Air Quality and Landfill Gas Testing

1.0 Introduction

TRC is an internationally recognized service company, and has expertise in all aspects of air quality,
environmental liability consulting, pollution engineering, and landfill monitoring. We have extensive
experience with indoor air sampling, vapor intrusion studies, and landfill gas sampling including sampling of
the Shady Lane Landfill and New Searles Elementary School over the past 3 years.

2.0 Statement of Project Requirements

TRC understands this RFP is for the collection of landfill gas and indoor air samples to document the
continuing operation of the landfill gas collection system. In addition, the indoor air samples are to assess
for any possible vapor intrusion issues that might arise at the adjacent elementary school.

TRC has worked in numerous schools collecting indoor air samples, including the New Searles Elementary
School, and understands that we must work around the school schedule. As we have done for the past
three years, TRC plans on performing all the testing during school vacation weeks, during teacher workshop
days, after school hours, or other days or times deemed suitable by the City. TRC does not plan on
accessing the New Searles School while students are present.

Sampling activities will be coordinated a minimum of seven days in advance with the school Principal,
custodial staff, and City designated contact. TRC will provide quality assurance/quality control (QA/QC) of
all aspects of this program from the collection of samples through the final laboratory analytical reporting.
Any deviations or inconsistencies in the sampling or results will be explained in a memo format to the City.
If needed, TRC will meet with the City to discuss sampling results at no cost to the City.

The contract period will be from July 1, 2021 and end June 30, 2024, with the first sampling event occurring
in October 2021. A total of nine sampling events will occur during the contract period.

3.0 Scope of Services

TRC will collect landfill gas samples and indoor air samples three times per school year according to the
table presented in the RFP and included below. The first round of sampling will take place in October 2021
with the second happening in December 2021. Three rounds of sampling will occur in March, October and
December 2022 and 2023. Only one sampling event (March) will be part of this contract for 2024. Each
sampling event will include nine samples plus a blank sample for a total of ten samples per sampling event
and includes both instantaneous collection at the landfill gas collection system locations and 8-hour sample
collection within the school.

TRC has a dedicated QA/QC group focused on providing our clients with defensible data, from sample
collection through analytical reporting. Our QA/QC group is made up of experienced analytical chemists
with more than 30 years of relevant project experience.

Field data sheets and chain of custody forms will be reviewed for completeness and to ensure that the
proper collection techniques were followed. In addition, the laboratory analytical data package will be
reviewed to ensure the proper analytical methods were used and that the data are within acceptable limits.
The analytical instrument calibration, compound identification, precision and accuracy will all be reviewed.

The minimum detection limits (MDL) required for this program are listed in the following sections.

Method 3C & 25C Methane/Non-Methane Organics

The MDL for Methane using Method 3C is 0.5% or 0.50 ppmv. The reporting limit for the Non- Methane
organics using Method 25C reporting as carbon is 1% or Ippmv.

Upon completion of each sampling event and quality review of laboratory data, TRC will provide the City
with a memo detailing the findings of the quality review and describing any data anomalies. The laboratory
report will be attached to the memo and submitted electronically via email. A paper copy can also be sent if
requested by the City.

4.0 TRC’s Project Team

The org chart below presents our proposed staff to support Nashua Landfill’s project. TRC will manage and
staff this program using personnel from our Manchester, NH office, and resources from a variety of Subject
Matter Experts (SMEs) across TRC’s 140+ offices. Numerous additional field staff are located in our Lowell,

MA office which is less than 20 minutes away from the site.

With over 750 field, environmental scientists, engineering and permitting professional staff in the
Northeast Region, and approximately 6,000 staff nationwide, TRC can provide an exceptional depth of staff
for this program.

At no additional costs to the City, TRC is planning on assigning a team of three field personnel to the project
to ensure that there are multiple staff trained and oriented to the site. This will give a sufficient pool of staff
to respond as required. In addition, we have assigned an independent QA/QC chemist to review sample
collection notes and analytical data for usability. TRC's QA/QC group operates separately from our
operations groups to ensure independence from the project outcomes.

Amanda S. Wade, PE. Ms. Wade is an expert in state
and federal requirements for landfill design,
construction, and operations as well as general solid
waste permitting criteria.

Spanning 18 years, Ms. Wade has overseen and/or
designed numerous solid waste liner and closure
projects throughout the State of Maine ranging in

Matas Rudzinskas. Mr. Rudzinskas is an environmental scientist with TRC. He has 1 year of experience
including performing due diligence, regulatory compliance, site assessment, Investigations, and
remediation projects. Mr. Rudzinskas’ experience includes many field sampling procedures, Brownfield
investigations and analysis, contractor oversight with environmental monitoring and reporting experience
including Phase | reporting; as well as regulatory compliance status and completion reporting. He has
experience in site inspections at locations such as vacant lots, auto repair shops, residential, industrial and
commercial properties and has performed landfill gas and air sampling at the Shady Lane Landfill and New
Searles School.

Elizabeth A. Denly. Ms. Denly has 29 years of environmental consulting experience encompassing Emerging
Contaminants, Quality Assurance/Quality Control, Data Validation/Data Management, Field and Laboratory
Analyses, Consulting for Regulatory Agencies, and Field and Laboratory Audits. She has 24 years of
experience with applied chemistry consulting including conducting the following functions: defining data
quality objectives, preparing QAPPs, conducting data validation, oversight of data management, and
laboratory and field audits. She has 10 years of experience as a Quality Assurance Manager, responsible for
development and communication of quality initiatives within the organization. Ms. Denly has 10 years of
experience working in an analytical laboratory performing GC and GC/MS analyses.

Kristen Morin. Ms. Morin has served as a Quality Assurance (QA) Chemist at TRC since 2016. Asa QA
chemist, Ms. Morin is responsible for providing QA/quality control (QC) oversight in support of a variety of
environmental investigations, including long-term monitoring programs, renovation and redevelopment
projects, and risk-based soil cleanups. Ms. Morin has provided this oversight under various federal and
state regulatory agencies.

TRC is partnering with Eastern Analytical, Inc. (EAS) for the laboratory requirements of this program. EAI
has a special municipality rate that TRC will be taking advantage of for all analytical services under this
contract.

Since 1980, EAI has been providing professional laboratory services to engineers, consultant, municipalities,
businesses and industries throughout New England. They are employee-owned, headquartered in Concord,
NH, and accredited in all six New England states.

5.0 Similar Experience

TRC has been working on all aspects of landfill gas management systems for numerous clients over many
years. The types of landfill gas control infrastructure that TRC has experience working with include passive
gas vents, active gas extraction systems with flares, gas engines and gas turbines. In many instances, TRC
performs both the gas monitoring and well tuning activities and has provided clients with invaluable insight
into system repairs and operational updates to improve the overall effectiveness of the system.

| want to go back to HB-124, the Aircraft bill, and explain it for those who are not familiar with it. The reason |
filed the bill is because New Hampshire finds itself in a unique position. All the surrounding states have either
eliminated or drastically reduced their registration fees. In New Hampshire, a corporate aircraft can cost
$300,000 to register; in Massachusetts, you can do it for $300.00. Massachusetts has also done away with
their sales tax on aircraft and aircraft parts. That was the reason | originally filed the bill. What we did, as we
were going along we modified it and changed some of the registrations on private aircraft as well. There is a
10-year plan similar to the automobile registration, that it decreases over a period until you get to 10 years and
you pay nothing. But the corporations -- in fact, in Portsmouth, Green Mountain Coffee was at the negotiating
table when they got a phone call and said “Knock off negotiations with New Hampshire, we’re going to
Massachusetts.” The green building down on 128 or 28 is what Green Mountain Coffee built. There are
probably 10,000 jobs that they took down there with them. That was the reason for filing the bill. We have to
come in line with what the states around us are doing. We're surrounded by states that have either eliminated
or drastically reduced their registration fees.

Just to follow-up on that, there was a lot of discussion when that bill took place of what are we going to do with
the revenue we lose, because we won't be getting the $300,000, to which the response was “we're not getting it
now.” | talked with people who deal in airplanes and they would say their customers would come and say, “|
want you get me one of these and | want it to be 10 years and 1 day old when | take possession of it so that |
get out of the registration fee.” We currently have a fairly large number of very expensive jets operating out of
Nashua, to our great economic benefit. The jets now — it used to be we had a lot of worries about noise, but
with the Stage 3 noise regulations, the jets that are here are very quiet. There were at one point 21 of them on
the airport, which | hardly ever see them out. They’re either in the hanger or they’re flying. But that has brought
a number of companies to Nashua that were beneficial. There’s a company that’s developing new infrared
cameras so that planes can basically land in zero visibility. We're getting some really good economic benefits
out of those planes being there.

Alderwoman Melizzi-Golja

Just to add on to that, that bill is so important, and | think most of us just think that the airport is there and it’s the
airport and none of us fully appreciate the economic impact the airport has, in terms of companies who are here
as well as just the jobs that are there and the services that are being provided to the planes that are flying in
and out. Increasing traffic at the airport is certainly something that’s important for our community.

Alderman LeBrun

Just to add to what’s been said about this bill, we have found a way to make it revenue neutral. Putting in this
$1.2 million we were going to lose if the bill went through in its original form, and we found a way by amending
the bill and re-amending it as the process went along, to make it revenue neutral. So the state is not going to
lose anything.

Alderman Lopez

Not to completely pivot, some other comments were made following mine regarding the vulnerability of children
to human trafficking when they’re homeless and the need to have affordable housing. | was just reminded of an
effort that Alderman and Representative O’Brien was working on towards the beginning of last year, where it
came to light through discussions at the Substandard Living Conditions committee that it’s a fairly regular
practice for a landlord who is filing an eviction of a tenant to file it in a city other than where they are necessarily
able to appear in court to defend themselves. This is a protection against inappropriate eviction. If anything, it
doesn’t seem very just to me that somebody who is in the process of being evicted and may not have
transportation to a different city has to go there to just defend themselves. | know this was an effort that did not
succeed in the State House, but | would love for it to be re-evaluated or looked at and followed up on. | think if
somebody is going to face eviction or be told to leave their home, the least we can do is make sure they can get
to the court.

School sites under EPA’s Superfund program in the 1990s. TRC was the prime contractor for the EPA and
oversaw the construction of the new cap in 1994. TRC subsequently followed up with several years of
monitoring under the EPA contract for the new cap and the school confirming effectiveness of the
implemented corrective actions.

The City of Nashua and TRC have worked together on several projects. Two such projects were the
combined sewer outflow improvement projects 004 and 005 off of Bridge Street in Nashua with Hazen and
Sawyer. TRC provided environmental, geotechnical, and permitting support for these two important
projects along the Merrimack River. The work also included extensive coordination with various federal,
state, and local agencies as the work included tunneling under an Army Corps of Engineer’s asbestos-
containing flood control dike. TRC also supported the City of Nashua on one of their previous EPA
Brownfields Assessment grant programs. TRC provided crucial environmental and remediation support to
facilitate the development of the Rotary Common Park and Labyrinth along Main Street in Nashua.

Town of Manchester: Landfill Engineering Services for Manchester Sanitary Landfill - Manchester, CT

TRC was initially retained by the Town of Manchester to perform air quality assessments of potential Title V
sources owned and operated by the Town. TRC conducted site visits to evaluate each air emission premise
and to develop facility-specific permitting strategies that would minimize the need for Title V air permits
where possible. If identified as subject to these requirements, TRC developed the appropriate permit
application documents for agency review and approval.

After completion of this initial project, TRC assisted the Town with negotiations to finalize the construction
of, and operating air permits for, the Manchester Landfill gas odor control system. After construction, TRC
was retained to conduct the initial performance test of the landfill gas flare as required by the construction
permit conditions. TRC also conducted the required landfill gas sampling, surface monitoring for methane,
and a fugitive dust survey/roadway silt sampling. The landfill gas characterization sampling effort enabled
the Town to demonstrate that the non-methane organic compound (NMOC) emission rate was less than
Subpart WWW applicability thresholds and minimize long-term reporting requirements.

Currently, TRC provides continuous air compliance support services not only to the landfill, but to the Town’s
landfill premises, which includes the sewage treatment plant, highway department, fleet maintenance
operations, and the BOE Grange building. TRC is also responsible for addressing the conditions of the existing
Title V Operating Permit as well as the NSR air permit for the landfill premises to ensure continuous compliant
operations. This scope of services includes several Title V reporting requirements, Subpart WWW annual
reports, annual NSR permit reporting, NSR permit requirements for rolling 12-month emission and usage
records, NOx RACT recordkeeping, annual emissions statement submittals, quarterly methane surface
monitoring, and monthly wellhead monitoring. In addition, TRC currently assists Manchester with the
monitoring, recordkeeping and reporting requirements of 40 CFR Part 98 — Mandatory Greenhouse Gas
Reporting, initiated in 2010, which includes frequent methane measurements of the raw LFG from the
landfill.

Energy Power Partners (EPP)

Epp owns and operates many landfill sites that collect landfill gas and burn it in engines to generate
electricity. TRC has tested both the landfill gas fueling the engines and the emissions generated by the
engines. In addition to the engines these sites also operate flares as emission controls if the engines fail.

Some of the EPP landfill sites that TRC has worked at include:

NJ — Vineland and Pennsauken

Fortistar Methane Group (FMG)

Fortistar owns and operates many closed landfills and specializes in renewable power. Fortistar uses the
landfill gas to fuel both engines and turbines to generate electricity. They have also converted many
landfills to solar farms. TRC has tested the landfill gas and emissions from the engines and turbines.

Some of the FMG facilities that TRC has worked at include:

Casella

Casella is recovering landfill gas so it can be used as an energy resource. Casella and its partners are now
producing roughly 25 megawatts per hour of clean energy at five of the company’s landfills. This clean
energy is enough to power approximately 25,000 homes and results in substantial reductions in greenhouse
gas emissions. To capture the methane gas before it can escape to the air, a series of wells is connected to a
powerful vacuum which actively pulls it to the power generation plants where it is converted to electricity.

7.0 Cost

TRC proposes to perform each sampling event as a fixed price activity for a cost of $7,700 per round of
testing. This will make budgeting for project costs by the City easier over the next three years. It is also our
plan to maintain the same price for the sampling event for the duration of the contract. TRC's total price for
the project (nine sampling events) is $69,300.

This fixed price will include all travel, sample media, sampling time on site, consumables, analytical,
laboratory reporting, and QA/QC review.

The total analytical cost per round will be $5,841. There are nine sampling locations and a two blank
samples for each sampling event, one for landfill gas and one for indoor air, for a total of eleven analysis
per event. A breakdown of this analytical portion by method is as follows:
