employees by reducing the deduction in their weekly paycheck by about 20%.

So far, the City’s cost saving plan has been put into effect or agreed to for five groups of City
employees — unaffiliated employees in City Hall and the City Public Health and Community
Services Division; by the Communications workers in the Police Department; by the UAW
representing employees in City Hall, the Fire Department and the Public Works Department; for
the employees of the Library, as well as by AFSCME representing employees in the Public
Works Department.

Please see attached communication from Jennifer McCormack, Library Director dated March 17, 2016 for
the information related to this contract award.

Pursuant to § §-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.
The Library Director and the Purchasing Department recommend awarding multi-year contract to Palmer

and Sicard of Exeter, NH in an amount not to exceed $15,000. This is a two (2) year contract with an
option for a third year renewal.

The Mayor and the Aldermen are accountable to the hard-working taxpayers of Nashua. The
City’s Administrative Services team and I have tackled rising healthcare costs and have
developed a solution. However, the solution — in the form of the City’s new health care plan —
needs to apply to all City employees and to be included in all collective bargaining agreements
— no exceptions, no excuses.

R-20-088 does not include the firefighters in the same plan as the other City employees. Instead,
the vetoed provisions pay the firefighters approximately $129,000 in additional wages every
year, forever, for marginal, and possibly only temporary, increases in the use of the more
affordable option that is already available to all City employees — the so-called “high deductible
plan.” This 1% increase in wages over wo years would be on top of the 14.5% raise given in the

High Deductible Health Plan with Health Savings Account (HDHP w/HSA)
{option (c)):

The deductibles in the High Deductible Health Plan with Health Savings Account (HDHP
w/ HSA) are $2,000 individual / $4,000 2-person or family. The City’s contribution to Health
Savings Accounts is $1,500 individual / $3,000 2- person or family.

The City HSA contribution will be distributed in 2 installments, one on or about July 1
and on one or about October 1, provided however that if an employee is required to pay more
towards his / her deductible than the initial 50% contribution, upon presentation of suitable
documentation, the City will contribute the remaining 50% before October 1.

Employees who join the HDHP w/HSA at any time other than July 1 will receive a pro-
rated City contribution of $125 monthly for a single plan and $250 monthly for 2-person or
family plan for each full month remaining in that fiscal year.

lf 70% of the employees covered by this Agreement have the HDHP w/HSA as their
health insurance on June 30, 2021, a 0.5% increase in wages will be added to the payroll grade
and step grids, effective July 1, 2021. If this threshold is met, the City and Union will prepare the
necessary updated payroll grade and step grids and make the necessary substitutions to the
payroll grade and step grids attached to this Agreement.

If 75% of the employees covered by this Agreement have the HDHP w/HSA as their
health insurance on June 30, 2022, a 0.5% increase in wages will be added to the payroll grade
and step grids, effective July 1, 2022. if this threshold is met, the City and Union will prepare the
necessary updated payroll grade and step grids and make the necessary substitutions to the
payroll grade and step grids attached to this Agreement.

RE: R-20-098 and R-20-099: Correction to proposed collective bargaining agreements for
the UAW Clerical / Technical and Professional units

At the December 1, 2020 Budget Review Committee meeting, the Committee and I
realized that there was a minor error in the two proposed UAW collective bargaining
agreements. In Article 20 (“Tuition Reimbursement”), the years for the June 30" dates to check
if there is any money remaining in the tuition account should be 2021, 2022, 2023, and 2024.
They were incorrectly listed as a year earlier. For reference, this correction can be found on page
18 of the CBAs.

Attached are corrected red-lined and clean copies of the two proposed UAW CBAs.
Please amend R-20-098 and R-20-099 by replacing the CBA versions attached to those
resolutions with these corrected ones.

APPROVING THE COST ITEMS OF A COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF NASHUA, NEW HAMPSHIRE AND U.A.W. LOCAL 2322
CLERICAL AND TECHNICAL UNIT FROM JULY 1, 2020 THROUGH JUNE 30, 2024
AND AUTHORIZING RELATED TRANSFERS

CITY OF NASHUA

In the Year Two Thousand and Twenty

RESOLVED by the Board of Aldermen of the City of Nashua that the cost items of the
attached collective bargaining agreement between the City of Nashua, New Hampshire and
U.A.W. Local 2322 Clerical and Technical Unit are approved. The collective bargaining
agreement covers the period from July 1, 2020 through June 30, 2024.

This resolution authorizes the transfer of $66,324 from Department 194, Contingency,
Account #70150 “Contingency for Negotiations” into various departments, Account #51900
“Salary Adjustments” for the purpose of funding FY2021 base salary adjustments contained in
the agreement.

Along with R-20-099 (“Approving the cost items of a collective bargaining agreement
between the City of Nashua, New Hampshire and U.A.W. Local 2322 Professional Unit from
July 1, 2020 through June 30, 2024 and authorizing related transfers”), this resolution authorizes,
effective July 1, 2021, the transfer of $37,871 total from the U.A.W. Educational Assistance
Expendable Trust Fund #7020 into various departments, Account #51900 “Salary Adjustments”
for the purpose of funding a set of FY2022 grade and step adjustments as agreed to as part of
both U.A.W. Local 2322 collective bargaining agreements.

ANALYSIS
This resolution approves the cost items of a collective bargaining agreement between the City of
Nashua and U.A.W. Local 2322 Clerical and Technical Umit. The Agreement has a term of four
years, commencing on July 1, 2020 and expiring on June 30, 2024. The board of aldermen must
vote whether or not to approve the cost items of this contract within thirty days of receipt. RSA
273-A33 II (c). This proposed CBA was approved by the Board of Fire Commissioners on
November 22, 2020 and by the Board of Public Works on November 23, 2020.

The resolution authorizes a transfer of funds from “Contingency for Negotiations” into various
departments, salary adjustments to fund the FY2021 base salary adjustments contained in the
collective bargaining agreement. Charter Sec. 53 permits the Board of Aldermen to transfer any
unencumbered appropriation balance or any portion thereof from one department, fund or agency
to another. NRO § 5-130, H provides that “when proposed legislation to transfer or
reappropriate a particular appropriation or portion thereof has had its first reading, such funds
shall not be expended or transferred while the legislation is pending”.

This resolution also authorizes, effective July 1, 2021, atransfer of funds from the U.A.W.
Educational Assistance Expendable Trust Fund into various departments, salary adjustments to
fund a set of FY2022 grade and step adjustments as agreed to as part of both U.A.W. Local 2322
collective bargaining agreements. Changing the purpose for which these funds can be expended
requires a public hearing and a ™% vote of all members of the board. See RSA 34:11.
