The City Engineer, Board of Public Works (May 18, 2017 BPW meeting) and the Purchasing Department
recommend the award of this contract to Sealcoating, Inc. of Braintree, MA in an amount of $327,424.

2017 Pavement Preservation Program

To approve the award of the construction contract for the 2017 Pavement
Preservation Program to Sealcoating, Inc. of Braintree, MA in the amount of
$327,423.94. Funding will be through: Department: 161 Street; Fund: General;
Activity: Paving; Department: 161 Street; Fund: Trust; Account Category: 54
Property Services; Department: 169 Wastewater; Fund: Wastewater; Activities:
Sewer Structures and Sewer Rehab.

The 2017 Pavement Preservation Program is expected to Microsurface approximately
27,500 square yards of pavement and place approximately 10,500 gallons of crack
sealant. The contract also includes asphalt milling, asphalt patching, road striping and
replacing obsolete and broken drainage and sewer castings.

The proposed streets in the contract scheduled to receive Microsurfacing are being
reviewed by two consultants and will be subject to change based on their analysis.

The contract was advertised on March 13, 2017. It included Microsurfacing, crack
sealing and work for the School Department for preservation of the parking lot at
Nashua High School North. Two contractors attended the mandatory prebid and two
contractors submitted bids on April 6, 2017. Bids are as follows:

Street Portion of Bid:
Sealcoating, Inc. of Braintree, MA $413,184.59
E.J. Paving Company Inc. of Methuen, MA $441,908.90

Sealcoating, Inc. of Braintree, MA is the qualified low bidder. However, upon
examination of the bids, it was determined that E.J. Paving Company’s bid was much
lower on the School Department portion of the bid. Negotiations between the
contractors and the School Department were held and it was decided that the School
Department will award a separate contract to E.J. Paving for their work. As a result,
the 2017 Pavement Preservation Contract is recommended to be awarded to
Sealcoating, Inc. in the amount of $327,423.94.

References have been checked and both contractors were found to be acceptable.

A. All precast concrete sections shall conform to ASTM C478 with the following exceptions and
additional requirements:

1. Below is a summary of the 2017 Pavement Preservation Maintenance Program held
on March 20, 2017 at 11:00AM at 9 Riverside St Nashua, NH.

General Scope of Work:
The project consists largely of micro-surfacing and crack sealing.

Discussion of 2017 Pavement Preservation Maintenance Program Technical
Specifications:

Item 203.112 Street Patch —

e There are different techniques to asphalt removal. Techniques are milling, saw
cutting, and jack hammering.

e Item is paid by the square yard. Asphalt is paid as handwork which is paid for by
the ton.

e All millings shall go to the City landfill.

e A 1 tonroller is required except in areas where it’s more practical to use a hand
compactor, as determined by the Engineer.

Item 304.110 and 304.112 Reclaimed Stabilized Base Processed in Place 10”-12”, Deep

e The only reclaim in the contract is on Redmond St.
e There is approximately 633 SY of reclaim.

e Pavement thickness shall be 2.25” of base and 1.25” of top.
e Removed material goes to City landfill.

Item 403.11 Hot Bituminous Pavement Machine Method —
e All asphalt must be superpave PG 64-28 using a 3/4”, 1/2”, or 3/8” stone as
directed by the Engineer
