We looked at some tractors, we went out to bid for tractors, we only got two bids. In the packets, the other
response we got for a John Deere was a little over $1,000.00 more, $104 and change with only a $15,000.00

trade-in allowance of the — well CAT came in with a no bid, they couldn’t meet the specs and that was a low at
$78,000.00. There’s | believe $98,000.00 available in CERF for the replacement.

Alright we have heard the motion. The City Engineer, Dan Hudson, is here | believe. Mr. Hudson?

Yes, thank you Mr. Mayor. So as part of our capacity and management operation and maintenance program
for our sewer system, otherwise known as CMOM, the City investigated sewer syphons. These are pipes that
carry wastewater across water bodies, so under rivers and such. As part of that inspection, we inspected 22
sections almost a mile long of pipe and those varied in sizes from 6 inch to 60 inches. As part of that work, we
identified some deficiencies, some needs for cracks and some lining that had corroded, some holes and some
exposes rebar. So we need to make some repairs to those pipes. Those pipes are installed between the
1960’s and early 1980's.

So what this contract would do would be engage Hazen & Sawyer, one of the Wastewater Engineers that
we've done a lot of work with to design those improvements. Obviously it is a complicated endeavor, we need
to divert flows to other pipes and that sort of thing. So we really need their expertise to design these repairs.
Once these repairs are designed, we would anticipate putting together a package for bid and be back with a
bid for separate approval at a later date.

Mayor | can speak a little bit to it, | wasn’t prepared to. | am not sure who was going to speak to it. But the City
went out to bid for the concessions over at Holman Stadium and there were no bids received. Assistant
Director Andy Patrician contacted some of the vendors who attended the pre-bid meetings; there was no
interest in the agreement. So they reached back out to Mark Dudley who is the current vendor and he had no
interest in doing a three-year contract but showed some interest in a two-year contract so we decided to go
along with that and move forward with a two-year contract for now.

Thank you Mr. Mayor. So this is our annual paving program. We've elected, again, to split the total paving into
two separate contracts. This is the first one which is on residential roads. And it is about 15 % miles that is
anticipated to be done under the contract. The contract includes repaving as well as ancillary improvements
including replacing broken sewer drain castings, to making adjustments and improvements to ADA ramps,
reconstructing driveway transitions and those sorts of things.

We put this out to bid and received 5 bids. Sunshine Paving is the apparent low bidder. They did both of our
paving contracts last and did an excellent job so we are comfortable awarding them this work.

Thank you. Actually | think you probably answered it Mr. Hudson. They did the paving last year and if | am not
mistaken there were some things because of the weather that didn’t quite done. So will they be completing
those this year? And would they do that before they start this contract or will they just kind of meld it in and
work with it?

Mr. Hudson

That’s an excellent point and question. Yes there is some miscellaneous work to complete this year. They will
prioritize that in the beginning of the season. They should wrap all of that up before they start this year’s
paving work. Last year we had some carryover work from previous years as well with other contractors. We
did a pretty good job kind of wrapping all that up for the most part. There’s no major paving streets that they
missed last year but there is some miscellaneous cleanup and that sort of thing and they will prioritize that first
thing in the spring.

In general, the sewer work that accompanies the paving is paid for out of Wastewater, otherwise, via Public
Works.

Mr. Hudson

That’s correct. In the next DPW Meeting we are going to have the castings contract which is where those
covers come from. These contractors put those in, but the cost to purchase them is provided through that
funding. | mean it depends somewhat what the work is too, if we put in more covers then that’s more money

from the Wastewater. But! know going into this contract we haven't divvied up so | would expect that we
could provide that information.

Is that alright Alderwoman Lu?

Yes, | don’t mind getting it later. But do you mean that it won’t be really determined until after the work is done?

| don’t think so no. You’ve got the estimates now right?

Mr. Hudson

Yeah we have the bid which is the basis for the total that’s provided. So we can and probably have the take off

of what those break-outs are. But yeah, as the work is completed, it is a unit priced contract so the actual work
is in the end that determines what the final breakdown is.

But there’s a scheduled breakdown now and that can be provided as | understand what Mr. Hudson is saying.

OK. It is my understanding that there needs to be the funds in the accounts and so that’s why | am asking. So
if you could send that to me this week, that would be wonderful. Thank you.

where it actually falls within the contract but where it breaks it down and gives the item number and is says,

Well those items that are the items of work and what the cost is from the contractor. | think what is being
requested then how do we account for that in our miscellaneous funds. Funding this project is a combination
of paving bond money of contributions we have taken from utilities that have done in lieu of doing paving
because if we have a paving project coming they make contributions. So we use some of that money and then
there’s money for the sewer work as earlier noted. So it is a combination of funding, we can provide that
breakdown. But yeah if you want to see how much any individual item or work is costing us it is noted in that
bid.

OK so when | see catch basin, and pipe at $35,000.00 at least this is for this first contract specifically and so

| noticed when (inaudible) put out a list earlier that Charlotte Avenue was broken down into two different parts.
My first question is there some reason for doing that? And the second question is, is the paving going to be
done while the kids are in school or are they going to wait until school is out?

Mr. Hudson

Both good questions. So the breakdown in the different segments in Charlotte Ave., that’s probably just in our
accounting each road is broken into segments so we can assess each segment of the road. But | believe it is
the entirety of Charlotte Ave. that is to be paved as one project. We are going to schedule the Charlotte Ave.
paving after school gets out, shortly after school gets out. And we are doing that work collaboratively with that
Safe Routes to School project. We have built some sidewalk over there this year, so we timed that project to
follow that other project and pave the roads so when we are done we have a complete project.

| will note too, | didn’t mention it, but the list of streets to be paved should be posted on the Engineering Web
Page. | know that was going to happen, | didn’t check tonight but if it’s not there it will be soon. And we’ve
sent out postcard notifications to those on streets where we are going to be paving.

And it is also in the contract package, the list of streets. And it does suggest that Charlotte would be paved all
the way from Charlotte Street to Manchester Street in two sections as you said, but that’s the whole length.

Thank you Mr. Mayor. So this is the second of the two paving contracts that we put out to bid this year. This is
for the arterial roadways, we have about 7 % miles of arterial roadways planned this year. Those are busiest,
most heavily traveled street. So we received 4 bids, Sunshine Paving was the low bidder on the second

contract as well. Last year they did both contracts, as | had noted, it was of similar scale as this year’s 2
contracts. So, again, we are comfortable awarding this work this year based upon last year’s performance.

many miles that entailed. Do you have that figure?

ON THE QUESTION
Alderman Cookson

| was not able to attend the Budget Review Committee meeting where this was discussed but | have a
few questions. Listening to Chief Galipeau, he mentioned that we have been discussing this since about
2007/2008. We talked about increasing operational opportunities, places to store protective clothing, etc.
He then spoke about the growth in the south end of the city. We are looking to bond $1.6 million to work
on the third building at the Spit Brook Fire Station. | am not sure where this falls into play but this was
part of the minutes from the Budget Review Committee meeting which | believe was on the 27" and | am
just going to read this statement by Chief Galipeau and this is where my question comes from. “By
adding this bay we can put a ladder truck in that bay and the area that they do the work won't be in that
area. The big thing is that it affords us nights, weekends and holidays, especially during the colder
months. If either engine or the pumper truck or the ladder truck were to go out of service during those
times we are forced in that one facility to pay premium dollar to call in a mechanic to repair the vehicle.” |
completely understand that but since 2007 that’s the situation that they have had to deal with so | am
assuming that there has been some sort of contingency plan that’s been put into play so that when a
truck does go out of service that something happens so that they are able to take advantage of this
space. l|’m just trying to understand what plans are already in place. What would happen today if this
bond doesn’t go through?

Chief Galipeau

The plan we’ve had in place since the building opened is that we have to call a mechanic in, nights,
weekends, holidays, whatever. As you referenced the premium dollar comment, by having the third bay
which the building was originally designed to be and it was cut off, you could take our spare ladder truck
or our spare pump truck and bring it down there to get through the weekend or the overnight to the next
day and then deal with the mechanical issue at straight pay.

Alderman Cookson

Okay so there is no other contingency plan. You would actually use the space that is available, bring in a
mechanic and you would pay premium dollar for that mechanic?

Chief Galipeau

Correct.
Alderman Cookson

With regard to the growth of the south end of the city, how does the third bay assist with that aspect?

Chief Galipeau

At different times of the year we may look to ramp up our response capabilities down there. We all know
what it is like sometimes between November and December getting down Daniel Webster Highway.
Potentially we could look to relocate one of our downtown engines to the south end during a high peak
traffic time to offset response times. There are times that when Engine 2 out of the Lake Street fire
house, during those times of the year responding down to the Pheasant Lane Mall to back up Engine 3
and it’s a 15 to 18 minutes response and then when they get down there it’s twice as long getting out.

REMARKS BY THE MAYOR

Mayor Donchess

Tonight on your desks you will find a red ribbon in honor of Red Ribbon Week. On Monday, we officially
recognized October 23 — October 31, as Red Ribbon Week in Nashua, along with members of the Nashua
Prevention Coalition. Red Ribbon Week is the largest prevention awareness campaign observed annually in
the United States bringing millions together to advocate for drug and violence prevention, early intervention
and treatment services. This year’s theme is “Your Future is Key so Stay Drug Free.” The Red Ribbon Week
campaign is an opportunity to bring people together throughout Nashua and unify them in the cause of ending
drug addiction and violence in our city. On Saturday, October 28, this coming Saturday from 10:00 a.m. to
2:00 p.m., the Prevention Coalition will be hosting a drug disposal day at the DPW garage where residents can
dispose of unwanted prescriptions.

Next, this Saturday, October 28, from 10:00 a.m. to 3:00 p.m., will be the grand opening of the Arlington Street
Community Center located at 36 Arlington Street. This project has been a collaborative effort from the
conception. The Community Center Board consists of city departments including the library, public health,
police, schools, and over a dozen non-profit organizations such as the Boys & Girls Club, YMCA, United Way,
the Youth Council, Lamprey Health, and the Adult Learning Center, to name just some of them. The Center
will have three large programming rooms, a computer lab and shared office space. Furniture has been
repurposed from the Nashua library and it has been donated from the YMCA. A number of repairs and
upgrades to the building have been performed. | want to thank the building department, the risk division here
in City Hall and especially Jay Hunnewell, who you all know, who has assisted managing the improvements.
Other city departments have assisted as well including IT, the Department of Public Works, Parking, Parks and
Rec. This has been a citywide effort, and we look forward to a ribbon cutting followed by a Halloween
Celebration which includes activities for the entire family. Monday, October 30, at 9:00 a.m. will be the first
volunteer information session.

The Center is designed and structured to be a place where the community gathers to support the education of
our youth and families, and a place through which our young people are connected to learning experiences
across our community. On the city website is a page dedicated to the Center including a calendar of
programs, which includes programs such as a preschool program offered by the Y, team leadership programs
offered by the Boys & Girls Club, reading and steam activities offered by the public library, parenting and
childhood development support offered by Lamprey Health, and workshops by public health, among many
others. | encourage you to check out the calendar and hopefully to join us. Alderman Caron will be there in
her ward on Saturday for the opening celebration. The Friends of MBK have already raised $4700 of private
funds for the support of the center and have provided a check for the trust fund that you created.

Next, Mr. President, | wanted to recognize how many volunteers we have on tonight’s agenda. We have
people who have volunteered, been appointed and confirmed for the BIDA, the Citizens Advisory Commission
for Community Grants, for the Cultural Connections Committee, for the Nashua Airport Authority, for the
Planning Board, and then some appointments you made, Mr. President, to those same organizations. | want
to thank, and I’m sure the whole Board thanks every single person who has volunteered, some of whom are
