Which is unrelated to these two contracts. Today | had a meeting at Arel Manor with a bunch of the people
who live there. A question came up about the bus service to DHHS, the Department of Health & Human
Services. The last time we discussed this | think we could not find a way to get the bus, we couldn’t get
enough property, we couldn’t get an agreement so that the bus could turn around at the end of Whipple Street
where they relocated. That’s what | said, but is that still the status, are we still not able to turn the bus around
there?

Ms. Marchant

We have offered the property owner two or three solutions on how we could get their clients to the front door or
much closer or anywhere near their property with safe bus maneuvers and the property owner is not in
agreement with any of the options that we have put forward. The last offer on the table is that they would give
us some right of way if we constructed a new turn around. So the City has given, we are willing to go right up
to the front door, no charge to them, we are willing to redo our whole route because we do think it is a critical
service that needs to happen and we have not gotten any agreement from the property owner.

Mayor Donchess

And the point is that Whipple Street is a dead end and the buses are too big to turn around to do a U-Turn up
there.

Ms. Marchant

Correct but there is also the other side street, because they own the property north of that as well is that
Simon?

Mayor Donchess

Simon, yes.
Ms. Marchant

Simon. We have also offered opportunities to go in and out, to go around. Whipple Street has the added
difficulty of it being the entrance to Mine Falls Park and all the UPS trucks, so it is a very difficult one to put our
large buses on. Simon Street has some advantages with less traffic, it does have the new facility at the end of
it, but it also doesn’t have a turn around. So we are willing to offer many options and we would love to find a
solution, but we have not been able to come to an agreement with the property owner letting us put our bus on
their property, which is what would be required.

Not for lack of trying and | appreciate that Whipple Street does go into Mine Falls, but you know, if you want to
help your clients, you should be working with the transportation people that are trying to get your clients to you.
So that’s too bad, but | applaud you for trying to work out something with them. Maybe you will succeed.

the services that are the primary activities of the Authority. All revenues and expenses not meeting this
definition are reported as non-operating revenues and expenses.

Capital Contributions - Funds received from other governments for the purpose of constructing assets are
recorded as capital contributions.

NOTE 2—DEPOSITS AND INVESTMENTS

Deposits and investments as of June 30, 2021 are classified in the accompanying financial statements as
follows:

Statement of Net Position:

Cash and cash equivalents $ 541,873

Total deposits and investments $ 779,251

Deposits and investments at June 30, 2021 consist of the following:

Cash on hand $ 200
Deposits with financial institutions 779,051

The Authority’s investment policy requires that deposits and investments be made in New Hampshire based
financial institutions that are participants in one of the federal depository insurance programs. The Authority
limits its investments to demand deposits, money market accounts, and certificates of deposit.

Custodial Credit Risk

Custodial credit risk for deposits is the risk that in the event of a bank failure, the Authority’s deposits may
not be returned. The Authority does not have a formal investment policy for assurance against custodial
credit risk.

The Authority’s entire balance of deposits with financial institutions at year end was covered by federal
depository insurance.

Please see attached communication to Mayor Jim Donchess from Camilie Pattison, Transportation
Manager, dated June 8, 2018 for information related to this contract award.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contraciual services,
excepi as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Transportation Manager and the Purchasing Department recommend the award of the contract for
B5 Bio-Diesel at $2.5911 per gallon with an estimated amount of $24,000 for FY19 to East River Energy
of Guilford, CT.

Re: Finance Committee — Transit Biodiesel Fuel Contract

Nashua Transit System is required by the Federal Transit Administration (FTA) to have contracts
for all fuel sources. Our current biodiesel fuel contract, with East River Energy expires on June 30,
2018. We worked with the purchasing department and conducted an IFB (0464-053118
B5Biodiesdel) for biodiesel fuel from July 1, 2018 — June 30, 2019 with the option to extend the
contract for an additional year.

The following vehicles operate on biodiesel:

e Currently 9 Low Floor Cutaway Vans (In the fall reducing to 6 as the new fleet of unleaded
vans is rolled out)

@ 3 Trolleys
® 135’ Bus

A Bid was sent to seven (7) vendors and we received one (1) response from the following qualified
vendor:

1. East River Energy FY19 @ $2.5911 per gallon
The FY19 Estimated Usage is 9,260 gallons @ $ per gallon or just under $24,000

Per FTA requirements, when only one bid is received, staff must inquire with potential vendors as
to why they did not submit a bid. Mansfield Energy did not submit a bid due to the low volume and
market conditions in our area. Burke Oil stated that they misplaced the bid. Shattuck Malone was
not interested in bidding.

We request that the Finance Committee approve a contract with East River Energy for FY19
Biodiesel Fuel in the amount of $2.5911 per gallon with an option to extend for one year.

Rack Blending Unit. The details of the additive are: advanced diesel detergent, corrosion inhibitor, inhibitor, synthetic lubricity
