was to methodically examine the issue of how
our commissioners are appointed locally in Nashua, with transparency, an open mind and without bias. |
was proud to lead a group of individuals who were committed to doing just that. As a group, we are
proud to share the results of our efforts as well as recommendations for the City of Nashua

Background

In early 2021, Mayor Donchess submitted legislation to change our Police Commission to locai control.
Currently, our three commissioners are appointed by the Governor and approved by the Executive
Council. The argument was that every other municipality has local control over police commissions, and
by expanding our commission and appointing them locally, we could increase diversity on the
commission and regulate our police more effectively.

When the issue came to Board of Alderman, the 15-member Board had many questions and requested
that a study group be formed. They voted to table the legislation and form a study committee. While
the study group was forming, a citizen’s petition was begun in earnest to put the change on the ballot
for voters to have their say. They required enough signatures to get the measure on the ballot.

Work Study Group Members

It was agreed that the members of this committee should represent as many sides of this issue as
possible. We sought both Nashua stakeholders as well as stakeholders around the state who brought a
fresh perspective to the discussion.

Methodology

The Police Commission Work-Study group was formed and appointed by the President of the Board of
Alderman and quickly thereafter met to develop a methodology for our recommendations.

In a collaborative planning meeting the work-study group discussed the potential questions we would
need to have answered to make a recommendation. We also looked at who we would need in interview
to get these answers. We agreed to meet twice a month on Thursdays in a public setting where citizens
could offer comment and interviewees could join in.

The questions we agreed on as a starting point:

What got us here? What's the history?

For and against comments/opinions

Hearing from other cities who have moved to local control, pros and cons
Has the city done background checks? How are they vetted?

How many members? What is the make up?

How is dismissal handled currently?

Accreditation? Does the commission and how it’s appointed affect CALEA?
Are there cities on both sides who have accreditation?

Historical background...what has happened that affects this potential change
Why this came about? What issue were we looking to fix?

How are we getting the word out in the inner city? Ward meetings?

What benefits would it have to the police? The city?

What are the long-term goals?

What are the transparency concerns?

What is the process for appointing these commissioners?

Findings + Recommendations

After deep conversation with stakeholders from the community, the police department, City Hall and
others, this committee would like to share the following recommendations.

e Voters felt strongly that the way the commission is appointed should remain the same with the
local community sharing names to the governor and the Executive Council confirming the
candidates. We therefore recommend no change in how the commissioners are appointed.

® Asacommittee we felt that the diversity of this committee is paramount to a thriving and
thoughtful commission. We recommend that the Nashua Police Department should advocate
for the addition of Commission members with diverse backgrounds to serve as
commissioners.

e Acommon theme from both sides was more transparency is requested on how someone puts
their name forward, what makes a qualified commissioner and the basics of the job. The
committee recommends developing a more thorough website that outlines the following:

© Make both sites consistent:
Currently we have both a city page and a police department page but they are not
consistent. The committee recommends making our edits and then making these
websites match. Ideally one site would reference the other so there is only upkeep on

one site.

RE: Budgeting and Planning Software - Workday Adaptive Planning (Phase 2)

The Workday Adaptive Planning software solution will enable the City of Nashua to more
effectively create its Proposed FY2023 Annual Budget. In addition, there are a number of other
financial analyses normally conducted by the City staff that can be completed by using this
software solution. Last year, a Workday Adaptive Planning subscription was purchased using
the City of Nashua’s membership in the National Cooperative Purchasing Alliance “NCPA”
contract vehicle. This vehicle provided the City with a 20% discount off of the subscription
price.

The purpose of this communication is to recommend the approval of a new three year
subscription with Workday Adaptive Planning for $ 91,500 per year. This subscription provides
for 20 license seats. In addition, we are also requesting the approval of a Professional Services
Agreement to assist with the training and implementation for a total of $49,280. The total
amount of $140,780 in required funding for the subscription and professional services is
available using the FY2022 Escrows for City IT Accounting Unit 22.1010 Account 71228 -
$118,242 and for School Accounting Unit 91.1.912225 Account 71228 — $22,538

By way of background, the Finance Committee at its November 4, 2020 meeting approved a one
year software subscription with Workday Adaptive Planning ($62,000), as well as a Professional
Services Agreement to assist with the implementation ($92,923). Phase 1 of the implementation
plan began last year with the School District. The School District finance team was able to
create its proposed FY2022 Budget using the Workday Adaptive Planning software solution.
The School District plans to use Workday Adaptive Planning to create their proposed FY2023
Budget.

Initiatives to Promote Viewership

We propose to rebrand the channel and edify the community with local people, local stories,
and local content. We will teach the community what Public Access is and how to use it and
how the citizens can embrace it within and for their community. Part of our rebranding
efforts will be to include fresh, vibrant and new content and rebrand the concept of public
access to lose the stigma of an archaic, boring content channel with little to no viewership.

We propose to use the public access channel to bring edifying content to the community and
provide sense of inclusion through content. We will combine uplifting radio shows with live
TV and utilize the radio to promote TV shows. The cross promotion of TV and radio is
unique aspect to our proposal.

Rather than a plethora of repeated shows, it is our goal to provide fresh content on TV on
regular consistent weekly basis, with innovative and creative editing and promotion of
shows, and upcoming events.

Rebranding

Shortly following award of contract we will prepare for a rebranding of the P-channel image:

> Weill get drone shots of the city, businesses, and city hall and run those over a TV
station sounding ID. "You are watching Nashua Public TV, Channel 96. Nashua.”

Utilizing the same graphics we will run a line-up of shows in the morning, afternoon and
evening. "Here's what is coming up tonight on Nashua Public Television" We can do the
same thing for different parts of the day.

> The first week of operation we will run an introduction video explaining what we have
planned.

Annual Survey

The annual survey will be conducted as an on-going fluid project given our initial year into
the project and given our rebranding of the channel along with added new content and
diversity.

Links for the survey and comment sections will be located on the BRBTV site and the City's
website. The links will be promoted on the sites as well over the airways of WSMN. The
radio station shall be utilized to run ads, solicit and direct people to the City and BRB TV
websites to participate in the survey.

Fundraising

The Draft Contract stipulates fundraising (page 8). While our focus will be on the transition,
rebranding and instituting our programming, we will take fundraising into consideration. We
