Other Approvals. As a regulated public utility, PWW must obtain approval of the loans from
the New Hampshire Public Utilities Commission (““NHPUC”), which will approve the loans if it
finds the loans to be consistent with the public good. PWW will file a petition for approval with
the NHPUC during the week of May 23, 2022 and expects the NHPUC to consider the petition
promptly, Under the SRF Fund, the loans must also be approved by the Governor and Executive
Council, which is anticipated to occur in July 2022.

Lower Costs Are Good for Customers. Pennichuck and its Board of Directors have
determined that the capital projects to be financed by the SRF Fund loans will allow PWW to
continue to provide safe, adequate and reliable water service to its customers on a cost-effective
basis. The terms of the financing through the SRF Fund are very favorable compared to other
alternatives and will result in lower financing costs than would be available under other debt
options. These lower financing costs will be passed on to customers.

Requested Approvals. For the reasons described above, Pennichuck respectfully requests that
the City, acting in its capacity as sole shareholder of Pennichuck and pursuant to Article [X(3) of
Pennichuck’s Articles of Incorporation, authorize the following actions:

RESOLVED, that the City hereby approves the borrowing by Pennichuck Water Works,
Inc. of up to $300,000 from the State of New Hampshire pursuant to the State Revolving
Loan Fund to fund the Twin Ridge Interconnection Main project in Plaistow, NH;

RESOLVED, that the City hereby approves the borrowing by Pennichuck Water Works,
Inc. of up to $240,000 from the State of New Hampshire pursuant to the State Revolving
Loan Fund to fund the Sweet Hill Interconnection Main project in Plaistow, NH;

FURTHER RESOLVED, that the City hereby approves the guaranty by Pennichuck
Corporation of the payment by Pennichuck Water Works, Inc. of the loans authorized

in the prior resolutions; and

FURTHER RESOLVED, that the City hereby authorizes Pennichuck Corporation and
Pennichuck Water Works, Inc., their Boards of Directors, and their Officers, to take any
and all actions required to obtain all necessary approvals with respect to the actions
described in these resolutions and to execute and deliver such documents as are
necessary to effect the SRF Fund loans and the guaranty described in these resolutions.

Good Morning,

I have been concerned with Nashua's ability to settle abatement appeals in a timely manner such that the costs to
taxpayers are minimized. As of 2022, late interest payment is 6%; legislation was passed this year to reduce the
interest payment to 4% for years beyond 2022,

I have tried to follow these abatement appeals since I began attending Board of Assessor meetings in 2019. 1
filed an abatement in 2018 that ended up going to a full appeal and settled in 2021. The City paid me about
$450 in interest payments over 2018-2021 and this is a relatively low amount because it was a residential
property, but for commercial property, the interest payment for running out abatement appeals 3-5 years, is
costly to taxpayers.

The interest payments are not the only costs. The legal departments' deliberate drag out of these appeals is
inefficient and costly to the staff.

In speaking an official in Manchester, that city cleans up all their abatement and appeals as quickly as possible.
I learned several weeks ago that 2021 abatements (which were filed by March 1, 2022) are their primary
workload. There were only four 2020 abatement appeals to settle and these were court involved. The assessing
office handles all their appraisal internally for ALL commercial properties (Mall, hotels, etc).

Attached are the 2020-2022 Overlay account summaries for abatements and abatement appeals.

In 2020, the City paid $16,700 in interest for 2017 and 2018 abatement appeals. In 2021, the City paid
$167,000 in interest for 2017 and 2018 abatement appeals. And in 2022, the City paid $145,000 in 2017, 2018
and 2019 in interest penalty. Over $300,000 in interest penalties have been paid to settle long standing
abatement appeals. Someone should question why we are unable to do better. This appears to be Nashua's

practice before 2018.

This past weekend there was a very large crowd at Roby Park with 2 baseball games running concurrently, kids in the
playground, etc. Saturday's parking caused an overflow onto Spit Brook Road. The games were starting to let out when
we went by, but there were cars parked across from the World Academy School on Spit Brook. Maybe a handful. At least
they were only parked on ONE side of Spit Brook.

Sunday was a much different story. At around 3:45 p.m., | started taking photos and counting parked cars at Roby and in
the vicinity of Roby. There were 2 ball games going on again, along with others enjoying the lovely day at the park. !
counted 130 cars with some folks already leaving for the day. Most were NH, a handful were Maine and MA. Both Roby
parking lots, upper and lower, were to capacity with people parking in the lines with diagonal stripes (that to me
indicate NO PARKING allowed). There were 2 cars in handicapped parking with NO placard and NO license plate
emblem.

As a reminder, Roby Tot Lot playground is touted as being accessibie (and costly to renovate) and if there are no place
for disabled folks to park (parents or children), it quickly makes the park inaccessible. A few weeks ago, | watched a little
boy, maybe 10 years old with an obvious walking disability. His dad had to park in the upper lot and the child (who walked
on his tippy toes due to a medical condition) had to descend the steep decline to the playground. | held my breath
because | thought the boy was going to fall for sure. This, again, is NOT accessible! It is NOT fair to that little boy. What
does this say about the City of Nashua’s regard for disabled citizens?

Last summer, we had people parking right up to the entrance of where we live at Oak Hill, blocking oncoming cars from
seeing us trying to pull out and we couldn't see them. This is very dangerous for both parties. We inch out and, God
forbid, someone sees you trying to get out and they floor it. There has been a number of fender benders in the
intersection of Spit Brook and Oak Hill. There WILL be a serious, possibly fatal accident at this intersection if the
cars are allowed to park in such a manner it blocks our vision or oncoming vehicle's vision of us trying to pull
out. The timing of the lights are horrendous coming up to Roby. IF you make it across one lane pulling out of Oak Hill or
World Academy or the Church, you still have 20 cars flying down the other lane. | know the PD sits in that lot for speeders
but frankly | have seen most cars doing at least 45 to 50 on the average. There is a blinking light that tells you that you are
speeding. It doesn't make a difference as the cars continue to speed, unless they see the cruiser (maybe park the cruiser
at the storage place since it's very predictable at Roby?)

Last summer we pleaded for help from the Mayor, the PD and then Alderman Skip Cleaver with the parking issues and
got nowhere. The PD said it was legal to park on Spit Brook, but they at least did come out and got a few cars to move.
Yet a neighbor parked his motorcycle on Spit Brook (with a for sale sign) and he was asked to move it. So! guess they
mean that there is parking on Spit Brook ONLY for baseball games? Please clarify that as | would like to know what the
parking rules are for Spit Brook.

Keep in mind that last summer, there was overflow parking on BOTH sides of Spit Brook Road, up to Oak Hill. Please
imagine there is a fire at Sky Meadow that the Spit Brook Road Engine needs to rush to. Parking on both sides of the
road, cars in both travel lanes. How does anyone propose room is made for the fire engine to not have undue delay
responding to an emergency when seconds count? What if it was your home on fire? Wouldn't you be annoyed enough

American Rescue Plan Act (ARPA) Administrative, Advisory & Technical Services
Scope of Work February 24, 2022

The purpose of this Scope of Work is to identify iParametrics work and tasks as outlined below
and in accordance with the Professional Services Contract.

iParametrics shall not perform any work or service until authorized in writing from the City of
Nashua.

The following services are anticipated:

e Provide advisory services to assist the City in creating a compliant investment program
with the American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF}

e Convene key stakeholders to ensure effective and transparent engagement and
identification of strategic spending priorities

® Create an ARPA Spending Framework for approval by the Board of Aldermen

e Identify and assist with other county, state and federal opportunities coming from other
American Rescue Plan Act funds

e Assist with the creation of various job aids, educational pieces, and template documents
for effective administration of ARPA Funds

e Provide training and resources to staff on best practices and the latest guidance from US
Department of Treasury

e Create a sub recipient monitoring process, as needed

* Support all reporting to the US Department of Treasury via their electronic reporting
system

e Provide regular progress reports

@ Other tasks and services necessary to provide and ensure a complaint ARPA program

The following costs are authorized. The City shall only be billed for the hours worked:

to file a law suit against the City because help was delayed due to parking overflow? Actually, | did hear sirens at about
4:45 or so, but | didn't see which way they went on Sunday.

As the Mayor and the BOA & BPW know, we have started a petition to prevent the disc golf from continuing construction
at Roby for a variety of reasons, but this email is strictly about parking (and trash). Parking overflow is just one of the
reasons we (362+ petitioners) and counting are against this disc golf project. Considering there are anywhere from 100 to
600 players at a professional tournament, how can our neighborhood accommodate all these cars safely, if we can barely
accommodate 2 Little League baseball games?

Immediately, something needs to be done to address overflow parking (hopefully, City Leaders will be wise enough
to understand that adding professional disc golf tournaments, which will potentially add another 100 to 600 cars to the
park area isn't a wise decision or a safe one).

On Sunday, there was an SUV parked inches from the crosswalk from Roby to World Academy. Inches. There was a
pick up truck with one tire several inches on the crosswalk. | am 5'2". | entered the crosswalk to cross then realized no
one could see me between those 2 vehicles so that | could safely cross. | literally had to stick my neck out like an ostrich
to see if any cars were coming. An SUV was coming but thankfully, it was going slow and did yield to me. Now imagine |
am a 10 year kid running to the car (parked at World Academy) to get something, in a rush to get back to the game. See
the problem? The Nashua PD was called by me and | was told I had to call parking enforcement, which | had to leave a
message. The operator said the PD would not come out even after | explained about the crosswalk situation. | asked if
the parking enforcement was open on the weekend, she said yes. | left a message on Sunday around 4 pm and again
later that day. No one returned my calls. No one. That is not very good customer service at all.

In addition, there were cars parked halfway up on the sidewalk, grass (which | don't care about as long as taxpayers

aren't paying to fix the lawn areas that look so nice), there were cars parked on the Roby side of Spit Brook (only on that
one side Thank God). There were cars parked in the World Academy as well. The cars thankfully hadn't reached to the

Oak Hill entrance, but | am sure with disc golf they would.

Today, | called World Academy. The girl | chatted with wasn't aware of the parking problems that 100 to 600 disc golfers
were going to bring during a "professional" tournament. | told her cars from the games were parked in their lot

Sunday. She says they don't officially allow cars to park there but a few cars here or there, they tolerate, since sometimes
the school’s customers park at Roby. She said they would need to think about liability if there was going to be overflow
parking in their lot due to the disc golf tournaments and | believe a way to prevent disc golfers from parking there. | got the
impression, they would NOT allow it. On Sundays, | don't believe the Church would allow it either. Oak Hill is private
property and will not allow trespassers parking there either.

So before the City/BPW continues with Disc Golf Tournament construction even in spite of all the reasons 362 plus
constituents have given NOT TO (safety, trash, destruction of diverse wildlife habitat, disruption to critical wetlands,
unsafe parking conditions and unsafe multi use trail conditions for others trying to enjoy nature and the trails), the current
parking overflow needs to be solved this week. Not next week or in the fall. This week. | can't stress the urgency of the
matter enough. | have enclosed photos. | do not expect that any one will receive tickets in the photos nor do | want them
to. | do not want people trying to harass me because of the photos sent to you all. | just want to keep safety at the
forefront of your minds.

Both of us have spoken at the BOA meetings and written to our elected officials. We have a successful petition ongoing
for all the other reasons we oppose disc golf, parking is just one of the reasons. Someone will be hit here sooner or
later. Parking on the sidewalk and parking anywhere on Spit Brook is a danger to pedestrians, baby carriage walkers,
joggers, dog walkers and bicyclists. We are respectfully asking ail of you to come up with a plan sooner rather than

later.

The immediate concern should be protection of the crosswalk. No cars should be allowed to park within 3 car lengths of
the cross walk. Either have police detail there to prevent this or rope it off or something. It could save a life! Next, is no
parking on the sidewalk. The sidewalk is to keep people safe, not for cars. Parking should only be allowed on one side or

the other,

You may want to ask World Academy to allow parking in their lot or the Church but I don’t think they will allow it. There
should be NO parking close to the Oak Hill or World Academy or Church Entrances/Exits. Cars can't see you and you
can't see oncoming cars when pulling out of any of those driveways. Please keep our neighborhood safe!

Again, we are suggesting a light at Oak Hill that will allow us to pull out more safely. We have close to 700 residents that
live here. Sometimes it takes 5 minutes to get out and, all the while, you are hoping the guy flooring it doesn't Tbone or
rear end you.

The parking aside. There were 7 large brown barrels overflowing with trash, that is disgusting. | called the City to pick it
up. Nope, wasn't done. But they were sure to pick up my "stop disc golf" protest sign two weeks ago. We have a diverse
wildlife population but leaving food and trash outside the barrels you are inviting collisions with cars and wildlife and bears
(which won't end well for the bears when they become habituated to people food-ask Fish and Game). By attracting
wildlife with trash, the risk of rabies becomes very real. There should be a proper dumpster there that is bear/critter
proof. All the trash gets scattered in the road and our property. We are sick of picking it up and, again, the trash
adversely affects the critical wetlands.

inconvenience.

Thank you in advance for your concern for your constituents/citizens/visitors safety. Please prevent a fatal or serious
pedestrian or bicyclist accident by dealing with the overflow parking promptly.
